Federal aviation rules of preparation for flights of air vehicles of experimental aircraft and their crews, control of their readiness and accomplishment of flights

I. General provisions

1. Federal aviation rules of preparation for flights of air vehicles of experimental aircraft and their crews, control of their readiness and accomplishment of flights (further - Rules) establish procedure for flight training of the experimental air vehicle and its crew, procedure of control of their readiness and procedure for accomplishment of flights in the organizations of experimental aircraft.

2. These rules extend to all subjects of legal relationship in the field of experimental aircraft and use of airspace of the Russian Federation, including to the legal entities (the organization of experimental aircraft) performing development, production and testing of aviation engineering, the organization of flight-test work, accomplishment of flights, flight management and their providing.

Types of flights

3. Types of flights of air vehicles are determined by Federal aviation rules of flights in airspace of the Russian Federation <1> and subdivided into the following:

3.1. by rules of accomplishment:

VFR flights;

IFR flights;

3.2. on use of elements of structure of airspace:

airway flights - on VT or MVL (the list of the abbreviated names and designations used in Rules is given in appendix No. 1 to these rules).

route flights - along routes out of VT and MVL;

route airway flights - on VT or MVL and out of them;

local flights - in the terminal area or in in addition allocated airspace under control of body of Department of Internal Affairs of airfield;

district flights - within airspace of one region of the EU of air traffic management;

zone flights - within airspace of one zone air traffic management of the EU;

3.3. on meteorological conditions of accomplishment:

in visual meteorological conditions;

in instrument meteorological conditions (including in clouds, between cloud covers, behind clouds in case of overcast of 6 and more octants, over surface of the water out of visual visibility of coastal line, under clouds in case of the lower bound of clouds or flight visibility, in the conditions specified in appendices No. 5 and No. 6 to these rules over the unmarked area excluding possibility of determination of the attitude of the air vehicle visually in stratosphere);

3.4. by the number of air vehicles:

solo flights;

formation flyings;

3.5. on time of day:

day - during the period between rising and sunset;

night - during the period between calling and sunrise;

mixed - in case of accomplishment of which during the period from take-off before landing there is transition from day flight to night or on the contrary;

3.6. on physiographic conditions, the place and methods of accomplishment:

over plain and hilly terrain;

over the mountain area;

over unmarked area and the desert;

over surface of the water;

in polar areas;

3.7. on accomplishment height:

at extremely small heights - to 200 m inclusive over land relief or surface of the water;

at small heights - over 200 m to 1 000 m inclusive over land relief or surface of the water;

at average heights - over 1 000 m to 4 000 m inclusive;

at high altitudes - over 4 000 m to 12 000 m inclusive;

in stratosphere - over 12 000 m.

4. According to the destination flights of experimental air vehicles are subdivided on test (research), auxiliary, demonstration, flights into special tasks, check and training flights, flights.

Test (research) flight is carried out for determination of characteristics of the air vehicle, power units, the aeronautical and special equipment, arms, ship aviation complexes, paraborne and other aviation engineering, researches in the field of aerodynamics and durability of air vehicles, and also their systems.

Demonstration, auxiliary flights, flights of aviation engineering and flights on the flight checks of communicating device and radio lighting flight servicing of airfield which are carried out on the appropriate adopted agendas and also instructor flights for training of listeners of AUTs EA and the instructor flights of flight personnel of flight-test divisions of the organizations of experimental aircraft, flights for flight of air vehicles which are carried out by flight personnel of experimental aircraft on the air vehicles of civil and state aviation which underwent repair in the organizations of the aviation industry also belong to test (research) flights.

Auxiliary flight is carried out for preparation and flight test support (for maintenance, for video filming implementation, as the purpose, on statement of hindrances and targets, on relaying, on landing, on refueling as the tanker).

Demonstration flight is carried out for demonstration of flight technical characteristics of air vehicles.

