1. This law establishes economic, legal and organizational basis of development of policy of the Republic of Armenia in the field of highways: development and management of highway network, classification of roads, assessment of technical condition, registration, design, construction (reconstruction, major repair, medium repair) it is expensive, their equipment and content, control, supervision, safety management of road infrastructure, impact assessment on traffic safety, the main requirements and restrictions to carrying out security audit of highways and tunnels.
2. Operation of this Law extends to all highways of the Republic of Armenia, except for streets (roads) of settlements or sections of streets (roads) which are not parts of the roads included in the nomenclature of roads approved according to the Law.
3. The status of streets (roads) of settlements or sections of streets (roads) which are not part of the roads included in the nomenclature of roads approved according to this Law, the questions connected with use, management of them by their construction, medium repair (repair), content and financing are established according to the procedure, established by the town-planning legislation.
In this Law the following basic concepts are used:
the highway - the complex engineering construction intended for movement of vehicles;
right-of-way - the parcel of land (irrespective of purpose of the parcel of land) intended for placement of structural elements of the highway and road constructions (constructions). at the same time the right-of-way includes soil barrier and additional lanes of one meter in size on both sides of soil barrier, and in places of crossing and joints of automobile roads spaces on external border of wings of the right turns, limited to protection zones one meter wide;
subgrade - the area of layer of alienation on which gradings were performed, including the carriageway, roadsides or sidewalks, bicycle lanes, bulk and by-pass ditches and side streams;
artificial features - the structures doing the road continuous by means of natural or artificial obstacles or ensuring its durability and traffic security. These are bridges, overpasses, tunnels, platforms, retaining walls and other similar constructions;
dividing zone - the zone dividing carriageways of multilayer roads with opposite direction;
road the equipment - cell system of the highway, ensuring traffic security. These are route signs, traffic lights, alarm columns, protective devices, horizontal and vertical marks and other;
the transit road - the part of the road included in the nomenclature of highways, passing through the city (settlement) which connects two points of administrative border of the city (settlement);
protection zone of the road - the strip of the earth of certain width laid on both sides of the road, having special conditions of use;
road service - services (organization) performing functions on construction, medium repair (repair) and content of highways;
constructions of road service - the sections of the highway serving for their construction, medium repair (repair) and content. These are production bases, office and residential buildings, fixed marks of road maintenance, warehouses of construction materials and other;
fixed mark of road maintenance - the building and construction for services in winter road maintenance, and also content of bridges, tunnels;
road engineering constructions - the road stretches providing requirements of road maintenance and use with them. These are stops, autopavilions, zones of acceleration and braking, the place of parking of vehicles, rest areas, observation desks, snow protection forest belts, plantings, avoiding tracks which are behind right-of-way, antistorm and antiavalanche constructions, antiemergency pockets, constructions for road communication and lighting and other;
non divisible load - the load transported on highways which cannot be divided without damage into two or more parts;
construction of the road set of the engineering, infrastructure and management processes performed for the purpose of construction of the highway or its site;
reconstruction of the road set of road-building works as a result of which parameters of the highway, its sites change as a result of attended operations and which lead to change of value and procedure for the highway or one of them or as a result of which the road right-of-way sizes change;
major repair of the road set of works on replacement or recovery of the highway, artificial features or structural elements of their parts in case of which accomplishment the parameters and technical characteristics which are earlier established for the road and as a result of which accomplishment requirements to reliability are ensured remain and safety of design and other characteristics are expensive, and the sizes of right-of-way of the road do not change;
