About approval of the Method of calculation of amounts of not observed economy

Based on subitem 8.10 of Item 8 of the Regulations on National Statistical Committee of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of August 26, 2008 No. 445, National Statistical Committee of the Republic of Belarus DECIDES:

1. Approve the Method of calculation of amounts of not observed economy it (is applied) and to enact it since calculation of amounts of not observed economy for the I quarter 2019.

2. Recognize invalid:

the resolution of National Statistical Committee of the Republic of Belarus of September 29, 2015 No. 130 "About approval of the Method of calculation of amounts of not observed economy";

the resolution of National Statistical Committee of the Republic of Belarus of November 29, 2017 No. 140 "About entering of amendments and changes into the Method of calculation of amounts of not observed economy".

3. This resolution becomes effective after its official publication.

Method of calculation of amounts of not observed economy

Chapter 1 General provisions

1. This Technique determines procedure of payments of amounts of not observed economy National Statistical Committee for the most complete assessment of amount of gross domestic product (further - GDP), gross regional product (further - VRP) and the elements constituting them.

2. In this Technique the following terms and their determinations are used:

gross value added - the difference between release of goods and services and intermediate consumption estimated by types of economic activity;

GDP - the cost of the goods and services made in the country by all types of economic activity and intended for final consumption, accumulating and net export;

VRP - the cost of the goods and services made in the region by all types of economic activity and intended for final consumption, accumulating and net export;

type of economic activity - process when material resources, the equipment, work, technology are combined in such a way that it leads to receipt of uniform set of products (goods or services);

volunteer activities - the unpaid, optional activities connected with production, performance of works or rendering services for the benefit of other persons except the activities performed for the benefit of members of the household, relatives or friends;

release of goods and (or) services - the total cost of the goods and (or) services which are result of economic activity of residents of the Republic of Belarus in the accounting period;

household - group of persons which jointly live in premises provide themselves to all necessary for life, conduct general economy, fully or partially uniting and spending the means, or the person living independently and providing themselves to all necessary for life;

house servants - the persons hired for housework, which are not members of household of the employer whose services are estimated in the amount of compensation, including the payments in natural form made in their advantage by the employer;

illegal economic activity - the activities for production, the address and use of the goods and services forbidden by the legislation, or which are illegal if activities for production, the address and use of goods and services are performed without receipt of the corresponding permission by producers or without state registration;

not observed economy is the part of national economy including activities for production, the address and use of goods and services which are not covered also the representing set of the hidden, informal and illegal economic activity (is not completely covered) by the state statistical observations;

informal economic activity - activities for production, the address and use of goods and services which are performed, as a rule, legally by physical persons, including individual entrepreneurs, based on informal employment relationships between participants of production;

informal employment relationships - the employment relationships based on accidental employment, the related, personal relations, but not on contractual relations;

intermediate consumption - the cost of goods and services which are consumed in the accounting period in production process;

underground economic activity - the activities for production and the goods circulation and services permitted by the legislation, but which are purposely hidden (fully or partially) for the purpose of concealment of the income and nonpayment (payment understating) of taxes and other obligatory payments;

farms of the population - personal subsidiary farms of the citizens who are constantly living in the rural zone; subsidiary farms of the citizens who are engaged in production of agricultural industry with use of the parcels of land provided for construction and (or) servicing one-apartment, the blocked apartment houses, collective gardening, country construction.
