1. Approve the enclosed Rules of safe handling of civil and office weapon.
2. To provide to committee of administrative police of the Ministry of Internal Affairs of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) within ten calendar days from the date of state registration of this order the direction it in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;
3) placement of this order on Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan;
4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of Internal Affairs of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of this Item.
3. To impose control of execution of this order on the supervising deputy minister of internal affairs of the Republic of Kazakhstan.
4. This order becomes effective after ten calendar days after day of its first official publication.

1. These rules of safe handling of civil and office weapon (further - Rules), are developed according to subitem 8-1) of Item 1 of article 29 of the Law of the Republic of Kazakhstan of December 30, 1998 "About the state control of turnover of separate types of weapon" (further - the Law) and determine procedure for safe handling of civil and office weapon.
2. Preparation and retraining of owners and users of civil and office weapon, and also persons acquiring fire gas guns and revolvers, pneumatic, electric weapon is carried out according to article 16 of the Law in the organizations determined by authorized body in the field of control of traffic in weapons.
3. The workers holding positions of the head and the security guard in the private security organization preparation and retraining of owners and users of weapon pass in specialized training centers according to standard training programs and standard curricula on training of the workers holding positions of the head and security guard in the private security organization approved according to the subitem 4) of article 10-1 of the Law of the Republic of Kazakhstan of October 19, 2000 "About security activities".
4. It is necessary for the owner and the user of weapon:
1) to store weapon and cartridges with observance of the conditions ensuring their safety, and also excluding access to them for strangers in the locked safes or metal cases, boxes. At the same time weapon is in the discharged condition;
2) to handle weapon and cartridges carefully and strictly to observe security measures in case of weapon handling and cartridges to it;
3) to observe safety requirements (the enclosed maintenance instruction for each model of weapon);
4) to transport weapon in the discharged condition in packaging (covers, holsters, special container, cases, cases).
5. It is not allowed to owners and users of weapon:
1) without need to load the weapon, to switch off safety lock, to impose finger on trigger until aiming;
2) to direct weapon even if it is not loaded, towards people, pets, vehicles or in the direction of their possible emergence, buildings, constructions, wires and support of power lines, and also in other dangerous directions, except as specified self-defenses;
3) to store, carry, transport and use weapon and cartridges to it without the corresponding permission to their storage and carrying;
4) to use for firing defective or damaged (the having cracks, zaboina, swellings, corrosion) weapon and cartridges to it, and also throwing weapon with explicit defects (chips, cracks, the turned-off screws, damages of bowstring);
5) to apply cartridges to weapon and the striking elements which are not intended for firing from used the weapon models, cartridges with independently increased powder charge striking the elements produced by handicraft method (except for the cartridges to hunting fire smooth-bore weapon equipped with citizens for personal use), cartridges expired, osechny cartridges;
6) to shoot from unstable provisions or at the same time from several trunks of multibarrelled weapon;
7) to shoot at not clearly visible purpose, in the conditions of limited visibility, and also on noise, rustle;
8) to self-construct repair of components and components of weapon, to make to them the constructive changes changing them tactical technical characteristics;
9) to leave weapon and cartridges to it out of specially equipped storage locations, and also to transfer them to strangers;
10) to carry, transport and use weapon, to equip cartridges to it in the state of intoxication caused by consumption of alcohol, drugs, the psychotropic, toxic and other stupefying substances and (or) under the influence of the medicines reducing attention and speed of reaction threatening safety of people and safety of weapon and cartridges to it.
6. It is necessary for the owner of gas guns and revolvers (further - gas weapon):
1) to store, carry and transport cartridges to gas weapon in leak-proof package;
2) after opening of packaging with cartridges to gas weapon to be convinced of lack of the tear or irritating substances in the form of powder on cartridges and the internal surfaces of packaging;
3) to wipe cartridges to gas weapon with the tampon moistened with alcohol or spirit solution if after opening of packaging with cartridges impact of the tear or irritating substances is felt (sneezing, irritation in throat, burning in eyes and nose, dacryagogue, allocations from nose);
4) to preserve cartridges against blows and falls in order to avoid depressurization;
