About measures for further enhancement of tariff policy on separate types of fuel and energy resources

For the purpose of mitigation of impact on consumers of the expected transition to market mechanisms of realization of the fuel and energy resources and their rational use, ensuring proportionality in price fixation on fuel and energy resources providing their acceptability and the balanced development of the companies of fuel and energy complex with achievement of profitability of their production, and also further enhancement of tariff policy in this sphere the Cabinet of Ministers decides:

1. Determine that:

since June 1, 2019 concerning the organizations which activities are not performed at the expense of means of the republican and local budgets which did not replace obsolete and uneconomical package boilers the raising coefficient to applicable fares on payment for the used natural gas decreases with 2,0 to 1,2, except the organizations rendering to the population services of heat supply and hot water supply;

the requirement for implementation of calculations for electrical energy for the differential tariffs does not extend to the water supplying organizations with the attached capacity of 750 kVA and above;

partnerships of private homeowners and the utility and operational organizations are calculated for the electrical energy used for all-house needs based on the agreement of electric utility service according to indications of the metering devices established in accounting point on limit of the Section of balance sheet accessory of power network on the rate established for residential customers;

the rate for electrical energy established for residential customers is applied to the departmental and municipal housing stock, hostels of legal entities and family companies using electrical energy for the purpose of electric utility service of the population, and also the local boiler rooms using electrical energy for needs of the population;

losses of electrical energy in power networks from limit of the Section of power networks of the electrosupplying company and intra house power networks to metering devices of the residential customers eating from these networks which are common property are considered in technology losses of the organizations of territorial power networks;

in case of implementation of advance payment for amounts of electrical energy (including active, reactive energy) and natural gas before entry into force of this resolution, consumers (except the population) are exempted from introduction of additional payments in case of change of rate for the term of no more next 2 months from the date of payment.

2. Cancel the increase in rates for natural gas and the prices of the liquefied gas, and also of electrical energy since June 1, 2019 provided by the resolution of the Cabinet of Ministers of November 1, 2018 No. 897 "About the step-by-step change in price and rates for fuel and energy resources".

To the Ministry of Finance together with the Department of Energy of the Republic of Uzbekistan to make reasonable offers on review of the applicable fares on energy resources providing profitability of JSC Uzbekneftegaz and the organizations of electric power industry in a month.

3. To Department of Energy together with the Ministry of housing-and-municipal servicing, the Ministry of Finance of the Republic of Uzbekistan, self-government institutions of citizens and the organizations rendering utilities to take measures for extended coverage, including in mass media and the Internet, the purposes and tasks of this resolution based on the approved schedules providing scope of all regions and areas (cities).

Recommend to the Agency of information and mass communications to provide coordination in case of the President of the Republic of Uzbekistan and render assistance in implementation of actions, provided by this Item.

4. Make changes and additions to some decisions of the Government of the Republic of Uzbekistan according to appendix.

5. To Department of Energy of the Republic of Uzbekistan together with the interested ministries and departments to bring the regulatory legal acts adopted by them into accord with this resolution in a month.

6. To impose control of execution of this resolution on the First Deputy Prime Minister - the Minister of Transport of the Republic of Uzbekistan A. Zh. Ramatov and on the Minister of Energy of the Republic of Uzbekistan A. S. Sultanov.

to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan of May 31, 2019 No. 452

Changes and additions made to some decisions of the Government of the Republic of Uzbekistan

1. In paragraph three of Item 2 of the resolution of the Cabinet of Ministers of November 5, 2005 "About measures for implementation of the comprehensive program of implementation of energy-saving technologies in municipal services" the words "since January 1, 2008 the raising 2,0 coefficient is applied" shall be replaced with words No. 241 "since June 1, 2019 the raising 1,2 coefficient is applied".

2. In the resolution of the Cabinet of Ministers of January 12, 2018 No. 22 "About additional measures for enhancement of procedure for use of electrical energy and natural gas" (the joint venture of the Republic of Uzbekistan, 2018, No. 1, the Art. 10):

a) in appendix No. 1:

in paragraph three of Item 83 of the word of "the next 2 months" shall be replaced with words "the next 1 month";

Items 84 and 150 after words of "state-financed organizations" to add with words of "the water supplying organizations";

in Item 88 of the word "on the established rate" shall be replaced with words "on the rate established for residential customers";

state Item 89 in following editions:

"89. Losses of electrical energy in power networks from limit of the Section of power networks of the electrosupplying company and intra house power networks to metering devices of the residential customers eating from these networks which are common property are considered in technology losses of the companies of territorial power networks";

add Item 153 with the paragraph of the following content:

"The rate for electrical energy established for residential customers is applied to the departmental and municipal housing stock, hostels of legal entities and family companies using electrical energy for the purpose of electric utility service of the population, and also the local boiler rooms using electrical energy for needs of the population";

b) in Item 122-1 of appendix No. 2 of the word of "the next 2 months" shall be replaced with words "the next 1 month".

3. In the resolution of the Cabinet of Ministers of November 1, 2018 No. 897 "About the step-by-step change in price and rates for fuel and energy resources" (SZ of the Republic of Uzbekistan, 2018, No. 44, the Art. 863):

a) in appendix No. 1:
