About approval of the Regulations on scientific lyceum

According to the paragraph to the sixth "About education" the Cabinet of Ministers of Ukraine decides parts five of article 21 of the Law of Ukraine:

1. Approve Regulations on scientific lyceum and scientific lyceum nursing home which are applied.

2. Bring in the Procedure for appointment and payment of grants approved by the resolution of the Cabinet of Ministers of Ukraine of July 12, 2004 No. 882 "Questions of scholarship providing" (The Official Bulletin of Ukraine, 2004, No. 28, Art. 1871; 2017, No. 4, Art. 151; 2019, No. 16, the Art. 549), changes which are applied.

Regulations on scientific lyceum

General part

1. This Provision determines the basic principles of activities of scientific lyceums and lyceums nursing homes irrespective of pattern of ownership and subordination.

2. In this Provision terms are used in such value:

the paragraph two is excluded according to the Resolution of the Cabinet of Ministers of Ukraine of 30.06.2021 No. 664

the methodical commission - professional association of pedagogical employees of scientific lyceum and scientific lyceum nursing home with involvement of scientific and pedagogical (scientific) employees of institutions of higher education and scientific institutions which determines will organize and coordinates involvement of pupils to scientific, scientific and technical, educational and research, experienced and experimental, design, inventive and research activities and/or profound studying of separate objects;

project team of pupils - group of three and more pupils which works on the project with the purpose of participation in the problem resolution of technological, engineering, economic, social or humanitarian character.

Other terms are used in the value given in the Laws of Ukraine "About education", "About complete general secondary education", "About the higher education", "About scientific and scientific and technical activities", "About out-of-school education".

3. Scientific lyceum perform the educational activities directed to attraction and training of the studying youth to scientific and scientific and technical activities.

The scientific lyceum is legal entity and acts on the basis of the own constituent documents which are developed and affirm the founder according to the legislation and this Provision.

The scientific lyceum can be formed by institution of higher education according to the Law of Ukraine "About the higher education".

4. The scientific lyceum as organization of general secondary education along with formation of the scientific direction provides basic secondary education or complete general secondary education.

Scientific lyceum in the activities are guided by the Constitution of Ukraine, the Budget code of Ukraine, the Laws of Ukraine "About education", "About complete general secondary education", "About scientific and scientific and technical activities", others legislative and bylaws, decisions (orders) of the founder or the body (official) authorized by it, this Provision and own constituent documents.

Scientific lyceum have the rights and fulfill duties of organization of general secondary education of the corresponding step, and also acquire the additional rights and obligations, stipulated by the legislation.

Participants of educational process of scientific lyceum and scientific lyceum nursing home have the rights and fulfill duties of participants of educational process of organization of general secondary education corresponding degrees which are determined by the Laws of Ukraine "About education", "About complete general secondary education", this Provision, and also acquire the additional rights and obligations according to the legislation.

5. Scientific lyceum shall:

1) to have the agreement (the agreement, the memorandum) on cooperation signed for three years at least (cooperation, joint activities with educational and research, experienced and experimental, scientific, design, inventive and research activities) in the field of science with institution of the higher education or scientific institution and/or to be the based institution of the higher education;

2) to incorporate the methodical commissions according to profiles/profiles of training and/or in activity of scientific lyceum and scientific lyceum nursing home;

3) to provide attraction to management of participation of pupils in scientific, educational and research, experienced and experimental, design, inventive, search activities at least two pedagogical workers and/or scientific or scientific and pedagogical workers (for which scientific lyceum are not principle place of employment) having experience of preparation for participation of pupils in the IV stage of the All-Ukrainian student's Olympic Games in educational objects, III stage of All-Ukrainian tender protection of research works of pupils - members of Small academy of Sciences, the international Olympic Games;

4) to provide implementation of educational process in amount not smaller, than 5 percent of academic load of pupils persons who have academic degree, academic statuses or honorary titles "national", "deserved";

5) to have own and/or leased material and technical resources for implementation of scientific, educational and research, experienced and experimental, design, inventive, search activities according to the agreement on use of resources of laboratories, funds, the museums, archives according to profiles/profiles of training and/or in activity of scientific lyceum and scientific lyceum nursing home;

6) to provide high effectiveness of participation of pupils (or pupils together with pedagogical employees of this scientific lyceum and scientific lyceum nursing home) in one or several types of activity: educational and research, experienced and experimental, scientific, design, inventive, search, for the last five years;

7) to have the development strategy of organization of education for five years at least.

Requirements of subitems 5 and 6 of this Item do not extend to the organizations of education created on the under control Ukrainian power of the territory of the Donetsk and Luhansk regions.
