About approval of the list of the diseases connected with impact of ionizing radiation, and Rules of establishment of causal relationship

According to subitem 89-1) of Item 1 of article 7 of the Code of the Republic of Kazakhstan of September 18, 2009 "About health of the people and health care system" PRIKAZYVAYU:

1. Approve enclosed:

1) the list of the diseases connected with impact of ionizing radiation;

2) Rules of establishment of causal relationship of diseases.

2. To provide to department of the organization of medical care of the Ministry of Health of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction it the copy in paper and electronic type in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry of Health of the Republic of Kazakhstan after its official publication;

4) within ten working days after state registration of this order submission to Department of legal service of the Ministry of Health of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of this Item.

3. To impose control of execution of this order on the vice-Minister of Health of the Republic of Kazakhstan Aktayeva L. M.

4. This order becomes effective after ten calendar days after day of its first official publication.

The list of the diseases connected with impact of ionizing radiation

1. Diseases, in case of origin or progressing of which at persons which were exposed to direct impact of ionizing radiation the causal relationship can be established:

1) For persons whose diseases have direct link with impact of ionizing radiation:

sharp and chronic radiation sickness;

beam cataract;

beam dermatitis and burns;

beam hypothyroidism;

beam autoimmune tireoidit.

2) for persons, the individual dose of radiation or dose of radiation of parents of which constitutes:

sharp leukosis - 5 rem (szv);

chronic leukosis (excepting chronic limfoleykoz), miyelodisplastichesky syndrome - 10 rem (szv);

malignant lymphoma - 15 rem (szv);

solid malignant new growths - 20 rem (szv);

3) for persons, the individual dose of radiation or dose of radiation of parents of which constitutes 35 rem (szv):

diseases of cardiovascular system: coronary heart disease, arterial hypertension complicated;

diseases of blood and haematogenic bodies: agranulotsitoz, hypoplastic and aplastic anemia;

diseases of thyroid gland (autoimmune tireoidit, diffusion nodal craw);

degenerate and dystrophic defeats of bone and muscular system (except infectious and traumatic genesis);

the intellectual backwardness which is not caused by encephalopathy of traumatic, vascular and infectious genesis;

congenital diseases and malformations:

mikrotsefaliya;

malformations of facial skull and bone and muscular system.

2. Diseases, in case of origin or progressing of which at persons born from the irradiated parents the causal relationship can be established with impact of ionizing radiation.

1) for persons, the individual dose or dose of radiation of parents of which constitutes 10 rem (szv) and more:

sharp myeloid leukosis;

sharp lymphoid leukosis;

chronic myeloid leukosis;

2) for persons, the individual dose or dose of radiation of parents of which constitutes 25 rem (szv) and more:

lung cancer;

breast cancer;

the arterial hypertension complicated;

the coronary heart disease complicated;

mikrotsefaliya;

malformations of facial skull;

the intellectual backwardness which is not caused by encephalopathy of traumatic, vascular and infectious genesis.

3. The list of diseases at descendants, the dose of radiation of grandfathers and which grandmothers constitutes 25 rem (szv) and more:

sharp myeloid leukosis;

sharp lymphoid leukosis;

chronic myeloid leukosis;

malformations of facial skull;

the intellectual backwardness which is not caused by encephalopathy of traumatic, vascular and infectious genesis.

Rules of establishment of causal relationship of diseases

Chapter 1. Basic provisions

1. These rules are developed according to subitem 89-1) of Item 1 of article 7 of the Code of the Republic of Kazakhstan "About health of the people and health care system".

2. Examination of causal relationship of diseases with impact of ionizing radiation at the population of the Republic of Kazakhstan is performed Regional and Central by interdepartmental advisory councils on establishment of causal relationship of diseases with impact of ionizing radiation (further - RMES and TsMES).

3. TsMES is created by authorized body in the field of health care.

4. The authorized body in the field of health care determines feasibility of creation of RMES, approves its structure and powers.

5. The conclusion of RMES and TsMES is the basis for relevant organs in case of determination of the reason of disability, death connected with radiative effects.

6. In these rules the following concepts and determinations are used:

1) ionizing radiation - the radiations consisting of the loaded, not charged particles and photons which in case of interaction with environment form ions of different signs;
