About approval of the Regulations on the Public social service of Ukraine

Cabinet of Ministers of Ukraine decides:

1. Approve Regulations on the Public social service of Ukraine which are applied.

2. Make changes which are applied to resolutions of the Cabinet of Ministers of Ukraine.

3. This resolution becomes effective from the date of its publication, except Item 2 of the resolution which becomes effective since January 1, 2020.

Regulations on the Public social service of Ukraine

1. The public social service of Ukraine (State social service) is the central executive body which activities go and coordinated by the Cabinet of Ministers of Ukraine through the Minister of social policy who realizes state policy in the sphere of social protection of the population; families; protection of the rights of children; homeless persons; persons who served sentence in the form of restriction of freedom or imprisonment for certain term and also are exempted from further serving of the specified punishment types; counteractions to human trafficking; carrying out social work and provision of social services; prevention and counteractions to domestic violence; protection of the rights of persons deported on national sign which returned to Ukraine; internally displaced persons; social protection of persons with disability, persons which were injured owing to the Chernobyl catastrophic crash, veterans of work, veterans of military service, the victims of Nazi prosecutions, children of war and the victims of political repressions; social and professional adaptation of the military personnel, the dismissed persons discharged from military service; volunteer activities, and also realizes state policy in the sphere of the state control of observance of requirements of the legislation by provision of social support.

2. The state social service in the activities is guided by the Constitution and the laws of Ukraine, resolutions of the Verkhovna Rada of Ukraine accepted according to the Constitution and the laws of Ukraine, acts of the President of Ukraine, the Cabinet of Ministers of Ukraine, other acts of the legislation.

3. The main objectives of State social service are:

1) realization of state policy in the sphere of social protection of the population; families; protection of the rights of children; homeless persons; persons who served sentence in the form of restriction of freedom or imprisonment for certain term and also are exempted from further serving of the specified punishment types; carrying out social work and provision of social services; in the sphere of prevention and counteraction to domestic violence; establishments of the status of person which suffered from human trafficking; protection of the rights of persons deported on national sign which returned to Ukraine; internally displaced persons; social protection of persons with disability, persons which were injured owing to the Chernobyl catastrophic crash, veterans of work, veterans of military service, the victims of Nazi prosecutions, children of war and the victims of political repressions; social and professional adaptation of the military personnel, the dismissed persons discharged from military service; volunteer activities; concerning active and healthy longevity, overcoming negative consequences of aging;

2) realization of state policy in the sphere:

implementation of the state control of observance of requirements of the legislation by provision of social support (the public welfare payments, privileges, housing subsidies and other payments performed at the expense of means of the government budget, social services);

implementation of the state control of use of the budgetary funds allocated for rendering social support;

identifications of the violations leading to recalculation of the size of the social support paid or provided with violation of the law;

control of activities of services for children;

3) methodical providing and within the powers determined by the law, coordination of implementation of powers by local government bodies by creation according to requirement of system of social services and social work.

4. State social service for accomplishment of the tasks assigned to it:

1) develops offers concerning enhancement of legal acts, acts of the President of Ukraine, the Cabinet of Ministers of Ukraine, regulatory legal acts of the ministries taking into account practice of application of the legislation of the questions which are within its competence and in accordance with the established procedure gives them to the Minister of social policy;
