About automatic licensing (observation) of import of separate types of pipes steel
According to article 46 of the Agreement on the Eurasian Economic Union of May 29, 2014 and items 4 and 31 Protocol on measures of non-tariff regulation concerning the third countries (appendix No. 7 to the Agreement on the Eurasian Economic Union of May 29, 2014) the Board of the Eurasian economic commission solved:
1. Enter automatic licensing (observation) of import of separate types of pipes steel according to the list according to appendix No. 1 (further - pipes steel), having established the term of its action till December 31, 2020 inclusive.
2. Include pipes steel in the single inventory to which measures of non-tariff regulation in trade with the third countries, stipulated in Item 4 Protocols on measures of non-tariff regulation are applied to the third countries (appendix No. 7 to the Agreement on the Eurasian Economic Union of May 29, 2014) and published on the official site of the Eurasian Economic Union, on effective period of automatic licensing (observation) of import.
3. Determine that:
the room of pipes steel under customs procedure of release for internal consumption is performed in case of representation of state member of the Eurasian Economic Union of the import permit of pipes to customs authority steel, the Instruction about execution of the import permit and (or) import of separate types of goods approved by the Decision of Board of the Eurasian economic commission of the November 6, 2014 No. 199; which is drawn up according to
in column 16 of the import permit of pipes steel data on pipes steel, including specification symbol of goods according to the qualifier of specification symbols of separate types of pipes steel to which automatic licensing (observation) of import, according to appendix No. 2 is applied are specified.
4. To provide to the state bodies of state members of the Eurasian Economic Union authorized in the field of customs affairs, quarterly (no later than the 30th following reporting quarter, and for the IV quarter - no later than January 31 of the next year) in the Eurasian economic commission information on form according to appendix No. 3.
5. To department of customs and tariff and non-tariff regulation of the Eurasian economic commission to perform monitoring of dynamics of import of pipes steel and to send information on its results to the public authorities of state members of the Eurasian Economic Union authorized on interaction with the Eurasian economic commission.
6. This Decision becomes effective after 60 calendar days from the date of its official publication, but not earlier than January 1, 2020.
