This Law determines legal, organizational and economic basis of protection of plants against wreckers, diseases and weeds, quarantine of plants, addresses with remedies of plants and is directed to prevention of losses of vegetable products.

Chapter 1. General provisions

Article 1. The main terms used in this Law and their determinations

For the purposes of this Law the following main terms and their determinations are used:

diseases of plants - the pathological processes in cages, bodies, the whole plant happening under the influence of causative agents of diseases (viruses, bacteria, mycoplasmas, mushrooms and others) or adverse conditions of the circle of growth;

wreckers of plants and (or) vegetable products - the rodents, insects, ticks, mollusks, worms and other animals and organisms making harmful effects on plants and (or) vegetable products;

harmful organisms - wreckers of plants and (or) vegetable products, causative agents of diseases of plants and weeds;

the state phytosanitary quarantine control (supervision) - the activities of authorized state bodies and other state organizations directed to identification of quarantine objects, determination of quarantine phytosanitary safety of quarantine products, the prevention and suppression of violations of requirements of the legislation in the field of quarantine and protection of plants, accomplishment of the international obligations of the Republic of Belarus;

protection of plants - the legal regime providing system of measures for fight against especially dangerous harmful organisms and procedure for the address with remedies of plants;

quarantine of plants - the legal regime providing system of measures for protection of plants and vegetable products from quarantine objects;

quarantine phytosanitary safety - providing condition of security of the territory of the Republic of Belarus from the risks arising in case of penetration and (or) distribution of quarantine objects;

quarantine phytosanitary zone - the territory in which quarantine objects are revealed the quarantine mode is set and quarantine phytosanitary actions are implemented;

quarantine objects - the harmful organisms which are absent or restrictedly the Republic of Belarus extended to the territories;

quarantine phytosanitary actions - system of actions for identification of quarantine objects, localizations and liquidations of their centers, and also on non-admission of distribution of quarantine objects in the territory of the Republic of Belarus;

the quarantine mode - the restrictions established for certain period by the decision of local executive and administrative organ in borders of quarantine phytosanitary zone and prohibitions on use and (or) export out of its limits of quarantine products and other quarantinable objects, other restrictions and prohibitions on implementation of economic and other activity;

quality of remedies of plants - compliance of remedies of plants on structure, chemical and physical properties and preparative form to the criteria established by technical regulatory legal acts, obligatory for observance;

actions for protection of plants - complex of methods and methods on decrease in number of especially dangerous harmful organisms, including in case of achievement of economic threshold of injuriousness, on reduction of their impact by plants and (or) vegetable products;

neutralization of remedies of plants - processing, burial, decrease in dangerous properties of remedies of plants, destruction on special objects and (or) in special installations without their use, leading to reduction or prevention of their harmful effects on life and health of the person, the environment;

the address with quarantinable objects - the activities connected with import to the Republic of Belarus and (or) export from the Republic of Belarus including movement by transit, and also with use, disinfecting, cleaning, return, destruction of quarantinable objects;

the address with remedies of plants - the activities connected with development, production, import to the Republic of Belarus and (or) export from the Republic of Belarus including movement by transit, and also with transportation, realization, storage, application, neutralization of remedies of plants;