Flights on special tasks (special tasks) are carried out for stage of aviation engineering, air reconnaissance of weather, training of students of aviation training centers of experimental aircraft - structural divisions of the organizations of experimental aircraft performing professional training, retraining and advanced training of aeronautical personnel of experimental aircraft to flight test techniques, training of aeronautical personnel of the customer, airborne transportations, search and rescue.

Check flights are carried out for conducting checks of members of flight crew of AF by types of flight training, and also accomplishment of training programs to management of new type of aviation engineering.

Training flights are performed for the purpose of training of members of flight crew of AF.

Flight of air vehicles is carried out for functional check of the power unit and the AF systems after repair and replacement of aggregates, scheduled works (maintenance), completions. Flights are carried out according to programs of flight which are developed by the organization developer for each AF type. On the serial AF passing tests in the organizations manufacturers (on ARZ), flights are carried out on the profiles of flights developed by the AF organizations manufacturers.

5. Test flights are subdivided into flights with determination of degree of complexity and flights without determination of degree of complexity. Degree of complexity of test flights is established by the LIP methodical council based on methodical recommendations of the Ministry of Industry and Trade of the Russian Federation and it is specified in appropriate section of the test program.

Types of flight testing

6. Flight testing experienced (modified, modernizirvanny) experimental air vehicles are subdivided on:

preliminary (according to the program of initial test flight, honing, factory) testing;

LKI;

GI, GSI - for the air vehicles created for the purposes of the state aircraft;

SZI, SKI - for the air vehicles created for the purposes of civil aviation;

SLI - for determination of separate characteristics of the air vehicle and the aircraft equipment;

monitoring tests of the first serial air vehicle of pilot batch and control and serial testing of the first airplanes of series.

Flight testing of serial air vehicles for compliance of TU are subdivided into submission, acceptance, periodic, type and qualification tests.

Submission testing made by AF is carried out by the organization manufacturer before presentation them for acceptance to representation of the customer, the consumer or other bodies of acceptance.

By results of carrying out the acceptance tests made by AF the decision on their suitability to deliveries and (or) use is made.

Periodic tests of the samples issued by AF are carried out in the established periods or in process of production of the AF series for the purpose of control of stability of quality of AF and possibility of continuation of their release.

Type tests issued by AF are carried out for the purpose of assessment of their efficiency and feasibility of the made changes to design or engineering procedure.

Qualification tests of AF are carried out in case of statement them on production for the purpose of assessment of readiness of the company for production.

7. When carrying out flight testing experienced (modified, modernized) the air vehicles, the equipment and weapons systems created for the purposes of the state aircraft in coordination with the customer combination of LKI and GI in one stage - GSI is allowed.

For the purpose of reducing terms of carrying out LKI, GI and GSI according to the decision of the customer or in the cases provided by the test program, determination of separate characteristics (assessment of systems) is submitted for special flight testing.

8. In case of accomplishment of the first high-speed jogs on the pilot air vehicle the crew, the air vehicle and services of management and flight servicing in airfield shall be ready to flight execution in full. For the purpose of preparation for accomplishment of flights the following documents are processed:

air bill;

magazine of preparation for flights of AF;

check sheet of preparation of AF for flights;

task for flight with statement of technique of accomplishment of the first departure of the pilot air vehicle, and also with indication of restrictions and security measures.

9. On preliminary stages (factory) testing flights on flight test programs are carried out by crew of the organization developer of the air vehicle.

At stages LKI accomplishment of flight testing of the air vehicle by the joint crew including crew members from the organization developer and the customer of AF is allowed.

After determination of the main flight technical characteristics of the air vehicle and confirmation of safety of accomplishment of programmed flights of LKI the decision of the chief designer in coordination with the customer allowed training of members of flight crews of the customer and manufacturer on tested experienced (modified, modernized) to AF.

