Based on paragraphs of the thirteenth, sixteenth, nineteenth and twenty third article 8 of the Law of the Republic of Belarus of July 2, 2010 "About veterinary activities" the Council of Ministers of the Republic of Belarus DECIDES: No. 161-Z

1. Approve:

The regulations on procedure for the state registration of veterinary medicines, maintaining the State register of veterinary medicines, procedure and conditions of issue of the registration certificate of veterinary medicine (are applied);

The regulations on procedure for the state registration of feed additives, maintaining the State register of feed additives, procedure and conditions of issue of the registration certificate of feed additive (are applied);

The regulations on procedure for carrying out certification of pharmaceutical inspectors on the right of conducting pharmaceutical inspections (are applied);

The regulations on procedure and conditions of issue of the document confirming compliance of industrial production of veterinary medicines to the requirements established by the international treaties of the Republic of Belarus, other international legal acts constituting the right of the Eurasian Economic Union in the field of veterinary science (are applied).

1-1. Import to the territory of the Republic of Belarus, production (production), movement, application (use), realization and leave of diagnostic, disinsection and disacariasis means of veterinary assignment are performed without their state registration in one of state members of the Eurasian Economic Union before entry into force of the international legal acts constituting the right of the Eurasian Economic Union, providing such registration.

During the period before entry into force of the international legal acts constituting the right of the Eurasian Economic Union, specified in part one of this Item, registration of diagnostic, disinsection and disacariasis means of veterinary assignment is voluntary and is performed according to the procedure, similar established for the state registration of veterinary medicine.

2. Make changes to the following resolutions of Council of Ministers of the Republic of Belarus:

2.1. No. 175 is excluded according to the Resolution of Council of Ministers of the Republic of Belarus of 25.03.2022

2.2. in the resolution of Council of Ministers of the Republic of Belarus of June 7, 2012 No. 529 "About approval of the Regulations on procedure and conditions of assignment of assortment numbers on meat and myasosoderzhashchy (including meat and cereal and vegetable and meat) canned food for marking of consumer pack and Regulations on procedure for the state registration of feed additives and introduction of amendments and changes in some resolutions of Council of Ministers of the Republic of Belarus" (The national register of legal acts of the Republic of Belarus, 2012, No. 68, 5/35820):

2.2.1. to exclude from the name of the word "and Regulations on procedure for the state registration of feed additives";

2.2.2. state Item 1 in the following edition:

"1. Approve the enclosed Regulations on procedure and conditions of assignment of assortment numbers on meat and myasosoderzhashchy (including meat and cereal and vegetable and meat) canned food for marking of consumer pack.";

2.2.3. To declare the regulations on procedure for the state registration of feed additives approved by this resolution invalid.

3. Declare invalid the paragraph third subitem 1.51 of Item 1 of the resolution of Council of Ministers of the Republic of Belarus of October 12, 2012 No. 926 "About modification and amendments in some resolutions of Council of Ministers of the Republic of Belarus" (The national legal Internet portal of the Republic of Belarus, 19.10. 2012, 5/36352).

4. This resolution becomes effective since May 2, 2017.

Regulations on procedure for the state registration of veterinary medicines, maintaining the State register of veterinary medicines, procedure and conditions of issue of the registration certificate of veterinary medicine

1. This Provision determines procedure and conditions of the state registration of veterinary medicines, including confirmations of their state registration, modification of the registration file of veterinary medicine (further if other is not determined, – the state registration of veterinary medicines), maintaining the State register of veterinary medicines, procedure and conditions of issue of the registration certificate of veterinary medicine.

2. In this Provision terms and their determinations in the values established By the law the Republic of Belarus "About veterinary activities", the international legal acts constituting the right of the Eurasian Economic Union in the field of veterinary science and also the following terms and their determinations are used:

the registration file of veterinary medicine – the set of documents represented for the state registration of veterinary medicine;

the expert opinion – the document containing results of examination of safety, quality, efficiency of veterinary medicine and the attitude of the expected advantage towards possible risk of use of veterinary medicine with the conclusion about opportunity or impossibility of the state registration of veterinary medicine.

3. The state registration of veterinary medicine and maintaining the State register of veterinary medicines are performed by Department of veterinary and food supervision of the Ministry of Agriculture and Food (further – Department).
