According to the subitem 4) article 15-1 of the Law of the Republic of Kazakhstan of April 17, 2014 "About traffic" PRIKAZYVAYU:

1. Approve the enclosed Rules and conditions of issue of the conclusion about provision to the organizations of powers or about refusal in provision of powers on execution of passports of vehicles (passports of the landing gear of vehicles) and passports of self-propelled machines and other types of the equipment, including to execution of electronic passports of vehicles (passports of the landing gear of vehicles) and electronic passports of self-propelled machines and other types of the equipment.

2. To provide to committee of industrial development and industrial safety of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-minister of the industry and infrastructure development of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Chapter 1. General provisions

1. These rules and conditions of issue of the conclusion about provision to the organizations of powers or about refusal in provision of powers on execution of passports of vehicles (passports of the landing gear of vehicles) and passports of self-propelled machines and other types of the equipment, including to execution of electronic passports of vehicles (passports of the landing gear of vehicles) and electronic passports of self-propelled machines and other types of the equipment are developed according to the subitem 4) of article 15-1 of the Law of the Republic of Kazakhstan "About traffic" and determine procedure and conditions of issue of the conclusion about provision to the organizations of powers or about refusal in provision of powers by execution of passports of vehicles (passports of the landing gear of vehicles) and passports of self-propelled machines and other types of the equipment, including to execution of electronic passports of vehicles (passports of the landing gear of vehicles) and electronic passports of self-propelled machines and other types of the equipment (further – electronic passports).

2. Data on authorized bodies (organizations) and the organizations - manufacturers of vehicles (the landing gear of vehicles), self-propelled machines and other types of the equipment join in national part of the unified register of authorized bodies (organizations) and organizations - manufacturers of vehicles (the landing gear of vehicles), the self-propelled machines and other types of the equipment performing execution of passports of vehicles (passports of the landing gear of vehicles) and passports of self-propelled machines and other types of the equipment including execution of electronic passports of vehicles (passports of the landing gear of vehicles) and electronic passports of self-propelled machines and other types of the equipment (further – national part of the Unified register) according to the procedure according to the Decision of Board of the Eurasian economic commission of September 1, 2015 No. 112 "About approval of the Procedure for forming and maintaining the unified register of authorized bodies (organizations) state members of the Eurasian Economic Union and the organizations - manufacturers of vehicles (the landing gear of vehicles), the self-propelled machines and other types of the equipment performing execution of passports (electronic passports) of vehicles (the landing gear of vehicles), self-propelled machines and other types of the equipment" (further – the Procedure for forming and maintaining the unified register approved by the Decision of ECE No. 112).

3. The organization – the legal entity whose official status is determined by state registration in judicial authorities and passing of accounting registration.

Chapter 2. Procedure for issue of the conclusion about provision to the organizations of powers or about refusal in provision of powers on execution of passports of vehicles (passports of the landing gear of vehicles) and passports of self-propelled machines and other types of the equipment, including to execution of electronic passports of vehicles (passports of the landing gear of vehicles) and electronic passports of self-propelled machines and other types of the equipment

4. Regarding vehicles according to these rules the following powers are conferred to the organizations:

1) on execution of passports of vehicles, including electronic passports of vehicles, on the vehicles made in the territory of the Republic of Kazakhstan by the organization - manufacturer, not included in the Unified register;

2) on execution of passports of vehicles, including electronic passports of vehicles, on the vehicles imported on the territory of the Republic of Kazakhstan from other participating countries of the Eurasian Economic Union (further – the Union) on which passports of vehicles, including electronic passports of vehicles were not drawn up earlier;

3) on execution of passports of vehicles, including electronic passports of vehicles, on the vehicles imported on the territory of the Union from the state which is not the member of the Union on which action of approval like the vehicle according to requirements of the technical regulation of the Customs union "On safety of wheel vehicles" (TR CU 018/2011) (further – TR CU 018/2011) expatiates;

4) on execution of passports of vehicles, including electronic passports of vehicles, on the vehicles imported on the territory of the Union from the state which is not the member of the Union on which the safety construction certificate of the vehicle according to requirements of TR CU 018/2011 is drawn up;

5) on execution of passports of vehicles, including electronic passports of vehicles, without document confirming compliance to requirements of TR CU 018/2011, of the vehicles registered before start date of application of electronic passports by the body performing registration of vehicles in the territory of the Republic of Kazakhstan;