10. Accomplishment of flights according to programs of GSI, SZI, SLI and OSI is performed by flight crews of the customer, developer, the manufacturer or joint crew of the customer and developer, at the same time the task on operational development of aviation engineering to operating state, and also on operational development of characteristics of sample to the values set in technical development plan and on evaluating characteristics of sample of military aviation engineering is assigned to the developer.

The amount of participation of flight personnel of developer in flights at stage of GSI is determined by flight test program.

Accomplishment of flights on GI is allowed by joint crews of the customer and developer.

At all stages of flight testing earlier not carried out flight regimes on flight test programs shall be executed by crew of developer with issue of flight assessment experienced (modified, modernized) the air vehicle, its equipment and systems.

For the purpose of determination of characteristics of the air vehicle in final type the flight personnel of the organization developer shall participate in carrying out monitoring flight tests of AF.

11. In coordination with developer, and also based on recommendations of the LIP methodical council when carrying out flight testing experienced (modified, modernized) air vehicles involvement of members of flight crews of other organizations of experimental aircraft and the customer is allowed.

Experimental air vehicles

12. Experimental air vehicles are subdivided on the pilot, modified, modernized, passing tests serial AF, the air vehicles used for carrying out on them the advancing testing and researches of power units, onboard systems and the equipment (the flying laboratories) and also the air vehicles used for flight test support (auxiliary air vehicles).

Based on data on capability of AF to change the position in space (the direction, speed and flight height) for certain period, containing in RLE, experimental AF is classified on maneuverable (the performing complex of figures of the highest (complex) pilotage) and not maneuverable (not having opportunities to perform complex of figures of the highest (complex) pilotage).

13. The state accounting of experimental air vehicles performs the Ministry of Industry and Trade of the Russian Federation <2>.

Airfields and helidromes of experimental aircraft

14. Airfields and helidromes of experimental aircraft are subject to state registration with inclusion of data on them in the State register of airfields and helidromes of experimental aircraft of the Russian Federation <3>.

15. The procedure for state registration of airfields and helidromes of experimental aircraft of the Russian Federation and procedure for their admission to operation is established by the Ministry of Industry and Trade of the Russian Federation <4>.

16. Airfields and helidromes of experimental aircraft for the purpose of safety-of-life function of air vehicles shall conform to requirements of Regulations of serviceability of airfields and helidromes of experimental aircraft <5>.

17. Airfields and helidromes of experimental aircraft on which together with experimental air vehicles the public and (or) civil air vehicles are based treat airfields and helidromes of joint basing.

The list of airfields (helidromes) of joint basing is approved by the Government of the Russian Federation <6>.

Senior aviation chief of airfield (helidrome) of experimental aircraft

18. The senior aviation chief of airfield (helidrome) of experimental aircraft, including airfield of joint basing, (further - the senior aviation chief of airfield) the service employee of the aviation organization of experimental aircraft designated by the order of the Ministry of Industry and Trade of the Russian Federation <7> is.

19. The senior aviation chief of airfield shall provide maintenance of airfield (helidrome) in operational readiness, observance in airfield (helidrome) of rules of accomplishment and providing test and other types of flights and flights, access control, protection of airfield (helidrome), the organization of the mode of movement of people and the equipment on the areas of airfield (helidrome), environmental protection in airfield (helidrome), flammability control, procedure in the airfield (helicopter aerodrome) territory.

Instructions of the senior aviation the chief of airfield are obligatory for heads of the aviation organizations (chiefs of the aviation forming) which are based on airfield (helidrome).

20. The decision on release in flight and about acceptance of AF, performing especially important, special and under control flights (flights) <8> is accepted by the senior aviation chief of airfield (helidrome).

II. Training of crews for flights, procedure of control of their LOC ARM to flights

Planning of flight-test work

21. In the organizations of experimental aircraft for carrying out testing of aviation and other engineering LIP, control of which activities is exercised by the Ministry of Industry and Trade of the Russian Federation, are created.

22. Planning of flight-test work is performed by the chief of LIP together with planned body of the organization of experimental aircraft according to the production plan of the EA organization and these rules.

