About approval of the Concept of development and enhancement of the National system for ensuring the uniformity of measurements for 2019-2023

In pursuance of the resolution of the President of the Republic of Uzbekistan of December 12, 2018 No. PP-4059 "About measures for further development of systems of technical regulation, standardization, certification and metrology", and also for the purpose of further development of system for ensuring the uniformity of measurements in the Republic of Uzbekistan the Cabinet of Ministers decides:

1. Approve:

The concept of development and enhancement of the National system for ensuring the uniformity of measurements for 2019 - 2023 (further - the Concept) according to appendix No. 1;

The plan of practical measures for implementation of the Concept of development and enhancement of the National system for ensuring the uniformity of measurements for 2019 - 2023 (further - the Plan of practical measures) according to appendix No. 2.

2. Determine the main objectives of the Concept:

ensuring complex legal regulation of the National system for ensuring the uniformity of measurements taking into account directives and recommendations of the International organization of legislative metrology (OIML) and other international requirements;

enhancement of structure of the National system for ensuring the uniformity of measurements with accurate differentiation of functional tasks and spheres of responsibility of subjects of metrological activities;

development of reference base of the Republic of Uzbekistan, increase in level of metrological support of the priority directions of development of industries of economy due to upgrade of laboratories of bodies of the public metrological service, especially in regions of the republic;

improvement of quality and creation of conditions for growth of competitiveness of domestic production by means of development and enhancement of system of calibration of measuring instruments;

development of mechanisms of effective interaction and cooperation increase with the international and regional organizations for metrology, assistance of integration of the Republic of Uzbekistan into world economy and the international systems for ensuring the uniformity of measurements as the equal partner;

forming of effective system of preparation, retraining and advanced training of personnel, development of scientific activities in the field of ensuring unity of measurements;

expansion of use of information technologies in the field of metrology and increase in level of informatization and automation of functioning of system for ensuring the uniformity of measurements, including the performed works and services.

3. To the ministries, departments and other organizations in accordance with the established procedure to render assistance to the Uzstandart Agency in implementation of actions, provided approved by the Concept and the Plan of practical measures.

4. To impose control of execution of this resolution on the Secretariat concerning development fuel and energy and key branches of the industry of the Cabinet of Ministers of the Republic of Uzbekistan and the CEO of the Uzstandart Agency D. N. Satarov.

Within projects implementation on upgrade, technical and technological updating of productions by the companies of the republic work on implementation is carried out to engineering procedure of the modern equipment, including measuring devices which control qualitative and quantitative indices of products.

Taking into account growth tendency in the republic of quantity and new types of the measuring equipment enhancement of metrological activities and its infrastructure shall correspond constantly to economic transformations in Uzbekistan and support optimum conditions of development of national production, in particular small businesses and private entrepreneurship.
