About the public veterinary service

For the purpose of further enhancement of legal regulation of activities of the public veterinary service I decide:

1. Approve Regulations on the public veterinary service it (is applied).

2. Determine that:

2.1. the main objectives of Department of veterinary and food supervision of the Ministry of Agriculture and Food (further - Department) are:

implementation of the state supervision of observance of requirements of technical regulations of the Customs union, the Eurasian Economic Union, supervision in the field of veterinary science in the form of actions technical (technological, testing) nature;

participation in realization of single state policy in the field of veterinary activities, production and conversion of animal products, and also sales of products of phytogenesis in the markets;

2.2. Department for the purpose of accomplishment of the tasks assigned to it:

performs information collection from the legal entities who are subjects of the relations in the field of veterinary activities in forms of the departmental reporting in the field of veterinary science;

takes out instructions about elimination of violations, obligatory for execution by republican state bodies, other legal entities and physical persons, including individual entrepreneurs, and also has the right to demand discharge from work of the chief state veterinary inspectors of areas, cities and areas in case of violation or improper execution by them personally or the officials of the legislation subordinated to them in the field of veterinary activities;

issues import permits on the territory of the Republic of Belarus and permissions to the transit through the territory of the Republic of Belarus of the goods included in the Single inventory, which are subject to veterinary control (supervision) approved by the international legal act constituting the right of the Eurasian Economic Union;

provides and carries out monitoring in the field of veterinary science according to the legislation in the field of veterinary activities by means of use of system of observations, the analysis of realization of veterinary actions, studying and the forecast of epizootic situation without use of the powers conferred to the controlling (supervising) bodies;

provides implementation of the veterinary control which is carried out on Frontier of the Republic of Belarus;

performs state registration of veterinary medicines, maintaining the State register of veterinary medicines, issue and prolongation of effective period of the registration certificate of veterinary medicine, state registration of feed additives, maintaining the State register of feed additives, issue and prolongation of effective period of the registration certificate of feed additive;

develops projects of regulatory legal acts, including technical regulatory legal acts, including veterinary health regulations, on the questions which are within its competence analyzes practice of their application;

performs other functions provided by acts of the legislation;

2.3. The department carries out state registration of production facilities on which activities for obtaining, conversion (processing) of not processed food staples of animal origin, including the following production processes are performed:

slaughter of productive animals and bird, conversion (processing) of products of such slaughter for production (production) of food products;

acceptance of raw milk, crude cream and raw skim milk and (or) their conversion (processing) in case of production (production) of dairy products;

production (production) and conversion (processing) of eggs of agricultural bird and products of their conversion;

production (production) and conversion (processing) of products of aquaculture and catch of water biological resources (not fish objects of trade), except for phytogenesis products;

2.4. The department has separate balance, accounts in banks, seal and forms with the image of the State Emblem of the Republic of Belarus, with the name and the name of the Ministry of Agriculture and Food, acts on the basis of the Regulations on Department approved by Council of Ministers of the Republic of Belarus.

The department is headed by the deputy minister of agricultural industry and food - the department director.

The structure and number of Department are determined by the Minister of Agriculture and Food within the total number of the Ministry and expenses on its content.

Structural divisions (managements, inspections can be part of Department (as managements), departments, sectors, groups).

3. Make changes to presidential decrees of the Republic of Belarus (appendix).

4. To Council of Ministers of the Republic of Belarus in six-months time:

approve Regulations on Department;

bring regulatory legal acts into accord with this Decree and take other measures for its realization.

5. This Decree becomes effective in the following procedure:

Items 1-3 - in six months after official publication of this Decree;

other provisions of this Decree - after its official publication.

The list of the changes made to presidential decrees of the Republic of Belarus

1. In Item 16 of the list of the controlling (supervising) bodies, authorized to perform, and spheres of their control (supervising) activities, No. 510 approved by the Presidential decree of the Republic of Belarus of October 16, 2009:

to exclude from the column "The Name of the Controlling (Supervising) Body" of the word "Department of Veterinary and Food Supervision";

first and third to exclude paragraphs from the column "Sphere of Control (Supervision)".

2. No. 236 "About creation of Department of veterinary and food supervision and introduction of amendment and changes in some presidential decrees of the Republic of Belarus" to exclude Items 2 and 3 of the Presidential decree of the Republic of Belarus of May 5, 2010.

3. No. 253 "About some questions of the public veterinary service of the Republic of Belarus" to exclude Item 1 of the Presidential decree of the Republic of Belarus of June 3, 2013.