In LIP the organizations of experimental aircraft the corresponding Work plans LINDENS are developed for year and for month.

Flight and methodical work

23. Flight and methodical work for the purpose of testing (researches) includes:

development of methodical documents on the organization and carrying out flight testing of air vehicles and flight training of members of crews of AF;

development of test procedure of specific sample of aviation engineering;

development of security measures of test flights taking into account documents on safety management system of flights;

development and enhancement of methodical skills in accomplishment of the modes of flight test techniques of air vehicles;

development of methodical instructions to exercises of rates of flight training and enhancement in relation to specific aircraft type and the flying area;

matching and forming of test crews;

determination of degree of complexity of test flights;

development of educational and methodical base of flight-test divisions.

24. For implementation of flight and methodical work in LIP of the organizations of experimental aircraft the LIP methodical councils are created (further - methodical councils).

Methodical council is collegiate, advisory body in case of the chief of LIP.

Work of methodical council is carried out according to the plan which is constituted for quarter or year depending on amount and scope of works of LIP. The work plan of methodical council affirms the chief of LIP after discussion at meeting of the LIP methodical council.

According to the decision of the chief of LIP for the solution of operational tasks unplanned meetings of the LIP methodical council are held.

Methodical council the specialists of structural divisions of LIP participating in flight and methodical work of LIP are included. If necessary for participation in work of the LIP methodical council specialists of other divisions of the aviation organization can be attracted.

The structure of the LIP methodical council (the chairman, the vice-chairman, the secretary and members of methodical council) affirms the order (order) of the head of the aviation organization. Changes in structure of the LIP methodical council are drawn up by the relevant order (order).

Meetings of the LIP methodical council are held under the leadership of the chairman of methodical council or his deputy. One of deputy chief of LIP or one of chiefs of departments (services) of LIP having experience of carrying out flight testing of AF is appointed the chairman of the LIP methodical council.

The meeting of methodical council is drawn up by the protocol which is signed by members of the LIP methodical council, the chairman (vice-chairman) of methodical council, the secretary of methodical council and affirms the chief of LIP. The protocol is taken by the secretary of methodical council.

The protocol shall include the following information:

content of the discussed questions;

the list of the present members of methodical council;

surnames, initials of speakers on each of the discussed questions;

content of performances and proposals of persons participating in meeting of methodical council;

recommendations of methodical council;

course of accomplishment of recommendations and events of the previous meetings of methodical council.

25. The LIP methodical council performs consideration of the following questions:

development of test programs, profiles of test flights and methodical instructions to them for determination of compliance of the number of flights provided in them to amount of tasks of flight testing and opportunities of instrumentation systems;

development of actions for safety increase of flights, to improvement of quality and efficiency of carrying out flight-test work in LIP;

determination of degrees of complexity of test flights;

development of offers on structure of the test crews which are carrying out flight test programs;

determination of training level of aircraft crew to carrying out specific testing;

development of individual programs (recovery of skills, reeducation) for test pilots, external pilots-testers of the drone aircraft and other members of the crews piloted and drone aircrafts;

development of programs of training of members of flight crews of AF on synthetic flight trainers;

analysis and assessment of results of the most difficult flights;

the analysis and assessment of messages of the conducting engineers on flight testing of air vehicles, test pilots, external pilots-testers of the drone aircraft and other members of the crews piloted and drone aircrafts about the course of testing;

the analysis and assessment of variations in work of aviation engineering and in accomplishment of the set flight runs for the purpose of development of the corresponding recommendations;

analysis and assessment of circumstances and reasons of aviation incidents and incidents;

development of recommendations to crews piloted and drone aircrafts on actions in particular cases in flight, amendments and amendments to flight manual of the air vehicle;

flight assessment of the carried-out testing;

development of programs of training of specialists of aeronautical personnel of experimental aircraft;

development of technologies of work of flight operations directors.

