1. Approve the enclosed Rules of the organization of maintenance of the state information portal "Electronic employment exchange".

2. To provide to department of employment of the population and market development of work of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction it in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan after its official publication;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2), and 3) of this Item.

3. To impose control of execution of this order on the vice-Minister of Labour and Social Protection of the population of the Republic of Kazakhstan Mukushev N. N.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of the organization of maintenance of the state information portal "Electronic employment exchange"

Chapter 1. General provisions

1. These rules of the organization of maintenance of the state information portal "Electronic employment exchange" (further - Rules) are developed according to subitem 26-4) of article 7 of the Law of the Republic of Kazakhstan of April 6, 2016 "About employment of the population" and determine procedure for maintenance of the state information portal "Electronic employment exchange" (further - IP Electronic Employment Exchange).

2. In Rules the following basic concepts are used:

1) information - the information about persons, objects, facts, events, the phenomena and processes received or created by the owner of information, fixed on any medium and having the details allowing to identify it;

2) audit of information system - independent inspection of information system for the purpose of increase in efficiency of its use;

3) the operational center of information security - the legal entity or structural division of the legal entity performing activities for protection of electronic information resources, information systems, networks of telecommunications and other objects of informatization;

4) the administrator - the center of development of manpower performing support of IP Electronic Employment Exchange;

5) the user - the subject of informatization using objects of informatization for accomplishment of specific function and (or) task;

6) IP Electronic Employment Exchange - the information system containing single information base of the labor market;

Chapter 2. Procedure for support of IP Electronic Employment Exchange

Support of IP Electronic Employment Exchange is performed according to the Law of the Republic of Kazakhstan of November 24, 2015 "About informatization" (further - the Law) and information security policy of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan.

4. Within support of IP Electronic Employment Exchange the administrator provides:

1) smooth operation of IP Electronic Employment Exchange in the round-the-clock mode, including festive and the days off;

2) safety, protection, recovery in case of failure or damage of information, backup and control over timely updating of information on IP Electronic Employment Exchange;

3) introduction of adjustments, modification and elimination of defects of the software of IP Electronic Employment Exchange within permission of addresses, operational elimination of technical failures of IP Electronic Employment Exchange without carrying out upgrade and implementation of additional functional requirements and on condition of preserving its integrity;

4) interaction with information systems of state bodies and other objects of informatization;

5) placement of additional types of information;

6) carrying out audit of condition of IP Electronic Employment Exchange;

7) connection to the Operational center of information security according to article 7-2 of the Law.

5. The administrator places the following information on IP Electronic Employment Exchange:

1) about new opportunities of IP Electronic Employment Exchange for informing users;

2) instructions in text and video formats, frequently asked questions and answers to them.

6. Sources of information on emergence of technical failure in functioning of IP Electronic Employment Exchange are:

1) the message of the user, given by means of feedback form according to Item 7 of these rules;

2) the message of the specialists of the administrator who are carrying out monitoring of functioning of IP Electronic Employment Exchange;

3) the software and hardware on monitoring and detection of defects of IP Electronic Employment Exchange used for determination of working capacity and availability of functionality, which found technical failure;

4) system magazines of IP Electronic Employment Exchange in which the records testimonial of origin or possibility of technical failure are registered;

5) Operational center of information security.
