ORDER OF THE GOVERNMENT OF THE RUSSIAN FEDERATION

About the all-Russian qualifiers of technical and economic and social information

According to article 20 of the Federal law "About Standardization in the Russian Federation" Government of the Russian Federation decides:

1. Approve the enclosed Rules of development, maintaining, change and use of the all-Russian qualifiers of technical and economic and social information.

2. To the ministry of digital development, communication and mass communications of the Russian Federation till July 1, 2019 to establish the data transmission formats used in case of information exchange with the federal state information system "Single System of Normative Reference Information" for the purpose of use of the all-Russian qualifiers in the state information systems and in case of interdepartmental information exchange and also the directions Federal Agency for Technical Regulation and Metrology of the all-Russian qualifiers (changes which are entered into the all-Russian qualifiers) into the specified federal state information system.

3. Determine that till January 1, 2020:

The Federal Agency for Technical Regulation and Metrology not later than in 5-day time from the date of adoption of the legal act which the all-Russian qualifier affirms (changes which are made to the all-Russian qualifier), represents the all-Russian qualifier (changes which are made to the all-Russian qualifier) to the automated database of the all-Russian qualifiers which maintaining is provided by Federal State Statistics Service;

use of the all-Russian qualifiers in the state information systems and in case of interdepartmental information exchange is performed by means of information exchange with the automated database of the all-Russian qualifiers which maintaining is provided by Federal State Statistics Service.

4. Realization of the powers provided by this resolution is performed by federal executive bodies within the established extreme number and the salary fund of workers of federal executive bodies, and also budgetary appropriations provided to the specified bodies in the federal budget for the corresponding financial year and planning period on management and management in the sphere of the established functions.

5. Recognize invalid:

the order of the Government of the Russian Federation of June 1, 2016 No. 487 "About the first-priority measures directed to creation of the state information system "The Single Information Circle in the Sphere of Systematization and Coding of Information" (The Russian Federation Code, 2016, No. 24, the Art. 3526);

Item of 3 changes which are made to acts of the Government of the Russian Federation, approved by the order of the Government of the Russian Federation of March 15, 2017 No. 301 "About introduction of amendments to some acts of the Government of the Russian Federation" (The Russian Federation Code, 2017, No. 12, the Art. 1732);

Item of 71 changes which are made to acts of the Government of the Russian Federation, approved by the order of the Government of the Russian Federation of November 20, 2018 No. 1391 "About introduction of amendments to some acts of the Government of the Russian Federation" (The Russian Federation Code, 2018, No. 49, the Art. 7600).

6. This resolution becomes effective from the date of its official publication, except for Items 10 and 12 of the Rules approved by this resolution which become effective since January 1, 2020.

Rules of development, maintaining, change and use of the all-Russian qualifiers of technical and economic and social information

1. These rules establish procedure for development, maintaining, change and use of the all-Russian qualifiers of technical and economic and social information (further - the all-Russian qualifiers).

2. For the purpose of these rules the concept "code" is understood as the unique sequence of symbols determined according to coding method which use allows to determine unambiguously the objects included in the all-Russian qualifier.

3. Development and change of the all-Russian qualifier include forming of the all-Russian qualifier (changes which are made to the all-Russian qualifier) federal executive body or the state corporation according to the established powers and adoption of the legal act by Federal Agency for Technical Regulation and Metrology which the all-Russian qualifier affirms (changes which are made to the all-Russian qualifier).

4. The list of the all-Russian qualifiers, federal executive bodies and the state corporations responsible for their forming affirms the Ministry of Finance of the Russian Federation.

5. Adoption of the legal act which the all-Russian qualifier affirms in the presence of other operating all-Russian qualifier with identical subjects and signs of classification is not allowed.

6. When forming the all-Russian qualifier in priority procedure the international classifications are used (the classifications accepted by the international or regional organization (consolidation).

In case of enforcement of the international classification by the objects classified by the all-Russian qualifier, the federal executive body or the state corporation provide its harmonization with the international classification in time, not exceeding 3 years from the date of enforcement of the corresponding international classification, by modification of the all-Russian qualifier.

7. The all-Russian qualifier created by federal executive body or the state corporation (changes which are made to the all-Russian qualifier) is subject to coordination with the Ministry of Industry and Trade of the Russian Federation, the Ministry of Finance of the Russian Federation, Federal State Statistics Service, and also other interested federal executive bodies in the established field of activity.

8. Following the results of coordination of the all-Russian qualifier (changes which are made to the all-Russian qualifier), the federal executive body or the state corporation provide its direction in Federal Agency for Technical Regulation and Metrology for the organization of carrying out by the technical committee on standardization of examination of final version of the all-Russian qualifier created according to the Federal Law "About Standardization in the Russian Federation" (changes which are made to the all-Russian qualifier) on compliance to the requirements established by the legislation of the Russian Federation in the field of standardization and these rules.

9. Federal Agency for Technical Regulation and Metrology within 10 working days from the date of obtaining from the technical committee on standardization specified in Item 8 of these rules:
