About the Technical regulation "Safety of the Natural Combustible Gas Prepared for Transportation and Use"

1. Approve the Technical regulation "Safety of the Natural Combustible Gas Prepared for Transportation and Use" it (is applied).

2. To standardization agency, metrology, certification and trade inspection under the Government of the Republic of Tajikistan together with the relevant ministries and departments to take necessary measures for implementation of this Technical regulation.

3. Enact this resolution after six months after its acceptance.

Technical regulation "Safety of the Natural Combustible Gas Prepared for Transportation and Use"

1. General provisions

1. The technical regulation "Safety of the Natural Combustible Gas Prepared to Transportation and Use" (further - the Technical regulation) is developed based on the Law of the Republic of Tajikistan "About technical regulation" and the Law of the Republic of Tajikistan "About oil and gas" for the purpose of establishment of mandatory requirements to the natural combustible gas prepared for the transportation and use released in the territory of the Republic of Tajikistan.

This Technical regulation extends on released and being in circulation in the territory of the Republic of Tajikistan the natural combustible gas prepared for transportation on trunk gas pipelines, natural combustible gas of industrial and household function, natural combustible gas the compressed and natural combustible gas liquefied.

This Technical regulation establishes requirements to products for the purpose of protection of life and health of the person, property, the environment, life and health of animals and plants, preventions of the actions misleading consumers (users), and also ensuring energy efficiency and resource-saving.

4. For the purposes of this Technical regulation the following terms and their determinations are applied:

- production in the address - delivery or import of products (including delivery from gas storages) with sales objective or uses in the territory of the Republic of Tajikistan during business activity on non-paid or paid basis;

- the natural combustible gas prepared for transportation on trunk gas pipelines - the natural combustible gas which underwent technology transactions for ensuring its safe transportation on trunk gas pipelines;

- the product circulation in the market - stages of movement of products from the manufacturer to the consumer which products since release take place it in the address;

- batch - the product quantity of one purpose and brand (in the presence) accompanied with one quality certificate (products);

7. Are not allowed to issue in the territory of the Republic of Tajikistan products which are not marked by single market circulation mark.

In case of production, storage, transportation and use of natural gas it is necessary to observe the safety requirements provided by rules of technical operation of trunk gas pipelines, safety rules for gas farms and rules of technical operation and safe equipment maintenance of automobile gas-filling compressor station (CNG filling station).

9. The equipment of automobile gas-filling compressor station (CNG filling station) it shall be equipped with the modern oborudovaniye ensuring technical operability and fire safety at all stages of productive activity.
