About approval of Strategy for preserving biological diversity in the Republic of Uzbekistan for 2019-2028

In pursuance of the Presidential decree of the Republic of Uzbekistan of January 17, 2019 No. UP-5635 "About the State Program on Strategy Implementation of Actions in Five Priority Directions of Development of the Republic of Uzbekistan in 2017 - 2021 in " Year of Active Investments and Social Development "" and resolutions of Oliy Majlis of the Republic of Uzbekistan of May 6, 1995 No. 82-I "About accession of the Republic of Uzbekistan to the Convention on biological diversity signed in Rio de Janeiro in 1992" and also for the purpose of ensuring preserving and steady use of biological diversity, development and expansion of the protected natural territories, implementation of package of measures for decrease in rates of degradation of natural ecological systems, recovery of rare and endangered species of animals and plants, development of the international relations in the field of preserving biodiversity the Cabinet of Ministers decides:

1. Approve:

a) Strategy for preserving biological diversity in the Republic of Uzbekistan for 2019 - 2028 (further - Strategy) according to appendix No. 1, the providing realization of the following priority tasks:

expansion of the area of the protected natural territories to 12 percent from the territory of the country;

afforestation of the drained bottom of the Aral Sea with bringing the area of the woods to 1,2 of one million hectares;

cultivation of Middle Asian gazelles in the Bukhara specialized nursery "Middle Asian gazelle" with bringing their quantity to 1 000 individuals;

creation of single system of monitoring of components of biodiversity with the central link - reference ecosystems of national parks;

creation of the single information database of the state monitoring and the state inventory of biodiversity on the basis of modern geoinformation technologies (GIS-technology);

carrying out annual geobotanical inspection of vegetation of natural pastures and haymakings of 2 million hectares;

integration of questions of preserving biodiversity to all sectors of economy;

b) The action plan on strategy implementation on preserving biological diversity for 2019 - 2028 (further - the Action plan) according to appendix No. 2.

2. Assign to the State committee of the Republic of Uzbekistan on ecology and environmental protection coordination and control of implementation approved Strategy and the Action plan on its realization.

3. To the ministries and departments, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and city of Tashkent:

together with the Ministry of investments and foreign trade of the Republic of Uzbekistan in case of development of strategies of development for industries to provide agreement of the actions provided by this resolution with the projects offered for the subsequent inclusion in the Investing program of the Republic of Uzbekistan for the corresponding year;

annually following the results of year to introduce information on the course of accomplishment of the actions provided by the Action plan approved by this resolution in the State committee of the Republic of Uzbekistan on ecology and environmental protection.

4. Recognize invalid some decisions of the Government of the Republic of Uzbekistan according to appendix No. 3.

5. To impose control of execution of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan - the Minister of Transport A. Zh Ramatov. and chairman of the State committee of the Republic of Uzbekistan on ecology and environmental protection B. T. Kuchkarov.

Chapter 1. General provisions

1. Recovery and preserving biological diversity in Uzbekistan - reliable way for providing ecological safety and sustainable development of the country, and also adaptation to the happening climate change processes.

The Republic of Uzbekistan is the Party of the Convention of the United Nations (further - the UN) about biological diversity since 1995 and assumed liabilities:

develop national strategies, plans and programs of preserving and steady use of biological diversity or to adapt the existing plans and programs;

determine the components of biological diversity which are important for its preserving and steady use;

expand existing and create the new protected natural territories for the purpose of ensuring reliable preserving biological diversity;

take measures for recovery of the degraded ecosystems and recovery of the rare and being under the threat of disappearance types.

The first National strategy and the Action plan for preserving biological diversity were approved by the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of April 1, 1998 No. 139.

Thanks to it many projects in the field of preserving biodiversity got the international support from the Global Environment Facility (further - GEF), the World Bank, the Development program of the United Nations (further - PROON), the World fund of protection of the wild nature and other international organizations.

Within this strategy in a row of national and local programs and plans for environmental protection questions of preserving biodiversity were included and about forty international projects in the field of preserving biological diversity are realized. This Strategy for preserving biological diversity for 2019 - 2028 (further - Strategy) is directed to determination of the priority directions, purposes and tasks, planning, methods of their effective achievement, and also stages of realization of state policy in the field of forming and development for long-term outlook of steady system in the field of protection and use of biodiversity.