By results of consideration of the specified questions for the purpose of the organization and carrying out flight-test work recommendations which affirm the chief of LIP are developed.

26. Assessment of methodical readiness of the pilot, modified and air vehicles - the flying laboratories to flight testing and flight researches for the purpose of ensuring their safety and improvement of the quality of flight-test work, coordination of activities of methodical councils of flight-test divisions of the aviation organizations and rendering the methodical help to them is performed by Methodical council of experimental aircraft on flight testing under the Ministry of Industry and Trade of the Russian Federation <9>.

Test program, task for test flight and air bill

27. The test program (researches) of AF is developed by the leading engineer on flight testing of AF (the leading experimental works and flight testing engineer (in the specialty) with participation of the senior (leading) test pilot, senior (leading) external pilot-tester of pilotless AF (crew of the piloted or pilotless AF) based on the order (order) of the head of the aviation organization or the specification approved by the head of the aviation organization.

Sections of the program are developed by members of test crew according to specialty.

In flight test program (researches) are specified:

test objective;

data on object of testing and its features;

structure of the experimental equipment;

managements on testing of aviation engineering on which testing are carried out;

amount and nature of ground tests;

amount of flight testing with indication of conditions of carrying out experiment (height, speed, lining, aircraft weight), configuration of AF, operational mode of engines;

methodical instructions to the program;

persons, responsible for flight test support (with participation in testing of several aviation organizations).

The plan of material logistics shall be attached to flight test program (researches).

32. Profiles of flights and methodical instructions to them on testing of AF of serial production are developed by specialists of AF manufacturer for each flight provided by programs of submission, acceptance and periodic tests based on the approved methodical instructions of the AF developer operating with RIAT and RLE (RE).

Content of each profile shall provide:

name and objective of the flight;

graphical representation of change on time of flight height, instrument flight velocity and flight weight (fuel remaining balance);

weight, balance and other data AF for specific flight;

data on necessary meteorological conditions and equipment of crew;

restrictions of AF and security measure for specific flight;

procedure for accomplishment of the modes and checks on each flight stage;

tasks and recommendations to each crew member according to characteristics, flight performances and parameters of work of systems and aggregates AF on compliance of TU;

sheets of control of study of task on profile crew before the next flight and sheets of control of modification and amendments.

In case of change of programs, technical specifications, managements on testing of aviation engineering, managements (instructions) on flight operation of air vehicles corresponding changes are made to methodical instructions and profiles of test flights.

33. On each test flight the leading engineer on flight testing of air vehicles (the head of test crew) together with the test pilot (the external pilot-tester of the drone aircraft) and specialists of test crew develop task for test flight and draw up air bill.

According to the decision of the chief of LIP development of task directly in air bill is allowed.

34. In task for test flight are specified:

objective of the flight;

profile and flight track;

sequence and technique of task performance;

flight duration;

meteorological conditions in case of which task performance is allowed;

procedure and duration of inclusion of onboard instrumentation systems;

security measures characteristic of this task (in addition to available in flight manual);

the minimum quantity of fuel and removal from airfield in case of which landing on it with the established fuel remaining balance is provided;

obligations in flight of each crew member.

The task for fighting application and for en route flight is vised by the assistant to the chief of LIP on mate service (navigator-tester) or his deputy.

In case of distance flight more than 75% of technical range (duration) of AF engineering and mate calculation of fuel usage and range (duration) of flight shall be applied to task.

The task for test flight is signed by the leading engineer on flight testing of AF, the specialists who were taking part in its development, and the controlling persons.

40. Test crews in the AF aviation organizations developers are created of crew members of AF and land structure of one aviation organization.

The crew of the piloted (pilotless) AF, flight operations directors in airfield (helidrome), landing site, polygon, land technical engineer personnel are part of test crew.

According to the decision of the head of the AF aviation organization developer the structure of test crew can include specialists of experimental design bureau, and also other aviation organizations of experimental aircraft in coordination with them.

