1. Approve the enclosed Rules of forming of national system of forecasting of manpower and use of its results.

2. To provide to department of employment of the population and market development of work of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction it in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan after its official publication;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of this Item.

3. To impose control of execution of this order on the vice-Minister of Labour and Social Protection of the population of the Republic of Kazakhstan Mukushev N. N.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of forming of national system of forecasting of manpower and use of its results

Chapter 1. General provisions

1. These rules of forming of national system of forecasting of manpower and use of its results (further - Rules) determine procedure for forming of national system of forecasting of manpower and use of its results.

2. The basic concepts used in these rules:

1) the state information portal "Electronic employment exchange" – the information system containing single information base of the labor market;

2) the information and analytical system "National System of Forecasting of Manpower" - the automated system intended for collection and the analytical processing provided by state bodies of information for forming of national system of forecasting of manpower;

3) national system of forecasting of manpower - complex of the applied methods and approaches allowing to determine forecast the demand and supply of labor power.

3. The national system of forecasting of manpower is created by authorized body concerning employment of the population and local executive bodies of areas, cities of republican value, the capital based on the provided data of the state bodies specified in appendices to these rules.

4. No. 190 is excluded according to the Order of the Minister of Labour and Social Protection of the population of the Republic of Kazakhstan of 02.06.2022

5. The state bodies specified in appendices 1 and 2 to these rules annually till April 15 in authorized body concerning employment of the population represent the following data by means of loading to System:

data for the last 5 years according to appendix 1 to these rules;

forecast data according to appendix 2 to these rules.

Updated data according to appendix 2 to these rules are represented by the interested state bodies in case of modification of forecast socio-economic indexes within 5 working days from the date of modification.

Chapter 2. Procedure for forming of national system of forecasting of manpower

6. For forming of national system of forecasting of manpower the information and analytical system "National System of Forecasting of Manpower" is used.

7. The national system of forecasting of manpower is created using System on:

1) the short-term period, the forecasting period - 1 year;

2) the medium-term period, the forecasting period - 5 years;

3) the long-term period, the forecasting period - till 2050.

8. The national system of forecasting of manpower for the short-term period is created quarterly and covers the period of the next four quarters, not including quarter in which it is developed.
