According to Items 2, 9, 11, the 20th article 19 of the Law of Ukraine "About the State Border Service of Ukraine", to Articles 5, 23 Laws of Ukraine "About National police", to the Law of Ukraine "About legal regime of the territory which underwent to radioactive impurity owing to the Chernobyl catastrophic crash", to the resolution of the Cabinet of Ministers of Ukraine of July 27, 1998 No. 1147 "About boundary regime" for the purpose of the organization of interaction of bodies of the State Border Service of Ukraine and National police of Ukraine during execution of tasks within exclusion zone and zone of unconditional (obligatory) settling out of PRIKAZYVAYU:

1. Approve the Instruction about order of interaction of bodies of the State Border Service of Ukraine and National police of Ukraine during execution of tasks within exclusion zone and zone of unconditional (obligatory) settling out which is applied.

2. Declare invalid the order of Administration of the State Border Service of Ukraine, the Ministry of Internal Affairs of Ukraine of January 12, 2004 No. 27/57 "About approval of the Instruction about order of interaction of bodies of the State Border Service of Ukraine and the Ministry of Internal Affairs of Ukraine during execution of tasks within the territory which underwent to radioactive pollution owing to the Chernobyl catastrophic crash", registered in the Ministry of Justice of Ukraine on February 6, 2004 for No. 166/8765.

3. Of the Ministry of Internal Affairs of Ukraine (Ryaby S. M.) to provide to management of interaction with the State Border Service of Ukraine submission of this order on state registration in the Ministry of Justice of Ukraine in accordance with the established procedure.

4. This order becomes effective from the date of its official publication.

5. To impose control of execution of this order on the deputy minister of internal affairs of Ukraine of the Trojan of VA.

I. General provisions

1. This Instruction determines order of interaction of bodies (divisions) of the State Border Service of Ukraine (further - bodies (divisions) of State frontier service) and National police of Ukraine (further - bodies (divisions) of National police) in case of execution of the tasks assigned to them by the legislation within exclusion zones and unconditional (obligatory) settling out (further - ZOIB (O)O) in controlled frontier areas taking into account categories of zones is radioactive the contaminated territories and their legal regime determined by the legislation of Ukraine.

2. The legal basis of activities of bodies (divisions) of State frontier service and National police is the Constitution of Ukraine, the Laws of Ukraine "About frontier of Ukraine", "About the State Border Service of Ukraine", "About border control", "About operational search activities", "About legal regime of the territory which underwent to radioactive pollution owing to the Chernobyl catastrophic crash", "About natural and reserved fund of Ukraine", resolutions of the Cabinet of Ministers of Ukraine of July 27, 1998 No. 1147 "About boundary regime" of September 10, 2008 No. 831 "About surcharges to persons who work in exclusion zone", the Rules of radiation safety in case of work in exclusion zone and zone of unconditional (obligatory) settling out approved by the order of the Ministry of Health of Ukraine The ministries of Ukraine concerning emergency situations and for protection of the population against effects of the Chernobyl catastrophic crash against April 4, 2008 No. 179/276, registered in the Ministry of Justice of Ukraine on August 14, 2008 for No. 754/15445, and other regulatory legal acts.

The staff of bodies (divisions) of State frontier service and National police is allowed to accomplishment of tasks in ZOIB (O)O after passing primary and target instructing, including concerning observance of safety requirements during execution of certain tasks and provision of the domeditsinsky help, and also examination on radiation safety.

Entrance/departure from ZOIB (O)O is performed through certain check-points, except cases of prosecution of offenders or need of the termination of the revealed offenses.

In case of departure from ZOIB (O)O if necessary deactivation of the equipment and clothes in certain GAZO places is performed.

3. The purpose of interaction of bodies (divisions) of State frontier service and National police are:

identification and the termination of violations on frontier, counteraction by which legislation is referred to competence of State frontier service;

the termination of armed conflicts and other provocations on frontier, in controlled frontier areas;

control of observance of boundary regime;

participation in fight against organized crime and illegal migration according to the Law of Ukraine "About the State Border Service of Ukraine";
