I. General provisions

1.1. The basic organization of the State Parties of the Commonwealth of Independent States for advanced training and retraining of personnel in the field of diagnostics and control of diseases of animals (further - the Basic organization) is created for the purpose of assistance to providing the State Parties of the CIS with specialists in the field of diagnostics and control of diseases of animals.

1.2. The status of the Basic organization is given to federal state budgetary institution "Federal Center of Health Protection of Animals" (Federal State Budgetary Institution VNIIZZh), the Russian Federation, the city of Vladimir.

1.3. In the activities the Basic organization is guided by the Charter of the Commonwealth of Independent States, decisions of Council of heads of states and Council of CIS Heads of Government, Intergovernmental council on cooperation in the field of veterinary science, international treaties in the field of diagnostics and control of diseases of animals, and other regulations of legal acts accepted within the CIS, the legislation of the state of stay and this Provision.

II. Tasks and activities

2.1. Tasks of the Basic organization are:

advanced training and occupational retraining of specialists in the field of diagnostics and control of diseases of animals;

studying, generalization, distribution of experiment on training in the field of diagnostics and control of diseases of animals;

assistance to distribution of modern techniques of teaching in the field of diagnostics and control of diseases of animals;

coordination of development and implementation of joint innovative educational and research programs with the relevant research establishments of the State Parties of the CIS;

the organization of comparative and applied studying of problems of retraining of personnel in the field of diagnostics and control of diseases of animals.

2.2. For realization of tasks the Basic organization carries out work on the following directions:

retraining of highly qualified specialists in the field of diagnostics and control of diseases of animals;

implementation of the State Parties of the CIS of scientific research, joint with the research organizations, in the field of diagnostics and control of diseases of animals;

participation in implementation of the interstate projects and programs aimed at the development of agricultural production of the State Parties of the CIS;

development, approbation and distribution of educational and methodical and research materials in the field of diagnostics and control of diseases of animals;

assistance to preparation and the edition of scientific works, methodical, information and analytical materials on problems of diagnostics and control of diseases of animals;

adaptation of international experience of training of specialists in the field of diagnostics and control of diseases of animals to conditions of the State Parties of the CIS;

the organization of the international conferences, seminars and other actions for problems of forming of single educational space, for diagnostics and control of diseases of animals in the State Parties of the CIS.

III. Rights of the Basic organization

For implementation of the activities provided by this Provision, the Basic organization within the competence has the right:

provide in relevant organs of industry cooperation of the CIS materials following the results of work, the recommendations and draft documents prepared within the competence, the offer on activities of the Basic organization, and also on funding mechanism for educational and research programs;

request information necessary for implementation of the activities provided by this Provision through bodies of industry cooperation of the CIS;
