About further measures for ensuring independence of mass media and development of activities of the press services of state bodies and the organizations

For the purpose of further deepening of the reforms directed to creation of the most favorable conditions for implementation of activities of mass media, establishing high-quality dialogue between the state and society, provisions to the population of the operational, impartial and complete information about the purposes, tasks and results of reforms, increases in transparency of activities of bodies of the public and economic board, public authorities on places and also cardinal improvement of their interaction with the public and overall performance of the press services:
1. Establish since October 1, 2019 procedure according to which the publishing houses specializing in the edition of children's literature and also products intended for persons with disability are exempted from payment of the state fee for licensing for implementation of publishing activities.
2. Recognize unsatisfactory activities of bodies of the public and economic board, public authorities on places (further - state bodies and the organizations) in the field of interaction with mass media and informing the population.
3. Determine the main objectives of the press services, press centers, services by public relations (further - the press services) state bodies and the organizations:
regular, complete and timely provision of information to the population about activities of state bodies and organizations through mass media, social networks, official websites of state bodies and the organizations, and also other information resources, including by the organization of press conferences, briefings and media tours;
development and realization in state bodies and the organizations of actions for informing and illumination of the course of social and political and social and economic development of the country;
forming and promotion of positive image of state bodies and organizations, studying of public opinion by means of holding polls and other forms of studying;
establishment of effective practical cooperation with the Agency of information and mass communications under Administration of the President of the Republic of Uzbekistan (further - the Agency) in realization of the tasks assigned to it in the field of information policy;
forming of the group of experts for effective cooperation with mass media, distribution of operational information in circle of the journalists and bloggers who are constantly working with the press services and also for the purpose of ensuring participation of general population in discussion of drafts of regulatory legal acts;
the organization on permanent basis of performances in mass media of heads of state bodies and the organizations;
implementation of monitoring and the analysis of information space, rapid response to the critical and widely discussed information attacks, the organization of works on distribution of information in mass media and the Internet in the part concerning activities of the relevant state body and the organization;
preparation of news, information, survey and other information and analytical materials for distribution through domestic and foreign mass media together with state bodies and the organizations;
studying of public opinion, line item of domestic and foreign mass media about activities of state bodies and organizations, development of urgent offers and informing management of state bodies on them and the organizations;
providing through the authorized ministries and departments of diplomatic representations of the Republic of Uzbekistan abroad, and also diplomatic representations of foreign countries in Uzbekistan information materials (printed materials, photo audio-, video records, etc.) for the purpose of high-quality publicizing of activities of state bodies and organizations in foreign mass media;
placement in accordance with the established procedure on websites of state bodies and project organizations and the approved texts of the regulatory legal acts which are within their competence;
forming and updating of the database of the text, photo, audio-and video records connected with activities of state bodies and organizations.
4. Determine that:
a) employees of the press services of state bodies and organizations are appointed to position mainly from among persons having the higher education in the field of journalism;
b) heads of the press services of state bodies and organizations:
at the same time are the press secretary of state body and organization, have the status of the adviser to the head concerning information policy and under the terms of compensation, medical and transport attendance are equated to the deputy manager of state body and organization;
are appointed to position taking into account the conclusion according to the Agency or its territorial subdivision;
undergo certification in the Agency each three years;
c) in structures of central offices of state bodies and the organizations, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent, areas (cities) the press service shall be provided.
The number of employees of the press services in central offices of state bodies and the organizations, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent is, as a rule, created within their number of staff and consists, along with the press secretary, of the workers responsible for communication with mass media and the public, work with web resources and social networks.
The number of employees of the press services in central offices of state bodies and the organizations is determined by the head of the relevant department proceeding from specifics of activities of department.

e) assignment is not allowed:
on the press services of state bodies and the organizations of the subsidiary duties which are not belonging to their job responsibilities;
functions and tasks of the press service on other divisions of state bodies and the organizations;