The leading engineer on flight testing of AF is appointed the head of test crew (the leading experimental works and flight testing engineer (in the specialty).

In case of work not in the place of permanent basing, and also in case of work by the ships of single basing, the order of the head of the aviation organization by the head of test crew designates the service employee from among administrative board of LIP certified as the leading engineer on testing of AF or experimental works and flight testing.

41. The structure of test crew is determined by the order (order) of the head of the AF aviation organization developer for the entire period of testing by the test program.

Replacement of members of test crew (except the doublers appointed according to the test program) is discussed at meeting of the LIP methodical council and affirms the order (order) of the head of the EA aviation organization. At the same time with again appointed crew members of the air vehicle the corresponding preparation on flight test program is carried out.

42. Specialists of aeronautical personnel of experimental aircraft of other aviation organizations are included test crew according to the test program and based on orders (orders) of heads of these organizations.

45. The crew of the piloted experimental AF consists of flight crew and cabin crew (participants of inflight tests).

47. Specialists testers who according to flying missions and based on test programs carry out the obligations in flight on specially equipped workplaces (providing forced escape of AF but not provided by RLE operating for carrying out testing treat cabin crew (participants of inflight tests)).

48. The crew of pilotless experimental AF consists of one or several external pilots-testers, the operator-tester of controls target loading of pilotless AF and participants of testing.

49. The structure of crew of experimental AF of certain type is established according to requirements of RLE of this AF and the test program of AF.

50. For carrying out testing of experimental AF in the aviation organizations of developer or manufacturer AF the structure of its crew is determined by developer of this AF.

51. For accomplishment of the flights which are not connected with testing the piloted or pilotless experimental AF, structure of crew affirms the order (order) of the head of the organization of experimental aircraft for accessory of experimental AF.

52. The test pilot or the external pilot-tester of pilotless AF respectively is appointed the commander of the piloted or pilotless experimental AF.

53. Specialists of aeronautical personnel of other aviation organizations of experimental aircraft, civil and (or) state aviation are included crew of experimental AF in coordination with heads of these organizations.

Tasks and responsibility of each crew member are determined by RLE of AF and task for flight.

54. Crew members of the piloted or pilotless experimental AF shall have the existing certificates on the specialties and the preparation necessary for accomplishment of the flying mission.

Admissions to flight testing and other types of flights

55. Test pilots, navigators-testers of the piloted EVS are given admissions to:

to flights on for the first time the mastered AF type;

to carrying out flight testing on the AF types;

to flights day and night in different meteorological conditions on the AF types;

to flights by types of flight training;

to flights as the instructor day and night on the AF types.

Other members of flight crew of the piloted EVS are given admissions to:

to flights as a part of crew from the workplace on for the first time the mastered AF type and by types of flight training;

to carrying out flight testing on the AF types;

to flights as AF types instructor.

External pilots-testers of BVS and operators-testers of controls target loading of BVS are given admissions:

to management for the first time the mastered BVS type and its target loading;

to management of BVS and its target loadings by types of flight training;

to carrying out flight testing on the BVS types and their target loadings;

to management of BVS as BVS types instructor and their target loadings.

56. 62. The crew (the test pilot, the external pilot-tester of BVS) allowed to flights (management of BVS) on the pilot (modified) AF is checked by the commission appointed by the general (main) designer for knowledge of aviation engineering, features of stability and controllability of the air vehicle, flight manual, and also carries out trainings on actions in particular cases and to forced escape of the piloted AF.

63. 64. To certification test flights (management of BVS) at stage SKI the order (order) of the head of the AF organization developer allows crews (test pilots, external pilots-testers of BVS) of the AF corresponding organization developer.

Crews (test pilots, external pilots-testers of BVS) of the AF organization manufacturer are allowed to certification test flights (management of BVS) at stage SKI by the order (order) of the head of the AF organization developer based on recommendations of the LIP methodical council of the AF organization developer.
