1. Approve:

1.1. The instruction for execution by the district police officer of service duties on the serviced administrative site (further - the Instruction) (appendix No. 1).

1.2. Manual on the organization of service of district police officers (further - Manual) (appendix No. 2).

2. To department of information technologies, communication and information security of the Ministry of Internal Affairs of the Russian Federation, to Department on financial and economic policy and providing social guarantees of the Ministry of Internal Affairs of the Russian Federation, Department on material and medical support of the Ministry of Internal Affairs of the Russian Federation, Head department on ensuring protection of public order and coordination of interaction with executive bodies of subjects of the Russian Federation the Ministries of Internal Affairs of the Russian Federation, ""Special equipment and communication" scientific and production association of the Ministry of Internal Affairs of the Russian Federation to provide to federal state institution actions of organizational and technical nature for uninterrupted and effective operation of Service of ensuring protection of public order of the Single system of information and analytical ensuring activities of the Ministry of Internal Affairs of the Russian Federation <1>.

3. To chiefs of territorial authorities of the Ministry of Internal Affairs of Russia at the regional and district levels:

3.1. Provide observance of requirements of the Federal Law of November 30, 2011 to No. 342-FZ "About service in law-enforcement bodies of the Russian Federation and modification of separate legal acts of the Russian Federation" <2> in case of assignment on the district police officer (the senior district police officer) of police <3> temporary fulfillment of duties on other position, combination of obligations on position of the district police officer, and also execution of subsidiary duties in special conditions. At the same time assignment on the district police officer of the obligations which are not connected with servicing of the administrative site is allowed only based on the written order of the chief of territorial authority of the Ministry of Internal Affairs of Russia at the district level or person replacing it.

3.2. Exclude practice of the order by the district police officer of checks according to the registered statements and messages on crimes of economic orientation, heavy and especially serious crimes or the statements and messages which are not within the competence of police and also on crimes, administrative offenses and incidents made out of the territory of the administrative sites assigned to them.

3.3. Perform till January 1, 2020 organizational practical measures on production of the in-house documentation and the business cards provided by the Instruction and Manual within the budgetary appropriations allocated for the current maintenance of law-enforcement bodies.

4. Recognize invalid orders of the Ministry of Internal Affairs of Russia of December 31, 2012 as No. 1166 "Questions of the organization of activities of district police officers" <4>, of September 8, 2016 No. 526 "About introduction of amendments to the order of the Ministry of Internal Affairs of Russia of December 31, 2012 No. 1166 "Questions of the organization of activities of district police officers" <5>.

The instruction for execution by the district police officer of service duties on the serviced administrative site

I. General provisions

1. This Instruction determines procedure for execution of service duties (service) by the district police officer (the senior district police officer) of police <1>, the assistant to the district police officer on the serviced administrative site.

To the district police officer the order of the chief of territorial authority of the Ministry of Internal Affairs of Russia at the district level <3> the administrative site which sizes and borders are determined is assigned: in the cities - proceeding from the number of the living population and the citizens staying on the preventive registry, conditions of operational situation, features of administrative-territorial division of municipalities, in the rural zone - in borders of one or several rural settlements combined by the general territory, in the territory of the closed administrative-territorial education - in borders of the controlled area, according to the established standard rates of their number of staff.

4. Acceptance of the administrative site by again appointed district police officer is made with participation of the deputy chief constable (on protection of public order) territorial authority (the head of department (department, Item) polices as a part of territorial authority <1>) and his direct head (chief) <2> in the presence of the district police officer who is handing over the administrative site - in case of its availability.

Results of preventive bypass, reception of citizens and carrying out individual scheduled maintenance are placed in the Service of ensuring protection of public order based on the Single system of information and analytical ensuring activities of the Ministry of Internal Affairs of the Russian Federation intended for automation of activities of employees, federal government employees and employees of law-enforcement bodies of the Russian Federation of divisions of system of the Ministry of Internal Affairs of Russia>.

6. To each two positions of the district police officer the position of the senior district police officer is entered.

7. Taking into account operational situation, and also for the purpose of creation and training of reserve of district police officers in territorial authority the position of the assistant to the district police officer at the rate on one position of the senior district police officer - one position of the assistant to the district police officer, in rural settlements and the remote, hardly accessible area - to one position of the district police officer - one position of the assistant to the district police officer can be entered.

8. The assistant to the district police officer is assigned by the order of the chief of territorial authority to the specific district police officer and performs activities under its direct management to positions of the younger commanding structure.

9. The district police officer in case of service on the serviced administrative site solves the following problems:
