About measures for further enhancement of activities of the Uzbek parts of the intergovernmental commissions (committees, councils and working groups) on bilateral cooperation between the Republic of Uzbekistan and foreign countries

For the purpose of forming of effective system of interagency coordination and interaction of bodies of the public and economic board, public authorities on places in questions of realization of the external economic rate of the Republic of Uzbekistan, attraction of foreign investments and advanced technologies, growths in volumes of export of domestic goods and services, attraction of tourist flow from foreign countries, expansions of transport and transit capacity of the republic, and also increase in efficiency of activities of the Uzbek parts of the intergovernmental commissions (committees, councils and working groups) on bilateral cooperation between the Republic of Uzbekistan and foreign countries (further - the intergovernmental commissions):

1. Determine the main objectives and activities regarding cooperation with foreign countries:

a) intergovernmental commissions:

realization of package of measures for development of trade cooperation, to forming of favorable trade regimes in foreign countries for domestic exporters, including on removal of trade barriers and simplification of customs procedures;

expansion of bilateral interaction in trade and economic, investment, technological, financial and technical, scientific and technical, tourist and cultural and humanitarian spheres, and also in other priority directions;

promotion and support of the foreign trade and investment projects realized by domestic participants of foreign economic activity;

the solution of complex of questions and coordination of activities of the responsible ministries and departments, public authorities on places on implementation of the agreements reached during the visits at the highest and high levels;

solution of problematic issues of immigration, including labor migration;

the analysis of condition of bilateral interaction with foreign countries and ensuring accomplishment of bilateral agreements and agreements;

forming and enhancement of regulatory framework of effective adjustment and development of cooperation with foreign countries;

b) Cabinet of Ministers of the Republic of Uzbekistan:

coordination of activities of the Uzbek parts of the intergovernmental commissions;

introduction of offers on the level of the cochairman of the intergovernmental commissions from the Uzbek side;

introduction of suggestions for improvement of activities of the intergovernmental commissions;

generalization of information provided by the Ministry of investments and foreign trade, the Ministry of Foreign Affairs on the course of implementation of final protocols and accepted "road maps";

the analysis of effectiveness and efficiency of activities of the intergovernmental commissions, cochairmen and members of the Uzbek parts of the intergovernmental commissions, and also accomplishment of the approved work plan by them;

taking measures to material stimulation and authority punishment concerning cochairmen and members of the Uzbek parts of the intergovernmental commissions on the basis of results of assessment of their activities for the approved criteria of efficiency and effectiveness;

c) Ministries of Foreign Affairs of the Republic of Uzbekistan:

ensuring study and coordination with the foreign party of terms of holding actions, structure of foreign delegation, scenarios of action, drafts of the agenda, minutes and the bilateral documents planned to signing, and also the solution of all questions of organizational and legal nature;

forming of agendas, final protocols, structure and working schedules of the Uzbek parts of the intergovernmental commissions;

coordination of activities of the ministries and departments regarding political, scientific and technical, tourist and cultural and humanitarian cooperation with foreign countries, and also together with the Ministry of investments and foreign trade of advisers for trade and economic questions in foreign organizations of the Republic of Uzbekistan within the meetings of the intergovernmental commissions;

introduction to the cochairman of the Uzbek parts of the intergovernmental commissions of packet of the materials necessary for holding meetings (information references, drafts of theses to conversation and performances, etc.);

accomplishment of functions of the secretariat of the Uzbek parts of the intergovernmental commissions;

monitoring of the course of implementation of the annual work plans approved by the Prime Minister of the Republic of Uzbekistan on preparation and holding meetings of the intergovernmental commissions;

entering into the Cabinet of Ministers of the Republic of Uzbekistan of quarterly reports regarding political, scientific and technical and cultural and humanitarian cooperation on condition of execution of the agreements reached the intergovernmental commissions following the results of meetings together with offers on taking measures of encouragement or authority punishment concerning members of the Uzbek parts of the intergovernmental commissions;

d) Ministries of investments and foreign trade of the Republic of Uzbekistan:

coordination of activities of the ministries and departments of investment attraction, advanced technologies, and also to extension of the nomenclature and export volumes of domestic goods and services within the meetings of the intergovernmental commissions;

