1. Approve the Procedure for development of the state forecasts of social and economic development of the Republic of Tajikistan for short-term, medium-term and long-term prospects it (is applied).

2. To authorized state body on the state forecasting of social and economic development, the ministries, departments and executive bodies of the government of the Gorno-Badakhshan Autonomous Region, areas, the city of Dushanbe, cities and areas of republican subordination, the companies, organizations and other organizations in case of development of the state forecasts of social and economic development for the corresponding years to be effective according to this procedure.

3. Declare invalid the order of the Government of the Republic of Tajikistan of December 30, 2007, No. 649 "About approval of the Procedure for development of the state short-term, mid-term and long-term forecasts of social and economic development of the Republic of Tajikistan".

Procedure for development of the state forecasts of social and economic development of the Republic of Tajikistan for short-term, medium-term and long-term prospects

1. General provisions

1. The procedure for development of the state forecasts of social and economic development of the Republic of Tajikistan for short-term, medium-term and long-term prospects, is developed according to article 4 of the Law of the Republic of Tajikistan "About the state forecasts, concepts, strategy and programs of social and economic development of the Republic of Tajikistan" and is directed to determination of the priority directions of social and economic development, process of accomplishment of the state, local and industry programs of social and economic development, and also possible further economic and social situation.

The ministries and departments, state bodies of the executive authority of the Gorno-Badakhshan Autonomous Region, areas, the city of Dushanbe, and also cities and areas of republican subordination, the company, organization and other organizations, irrespective of patterns of ownership are considered as participants of development of the state forecasts of social and economic development of the Republic of Tajikistan for short-term, medium-term and long-term prospects.

2. Process of development of the state forecasts of social and economic development of the Republic of Tajikistan for short-term, medium-term and long-term prospects

3. The authorized state body on the state forecasting of social and economic development performs the following:

- develops the corresponding regulatory legal acts about the organization of works on development of indicators of the state forecast of social and economic development for the corresponding years;

- determines the list of the main socio-economic indexes taking into account modern processes and represents them to participants together with methodical recommendations for development of the forecast of social and economic development of the republic for the corresponding years;

- prepares provisional estimate of the forecast of the main macroeconomic indicators of the Republic of Tajikistan for the corresponding year, taking into account tendencies of social and economic development in previous years and the main directions of economic policy of the country.

4. State bodies of the executive authority based on the provided materials of business entities and statistical data perform the following:

- develop at the scheduled time the forecast of indicators of development of industries, the Gorno-Badakhshan Autonomous Region, areas, the city of Dushanbe, the cities and areas taking into account the external and internal factors and risks influencing economy, effective use of internal resources and opportunities, provisions of concepts, strategy, the state, industry and local programs of social and economic development;

- consider and approve indicators of the forecast of development of industries at meetings of Boards of the ministries and departments, and social and economic development of the Gorno-Badakhshan Autonomous Region, areas, the city of Dushanbe, cities and areas at meetings of Majlises of jurymen of the Gorno-Badakhshan Autonomous Region, areas, the city of Dushanbe, cities and areas;

- submit the forecast of indicators within the terms established by regulatory legal acts to authorized state body on the state forecasting of social and economic development of the Republic of Tajikistan and provide acquaintance and protection of indicators of the forecast;

- reasons about development of indicators of the forecast demand from the subordinated organizations, business entities on places that is providing information;

- represent to authorized state body on the state forecasting of social and economic development of the Republic of Tajikistan reasons on each indicator of development of industries, areas, cities and areas;

- in case of need for process of coordination of forecasts, make additions and changes to the indicators;

- perform monitoring of the course of accomplishment of the accepted indicators of the forecast and to the first quarter every year represent to authorized state body on the state forecasting of social and economic development of the Republic of Tajikistan the relevant information for the analysis and summing up;

- in case of unsatisfactory assessment of accomplishment of the accepted indicators of the industry and local forecast from authorized state body for the state forecasting of social and economic development of the Republic of Tajikistan takes necessary corrective measures, to improvement of process of development of the forecast, reasonable and high-quality development of indicators of the forecast, and also ensuring their subsequent accomplishment;

- for the purpose of timely accomplishment the corresponding regulatory legal acts about the organization of works on development of forecast indicators of social and economic development develop the departmental regulatory legal acts regulation of process of preparation of the forecast.

5. The authorized state body on the state forecasting of social and economic development of the Republic of Tajikistan performs the following operations on the basis of the data provided by participants of development of the forecast:
