1. Approve the enclosed Technique of carrying out monitoring of implementation of service support of conducting the operating business activity.

2. Declare invalid the order of the Minister of national economy of the Republic of Kazakhstan of August 13, 2015 No. 606 "About approval of the Technique of carrying out monitoring of implementation of service support of conducting the operating business activity" (it is registered in the Register of state registration of regulatory legal acts for No. 12086, it is published on October 1, 2015 in information system of law of Ad_let).

3. To provide to department of the state support of entrepreneurship in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry of national economy of the Republic of Kazakhstan;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of national economy of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of this Item.

4. To impose control of execution of this order on the supervising vice-minister of national economy of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.

Technique of carrying out monitoring of implementation of service support of conducting the operating business activity

Chapter 1. General provisions

1. This Technique of carrying out monitoring of implementation of service support of conducting the operating business activity (further - the Technique) is developed according to Item 201 of the State program of the support and business development "The road map of business of 2020" approved by the order of the Government of the Republic of Kazakhstan of August 25, 2018 No. 522 (further - the Program) and is intended for carrying out monitoring of provision of service support of conducting the operating business activity (further - service support).

2. In this Technique the following concepts and determinations are used:

service centers of entrepreneurs - the infrastructure complex for rendering measures of the state support to subjects of entrepreneurship and to the population with entrepreneurial initiative created under regional branches of the financial agency and/or created under chambers of entrepreneurs of areas, the cities of republican value, the capital, local executive bodies in the presence of means of the local budget;

the centers of support of entrepreneurship - infrastructure complex based on which are performed training, information support, rendering consulting and marketing services, conducting economic and technology examination of projects of subjects of small and medium entrepreneurship;

the mobile centers of support of entrepreneurship - specially equipped buses of the financial agency directed to provision to subjects of small and medium entrepreneurship and the population with entrepreneurial initiative of rural settlements of exit information and consulting services of instruments of the state support of business activity;

the client - the subject of small and medium entrepreneurship who received services within realization of service support;

the financial agency - joint-stock company "Fund of development of entrepreneurship "Lady", enabling the realization and monitoring of financial support within the Program;

the operator of non-financial support - the National chamber of entrepreneurs of the Republic of Kazakhstan of Atameken performing the state non-financial support to entrepreneurs within the fourth direction of the Program, except for the components "Joint Financing of Consulting Projects of the Advanced Companies by Involvement of External Consultants (the Program of the European Bank for Reconstruction and Development for Support of Small and Medium Entrepreneurship of the Republic of Kazakhstan)", "Training of Top Management of Small and Medium Entrepreneurship";

authorized body - authorized body on entrepreneurship.

Chapter 2. Carrying out monitoring of implementation of service support

3. The operator of non-financial support implements service support according to Items 196-202 and 279-285 of the Program.

4. The financial agency performs monitoring of realization of service support which source is information on the course of realization of service support on form according to appendix 1 to this Technique.

5. Monitoring of implementation of service support provides:

1) the analysis of statistics including check and processing of the following indicators:

the number of the clients who received services in regional section;

the number of the clients who received services by economy industries in regions;

the number of the companies of clients by form of business on regions;

the number of the clients who received services in gender section in regions (in case of the request of one client for receipt of services from several companies, gender accessory of this client is considered once);
