About additional measures for enhancement of activities of the Ministry of Economy and Industry of the Republic of Uzbekistan

For the purpose of accomplishment of the established tasks on complex development of the territories taking into account their potential, including on upgrade and diversification of the regional industry, rational distribution of production forces and investments, effective use of the available land resources irrigated, bogarny and pasturable land, to creation of modern infrastructure, rational use of manpower and consecutive increase in level of living of the population:

1. Ceased to be valid according to the Presidential decree of the Republic of Uzbekistan of 13.08.2019 No. UP-5780

2. Assign the following additional tasks to the Ministry of Economy and Industry of the Republic of Uzbekistan:

development of target regional programs for development of the industry in regions, and also coordination of implementation of these programs by the ministries and departments;

development of offers on the accelerated development of import-substituting production on the basis of programs for attraction of direct foreign investments to regions, upgrades and diversifications of the industry, and also to effective placement of production forces;

direct participation in the work which is carried out by the responsible ministries, departments and khokimiyats of rational use of land and water resources and optimum placement of crops, structural change of agricultural production, development of works on seed farming and selection, implementation of modern agrotechnologies and methods of economical water use, improvement of meliorative condition of lands;

holding additional actions for deep conversion of raw materials on cluster basis, including cotton, fruit and vegetable, poultry-farming, fish and meat-and-milk products;

coordination of works on development in regions of engineering, road and transport and communication infrastructure, to enhancement of system of rendering transport services, radical improvement of level and quality of rendering housing and communal services, improvement of sanitary systems and providing the population with clear drinking water;

development of the industry and rendering services in the areas and the cities which are lagging behind on the level of social and economic development, effective use of their natural wealth, geographical arrangement and manpower, and also ensuring implementation of comprehensive programs in this direction;

coordination of the taken measures for strengthening of social protection of the population, including for attraction of the unoccupied population in regions, especially youth, to permanent work, increase in level and quality of life, improvement of conditions of accommodation, development of service industry, medicine and education.

3. Increase the total extreme number of managerial personnel of central office of the Ministry of Economy and Industry of the Republic of Uzbekistan by 6 established posts for the purpose of execution of the tasks provided by this Decree due to optimization of number of established posts of territorial subdivisions.

4. To the Ministry of Finance of the Republic of Uzbekistan to allocate additional resources from the republican budget in connection with change of the staff list of staff of central office of the Ministry of Economy and Industry of the Republic of Uzbekistan.

5. To the Ministry of Economy and Industry of the Republic of Uzbekistan:

in a month to make corresponding changes to the staff list of central office of the ministry and to approve it in accordance with the established procedure;

in two-month time together with the interested departments to make in the Cabinet of Ministers of the Republic of Uzbekistan offers on the changes and amendments in the legislation following from this Decree.

6. Make changes and addition to some acts of the President of the Republic of Uzbekistan according to appendix.

7. To impose control of execution of this Decree on the Prime Minister of the Republic of Uzbekistan A. N. Aripov and the head of Administration of the President of the Republic of Uzbekistan Z. Sh. Nizomiddinov.

The changes and amendment brought in some acts of the President of the Republic of Uzbekistan

1. Add Item 1 of the Presidential decree of the Republic of Uzbekistan of January 10, 2019 with No. UP-5621 "About Measures for Cardinal Enhancement of System of Realization of State Policy in the Sphere of Economic Development" paragraphs of the following content:

"development of target regional programs for development of the industry in regions, and also coordination of implementation of these programs by the ministries and departments;

development of offers on the accelerated development of import-substituting production on the basis of programs for attraction of direct foreign investments to regions, upgrades and diversifications of the industry, and also to effective placement of production forces;

coordination of the taken measures for strengthening of social protection of the population, including for attraction of the unoccupied population in regions, especially youth, to permanent work, increase in level and quality of life, improvement of conditions of accommodation, development of service industry, medicine and education".

2. In the resolution of the President of the Republic of Uzbekistan of January 10, 2019 No. PP-4105 "About the organization of activities of the Ministry of Economy and Industry of the Republic of Uzbekistan":

a) to state the text of appendix No. 2 in the following edition:
