1. Approve the enclosed Rules of forming of the State pulegilzoteka.

2. Recognize to invalid:

1) ceased to be valid;

2) the subitem 2) Item 1 of the order of the Government of the Republic of Kazakhstan of December 29, 2007 No. 1370 "About modification and amendments in the order of the Government of the Republic of Kazakhstan of August 3, 2000 No. 1176" (SAPP of the Republic of Kazakhstan, 2000, Art. No. 32-33, 399).

3. This resolution becomes effective after ten calendar days after day of its first official publication.

Rules of forming of the State pulegilzoteka

Chapter 1. General provisions

1. These rules of forming of the State pulegilzoteka (further - Rules) determine procedure for the organization and implementation of activities of Armed Forces, other troops and military forming, special state and law enforcement agencies by forming of departmental collections of the State pulegilzoteka of control shot bullets and sleeves from the taken advantage, except for being on long-term storage, cut military person-portable small arms (further - military weapon), and also law-enforcement bodies on forming of departmental collections of the State pulegilzoteka of control shot bullets and sleeves of military, civil and office cut firearms.

2. The state pulegilzoteka represents the arms of Armed Forces, other troops and military forming, special state and law enforcement agencies which are stored in services departmental collections of control shot bullets and sleeves from the taken advantage, except for being on long-term storage, military weapon, and also the arms of law-enforcement bodies which are stored in services departmental collections of control shot bullets and sleeves from military, civil and office cut firearms.

3. In these rules the following basic concepts are used:

1) forming of the State pulegilzoteka - action of Armed Forces, other troops and military forming, special state and law enforcement agencies for control shooting of military, civil and office cut firearms on competence, accounting, storage, replacement, withdrawal and destruction of control bullets and sleeves, and also their provision in case of loss (plunder) of weapon in the Criminalistic pulegilzoteka of the Ministry of Internal Affairs of the Republic of Kazakhstan;

2) the Criminalistic pulegilzoteka of the Ministry of Internal Affairs of the Republic of Kazakhstan (further - KPGT Ministry of Internal Affairs) - the collection of the bullets, sleeves and the cartridges withdrawn from the places of the incidents which are control shot from the kidnapped person (lost) or experimentally shot from the withdrawn, found, voluntarily handed over cut firearms, and also bullet and sleeve, experimentally shot from self-made cut firearms, including smooth-bore weapon, samodelno made and (or) the weapon specified in Item 5 of these rules remade under cartridges for cut firearms, sleeves by cartridges of traumatic action, and also the acormose firearms shot from gas, gas weapon with possibility of firing, except for;

3) control shooting - shooting by authorized persons of Armed Forces, other troops and military forming, special state and law enforcement agencies of military, civil and office cut firearms on competence for forming of departmental collections of the State pulegilzoteka;

4) the owner of weapon - the physical person or legal entity owning weapon based on permission to acquisition, carrying and storage of weapon;

5) experimental shooting - the shooting made by the staff of operational and criminalistic division of law-enforcement bodies of the withdrawn, found, voluntarily handed over cut firearms, including self-made cut firearms, smooth-bore weapon samodelno made and (or) cartridges of traumatic action, and also the acormose firearms remade under cartridges for cut firearms, gas, gas weapon with possibility of firing.

Chapter 2. Objects of departmental collections of the State pulegilzoteka

4. Objects of departmental collections of the State pulegilzoteka are the control bullets and sleeves shot from military weapon, civil and office cut firearms including from:

1) undergone repair of the main sledoobrazuyushchy details (cartridge chamber, the channel of trunk, lock, replacement or machining quickly) military weapon, and also civil and office cut firearms;

2) imported by the companies suppliers from abroad and intended for realization in the territory of the Republic of Kazakhstan before its realization;

3) acquired by the citizen of the Republic of Kazakhstan abroad, before its registration and registration of permission to storage and carrying;

4) transferred or sold by the companies and (or) the organizations before transfer or sale;

5. In departmental collections of the State pulegilzoteka the bullets and sleeves shot from are not located:

2) firearms with strongly korrozirovanny sledoobrazuyushchy details in case of impossibility of receipt of high-quality experimental traces of weapon on bullets and sleeves;

3) hunting smooth-bore weapon, except for weapon with availability of replaceable trunks or cut inserts in smooth-bore trunks.

6. Control shooting of the military, civil and office cut firearms which are again made, and also remade, repaired industrially are made at manufacturers with participation of the employee of division on control in the field of turnover of civil and office weapon of department of police on territoriality. Records about control shooting are made in manufacturer's certificates of origin for again made, remade, repaired domestic weapon.

Control sleeves and bullets are packed at manufacturers according to Item 25 of these rules and go to department of police on territoriality for the room of control bullets and sleeves in departmental collection of the State pulegilzoteka.
