1. Approve the enclosed Rules of development of single engineering procedures of work of sidings and stations of adjunction.

2. To provide to committee of transport of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-minister of the industry and infrastructure development of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of development of single engineering procedures of work of sidings and stations of adjunction

Chapter 1. General provisions

1. These rules of development of single engineering procedures of work of sidings and stations of adjunction (further - Rules) are developed according to subitem 34-36) of Item 2 of article 14 of the Law of the Republic of Kazakhstan of December 8, 2001 "About rail transport" (further - the Law) and determine procedure for development of single engineering procedures of work of sidings and stations of adjunction (further - single engineering procedure).

2. Development of single engineering procedures is performed for ensuring the approved, technical and technological work of sidings of the organizations of 50 (fifty) cars serviced by own locomotives with average daily cargo turnover and more.

3. Single engineering procedure is understood as the document (in any form) regulating the conditions of interaction of siding and the station of adjunction necessary for the conclusion of the contract for giving - cleaning of cars.

Chapter 2. Procedure for development of single engineering procedures of work of sidings and stations of adjunction

Single engineering procedure is developed by means of interaction of participants of transportation process based on the signed agreements according to the civil legislation of the Republic of Kazakhstan, the legislation of the Republic of Kazakhstan on rail transport and international agreements (agreements).

5. Single engineering procedure contains the accurate and not subject to different interpretation sense.

6. For ensuring monotony of the developed single engineering procedures, includes the following information:

1) technical and performance parameter of constructions and devices of sidings and station of adjunction;

2) the sizes of goods and car traffics calculated proceeding from actual and maximum planned (from the forthcoming three years) amount of carriages of goods, except the companies with according to plan - the decreasing production volumes;

3) the organization of shunting operation and calculation of regulations on accomplishment of technical transactions;

4) implementation of the cooperated use of technical means, constructions and devices of siding and the station of adjunction;

5) organization of giving cleaning of cars;

6) schedules of processing of cars, transfers and trains;

7) schedules of technological transportations;

8) daily schedule of work of the station and siding;

9) technological time for accomplishment of cargo operations;

10) calculation of technological terms of wagon turnaround on siding;

11) procedure for advance operational planning, management and the organization of cargo and commercial work at the station and siding;

12) actions for ensuring work in winter conditions;

13) measures for safety of the car park;

14) actions for control and analysis of attended operation;

15) settlement part, appendices;

16) data work-related sidings and stations of adjunction.

7. The structure of the commission performing development of single engineering procedures and their approval is determined by the Rules of carriages of goods by railway transport approved according to subitem 34-33) of Item 2 of article 14 of the Law.

8. Features of single engineering procedures are established by the commission performing preparation of single engineering procedures proceeding from the used on siding and the station of adjunction of technological means, constructions and devices, season, weather conditions of the area and other factors of the sidings influencing work and stations of adjunction.

9. Smooth operation of siding in winter conditions depends on timeliness and quality of training of transport economy, carrying out technological and technical measures.

By preparation for the winter period features of the organization of acceptance and departure of trains, shunting operation, giving cleaning of cars, including conditions of use of prophylactics are provided when loading and unloading of the freezing together loads.

10. In case of development of single engineering procedure it is necessary to consider data on the actual arrival and freight dispatch, loading and unloading (unloading) in cars and tons for previous year with separation on months, owners (accessory) of cars, the name of load, type of railway vehicles.

11. Result of development of single engineering procedure is the daily schedule (in any form) providing rational use of all technical means, constructions and devices of the station and siding and determining the technological term of wagon turnaround on siding.

12. Single engineering procedure is adjusted in cases of change of technology of work of participants of transportation process of the single engineering procedures involved in developments.

In case of the expiration of the contract for giving cleaning of cars single engineering procedure is constituted again or according to the decision of the commission performing development of single engineering procedures is prolonged.
