1. Approve Regulations on procedure for documentation of information, accounting and registration of the state information resources according to appendix.

2. Determine that this Provision becomes effective after ten days from the moment of its state registration in the Ministry of Justice of the Republic of Uzbekistan.

Regulations on procedure for documentation of information, accounting and registration of the state information resources

§ 1. General provisions

1. This Provision according to the laws of the Republic of Uzbekistan "About informatization", "About the electronic digital signature", "About electronic document management", "About guarantees and freedom of information access", "About the electronic government" and resolutions of the Cabinet of Ministers of the Republic of Uzbekistan of November 22, 2005 No. 256 "About enhancement of regulatory framework in the field of informatization" and of June 3, 2016 No. 188 "About further measures for implementation of the Law of the Republic of Uzbekistan "About the electronic government"" determines procedure for documentation of information, accounting and registration of the state information resources.

2. Action of this provision extends to physical persons and the legal entities irrespective of patterns of ownership and departmental accessory performing documentation of information, and also forming of the state information resources.

3. In this Provision the following terms and determinations are used:

documentary information - information fixed on the material carrier with the details allowing to identify it;

information resource - information, databank, the database electronically as a part of information system;

information resources of limited access - the information resources containing information on the state secrets and confidential information or information, access to which is limited by owners of information resources;

the state information resources - the information resources which are created from:

information resources of state bodies;

information resources of the legal entities and physical persons created at the expense of means of the government budget;

information resources of the legal entities and physical persons containing the state secrets and confidential information;

the documentary information of legal entities and physical persons provided in accordance with the established procedure;

the owner of information resources - the legal entity or physical person performing ownership, use and the order of information resources or information systems within the rights established by the law or the owner of information resources, information systems;

the owner of information resources - the legal entity or physical person performing ownership, use and the order in full of information resources or information systems;

information system - organizationally the arranged set of information resources, information technologies and means of communication allowing to perform collection, storage, search, information processing and use of it;

§ 2. Procedure for documentation of information

4. Documentary information is constituted, selected, processed, systematized, provided with the corresponding details taking into account source, form, assignment and the carrier.

5. Documentary information can act in the form of the electronic document or fixed on the information medium.

6. Documentation of information is the compulsory provision of inclusion of information in the state information resources.

7. Legal entities and physical persons shall provide in accordance with the established procedure documentary information in the relevant state bodies for forming of the state information resources.

8. Owners and owners of information resources within the competence undertake necessary measures for ensuring protection of documentary information.

15. Information can be transformed to electronic form in the above-stated formats by means of the corresponding editors or by scanning (text, graphical formats).
