ORDER OF THE CHIEF STATE INSPECTOR OF VETERINARY MEDICINE OF UKRAINE

of September 1, 2000 No. 45

About approval of the Regulations on the state veterinary supervision and control of activities of subjects of housekeeping concerning face of animals, conversion, storage, transportation and sales of products of animal origin

In pursuance of Articles 12, 17, 33 Laws of Ukraine "About veterinary medicine", Articles 3, 5, 11, 18 Laws of Ukraine "About quality and safety of foodstuff and food staples", requirements of rather veterinary kleymleniye of meat of the member countries of the CIS, and in connection with requirement of implementation of the state veterinary sanitary inspection and constant control behind face of animals, conversion, storage, transportation and realization of raw materials, food staples, products, including food, animal origin on all sites of production and storage, and also for the purpose of ensuring conducting the state veterinary and sanitary examination of these products

I ORDER:

1. Approve Regulations on the state veterinary supervision and control of activities of subjects of housekeeping concerning face of animals, conversions, storages, transportation and sales of products of animal origin that is applied.

2. To the chief state inspectors of veterinary medicine of the Autonomous Republic of Crimea, areas, cities of Kiev and Sevastopol, areas to exercise supervision and control of the organization and conducting veterinary and sanitary examination in subjects of housekeeping concerning face of animals, conversions, storages, transportations and realization of raw materials, food staples, products, including food, animal origin according to the current legislation and this Provision.

3. Register this Provision in the Ministry of Justice of Ukraine.

4. Consider such which are not applied in the territory of Ukraine, the "Regulations on the state veterinary inspector on veterinary control on meat-processing plants of the Ministry of the meat and dairy industry" approved by the Chief state veterinary inspector of the USSR on October 23, 1979, the "Provision on department of production and veterinary control of the company (consolidation) of the meat industry" approved by the order of the Ministry of the meat and dairy industry of the USSR of August 27, 1980 No. 185 and approved with the Chief state veterinary inspector of the USSR on July 29, 1980 and "Regulations on the senior veterinarian (veterinarian) of the refrigerator (cold-storage facility, base) which is a part of the system of the Ministry of Trade of the USSR", the USSR approved by the Ministry of Trade on July 24, 1968 in coordination with Head department of veterinary science of the Ministry of Agriculture of the USSR.

5. To provide to management of ensuring antiepizootic work replication and rassylany Provisions in organizations of veterinary medicine.

6. I reserve control of execution of the order.

Regulations on the state veterinary sanitary inspection and control of activities of subjects of housekeeping concerning face of animals, conversions, storages, transportation and sales of products of animal origin

1. General provisions

1.1. The state veterinary sanitary inspection and control of activities of subjects of housekeeping concerning face of animals, conversions, storages, transportation and sales of products of animal origin (raw materials, food staples, products, including food) are performed according to the laws of Ukraine "About veterinary medicine", "About responsibility of the companies, organizations and organizations for violation of the law about veterinary medicine", "About quality and safety of foodstuff and food staples", "About retirement, conversion, utilization, destruction or further use of low-quality and dangerous products", rules, instructions, orders and orders of the Chief state inspector of veterinary and sanitary medicine of Ukraine, other regulatory legal acts.

1.2. According to the legislation of Ukraine the state veterinary sanitary inspection and control are exercised by state bodies, namely: State department of veterinary and sanitary medicine of the Ministry of agrarian policy of Ukraine (further - State Department of veterinary medicine) and its territorial authorities management of veterinary and sanitary medicine in the Autonomous Republic of Crimea, areas, the cities of Kiev and Sevastopol, the cities of regional value, areas and specially appointed doctors of veterinary and sanitary medicine having power of State Department of veterinary medicine (further - official doctors of veterinary and sanitary medicine).

Veterinary health control is exercised also by specialists of veterinary and sanitary medicine of the subject of housekeeping under direct management of official doctors of veterinary and sanitary medicine.

2. Organization of the state veterinary sanitary inspection and control

2.1. The organization of the state veterinary sanitary inspection and control is assigned to the chief state inspectors of veterinary and sanitary medicine, their deputies and the state inspectors of veterinary and sanitary medicine of the areas, the cities, the cities of Kiev and Sevastopol, areas, the Autonomous Republic of Crimea coordinating activities of the relevant services of veterinary and sanitary medicine of the companies, organizations and organizations irrespective of pattern of ownership and official doctors of veterinary and sanitary medicine, their deputies powers to which are conferred by the order of the Chief state inspector of veterinary and sanitary medicine of Ukraine.

2.2. The official doctor of veterinary and sanitary medicine depending on production volumes of the subject of housekeeping can have the deputy to whom the status of the official doctor is also provided.

The official doctor of veterinary and sanitary medicine shall have experience of practical occupational work at least 3 years or have the corresponding training and certification.