preparation of offers on the agenda of meetings and structures of the intergovernmental commissions regarding trade and economic, investment, bank-financial, transport and logistic, industrial and technological and technical cooperation;

entering into the Cabinet of Ministers of the Republic of Uzbekistan and the direction into the Ministry of Foreign Affairs for generalization of quarterly reports regarding trade and economic, investment, bank and financial, industrial and technological and technical cooperation on condition of execution of the agreements reached the intergovernmental commissions following the results of meetings together with offers on taking measures of encouragement or authority punishment concerning members of the Uzbek parts of the intergovernmental commissions;

study of question on obligatory holding bilateral business forums with the foreign partner countries within the meetings of the intergovernmental commissions;

providing together with the interested ministries and departments of development of the list of firm trade and investment agreements and contracts for the conclusion during the meetings of the intergovernmental commissions;

entering into the Cabinet of Ministers of the Republic of Uzbekistan together with the Ministry of Foreign Affairs of the conclusion and reasons about feasibility of holding meetings of the intergovernmental commissions with the foreign partner countries (on the basis of developed together with the involved ministries and departments contracts and agreements) for the purpose of increase in efficiency and ensuring effectiveness of meetings of the Commissions;

development of specific proposals for inclusion in the final protocols of the intergovernmental commissions directed to promotion of economic interests and priorities of the Republic of Uzbekistan;

coordination of study and preparation for signing within the meetings of the intergovernmental commissions of agreements and arrangements on implementation of specific investment projects and trade contracts;

e) foreign organizations of the Republic of Uzbekistan:

rendering comprehensive assistance to the Uzbek parts of the intergovernmental commissions in holding meetings in adoptive state of foreign organization, achievement following the results specific arrangements, and also ensuring their monitoring and timely accomplishment;

development of specific proposals for inclusion in drafts of the agenda and the final protocol of the intergovernmental commissions, and also study of packet of the agreements and trade and investment contracts directed to promotion of economic interests and priorities of the Republic of Uzbekistan;

preparation of quarterly status reports of implementation of the reached agreements on the basis of the work which is carried out by foreign institution and information analysis arrived from foreign partners;

practical interaction with bodies of the public and economic board, public authorities on places of the Republic of Uzbekistan and adoptive state in implementation of specific projects, programs and arrangements;

development of offers on promotion of export, investment attraction and tourism development by the analysis of economic environment and dynamics of market development of adoptive state;

strengthening of effective interstate interaction for the solution of the external economic tasks, including by establishment of close ties with business community of adoptive state and expansion of contact base of potential partners;

distribution of information on the export, investment and tourist potential of the republic, and also taking measures to strengthening of positive image of the country and its line item in the international ratings;

e) Audit Chamber of the Republic of Uzbekistan - the organization and control of complete and timely execution of the actions specified in the protocols and "road maps" approved following the results of meetings of the intergovernmental commissions.

2. Enter additional 3 established posts into Department of international cooperation of the Cabinet of Ministers of the Republic of Uzbekistan.

3. Approve:

The list of chairmen and deputy chairmen of the Uzbek parts of the intergovernmental commissions (committees, councils and working groups) on bilateral cooperation between the Republic of Uzbekistan and foreign countries according to appendix No. 1;

Regulations on the Uzbek parts of the intergovernmental commissions (committees, councils and working groups) on bilateral cooperation between the Republic of Uzbekistan and foreign countries according to appendix No. 2;

Regulations on interagency coordination and interaction concerning trade and economic, investment and tourist cooperation with foreign countries and the international organizations according to appendix No. 3.

4. Determine that:

structures of the Uzbek parts of the intergovernmental commissions affirm the Prime Minister of the Republic of Uzbekistan;

structures of the Uzbek parts of the intergovernmental commissions without fail join representatives of the Ministry of Foreign Affairs, Ministry of investments and foreign trade and ranking officers of the Cabinet of Ministers of the Republic of Uzbekistan;

since July 1, 2019 the procedure for material stimulation and authority punishment at the rate to 50 percent from official pay rate concerning cochairmen and members of the Uzbek parts of the intergovernmental commissions proceeding from results of efficiency evaluation and effectiveness of their activities takes root.

5. Determine the main criteria for evaluation of efficiency and effectiveness of activities of the Uzbek parts of the intergovernmental commissions:

the number of the arrangements with the foreign governments aimed at the solution of the existing questions;
