About approval of Rules of rewarding of workers of rail transport with sign of professional difference

1. Approve the enclosed Rules of rewarding of workers of rail transport by sign of professional difference.
2. To provide to committee of transport of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) within ten calendar days from the date of state registration of this order the direction in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;
3) placement of this order on Internet resource of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan.
3. To impose control of execution of this order on the supervising vice-minister of the industry and infrastructure development of the Republic of Kazakhstan.
4. This order becomes effective after ten calendar days after day of its official publication.

1. These rules of rewarding of workers of rail transport with sign of professional difference (further - Rules) are developed according to the subitem 12) of Item 2 of article 14 of the Law of the Republic of Kazakhstan of December 8, 2001 "About rail transport" and determine procedure for rewarding of workers of rail transport with sign of professional difference.
2. In these rules the following concepts are used:
1) accredited industry associations (unions) - the associations of subjects of entrepreneurship created by subjects of entrepreneurship for the purpose of coordination of their business activity, and also representation and protection of common interests of subjects of entrepreneurship in the field of rail transport;
2) sign of professional difference - the breastplate "Honourable railroader";
3) authorized body - the central actuator performing management in the field of rail transport and also in limits, stipulated by the legislation the Republic of Kazakhstan, - cross-industry coordination;
4) workers of rail transport are employees of the organizations of participants of transportation process and auxiliary services on rail transport.
3. The sign of professional difference awards workers of rail transport for achievement of the highest results in work, development and deployment of scientific and technical solutions, the progressive technology which is important contribution to development and enhancement of activities of rail transport for the dedicated actions connected with safety control of train movements, life of passengers, safety of loads, baggage and entrusted property and also the workers who worked perfectly and continuously in the field of rail transport at least 20 years.
The description of sign professional difference is given in appendix 1 to these rules.
4. Rewarding with sign of professional difference is made by the order of the head of the authorized body or person replacing it on representations of heads of the organization of rail transport and accredited industry associations.
5. Representation to rewarding with sign of professional difference is initiated by management of the organization of rail transport and accredited industry associations.
6. Representations to rewarding with sign of professional difference of the workers working in the organizations of rail transport go management of accredited industry associations (unions) which are not part of national railway company, authorized body.
Representations to rewarding with sign of professional difference of workers, the organizations, working in affiliated with national railway company, go to national railway company management of the railway organization then lists of the selected awarded persons go national railway company to authorized body.
Representations to rewarding with sign of professional difference working in national railway company, is considered by its management then lists of the selected candidacies go to authorized body.
7. Representations to rewarding with sign of professional difference and lists of the awarded persons are considered by the commission on consideration of provision to rewarding with sign of professional difference (further - the Commission) created by the order the head of authorized body.
The commission consists of the chairman, the vice-chairman, representatives of authorized body, national railway company, labor unions and accredited industry associations (unions). The total quantity of members of the commission, including the chairman, shall constitute odd number and to be at least seven people. The secretary of the Commission is not member of the commission and is not given voting power in case of adoption of the decision by the Commission.
Representation to rewarding with sign of professional difference go with appendix of prize leaf in form according to appendix 2 to these rules.
8. In ideas of rewarding with sign of professional difference the data characterizing the identity of awarded are stated, general working life in railway industry and in this labor collective, data for achievements of the highest results in work, development and deployment of scientific and technical solutions are specified, to the progressive technology which is important contribution to development and enhancement of activities of rail transport and also for the dedicated actions connected with safety control of train movements, life of passengers, safety of loads, baggage and entrusted property, data on efficiency and quality of professional activity, on achievements and about the available awards and honorary titles.
9. The Commission accepts the decision on provision or non-presentation of signs of professional difference by a majority vote, open voting.
In case of equality of votes, the voice of the commission chairman is decisive.
10. Delivery of sign of professional difference is made in a festive atmosphere in authorized body or in collective where the awarded person works.
11. At the same time with sign of professional difference the certificate of the honourable railroader is issued to the winner.
