About civil protection

This Law establishes the legal basis of functioning of the state system of civil protection, determines its main objectives, the principles of creation and the organization of functioning and is designed to promote harmonization of the relevant legislation of the State Parties of the Commonwealth of Independent States.

Chapter 1. General provisions

Article 1. Sphere of regulation of this Law

This Law governs the public relations arising in the course of holding actions for preparation for protection and on protection of the population, the environment, material and historical and cultural values against emergency situations of natural and technogenic nature, including against the dangers arising when conducting military operations and (or) owing to these actions.

Article 2. The basic concepts used in this Law

In this Law the following basic concepts are used:

wrecking - urgent works on search and rescuing of people, material and historical and cultural values, decrease in the extent of the harm done to the environment in zone of emergency situation, including when conducting military operations and (or) owing to military operations, and also work on localization of emergency situation and liquidation or reduction of level of impact of the dangerous factors characteristic of it which are carried out in conditions, life-threatening and to human health;

other urgent works - activities for comprehensive providing wrecking, creation of the conditions necessary for preserving life and human health;

the state system of civil protection is the system combining authorized body in the field of civil protection, other state bodies, local authorities (self-government), the organization and providing planning, preparation, implementation of actions on protection of the population, the environment, material and historical and cultural values against emergency situations of natural and technogenic nature, and also against the dangers arising when conducting military operations and (or) owing to these actions;

civil protection - complex of actions for preparation for protection and on protection of the population, the environment, material and historical and cultural values against emergency situations of natural and technogenic nature, including against the dangers arising when conducting military operations and (or) owing to these actions according to international treaties in the field of civil defense;

the warning system - organizational and technical combination of technical means of the notification, communication channels, networks of broadcasting for the purpose of ensuring finishing signals of the notification and emergency information to the population, officials, governing bodies of civil protection;

authorized body in the field of civil protection - state body to which the national legal system of the state assigns coordination of work of other state bodies, local authorities (self-government), the organizations in the field of civil protection;

emergency situation - the situation in certain territory which developed as a result of accident, natural hazard, catastrophic crash, natural or other disaster, the dangers arising when conducting military operations and (or) owing to these actions which can entail or entailed the human victims, damage to health of people or the environment, considerable material losses and violation of conditions of life activity of people.

Chapter 2. State system of civil protection and its functioning

Article 3. Principles of civil protection

The basic principles of civil protection are:

humanity and mercy;

legality;

priority of tasks of rescuing of life, preserving human health and decrease in the extent of the harm done to the environment in case of emergency situations;

advance time of holding actions for protection of the population and the territories in case of emergency situations;

minimization of threats of emergency situations and damage caused by them to the population;

safety of life activity of the population;

permanent readiness of forces and means of civil protection for rapid response, carrying out rescue and other urgent works in case of emergency situations;

efficiency and proportionality of measures for neutralization of the striking factors of emergency situations;

organization of the state system of civil protection for the administrative-territorial, industry and (or) departmental principles;

scientific justification;

sufficiency and financial and economic feasibility of the held events;

publicity and informing the population and the organizations about the predicted and arisen emergency situations, the taken measures for their prevention and liquidation, including liquidation of their effects;

justified risk and safety when carrying out rescue and other urgent works.

Article 4. Tasks of civil protection

The main objectives of civil protection are:

development and realization of legal and economic regulations on ensuring protection of the population and the territories from emergency situations;

ensuring readiness for actions of governing bodies of civil protection, forces and means of civil protection intended for liquidation of emergency situations;

carrying out rescue and other urgent works;

training of the population in methods of protection against emergency situations;

creation, accumulating, storage, refreshening of reserves of material resources for liquidation of emergency situations and their use when implementing actions of civil protection;

temporary settling out of the population, the shelter in protective constructions, providing with individual protection equipment;

operational bringing to the population, officials, governing bodies of civil protection of signals of the notification and information on emergency situations, and also on procedure and rules of conduct in the developed situation;

evacuation of material and historical and cultural values to safe areas in case of real threat of their destruction, stealing or damage;

first-priority providing the population which was affected by emergency situations, water, food, medicines and products of medical appointment;

delivery of health care to the population which was affected by emergency situations and acceptance of other necessary measures;

maintenance of public order in the areas which were affected by emergency situations;

implementation of actions for social protection of the population which was affected by emergency situations, holding humanitarian actions;

international cooperation in the field of civil protection;

other tasks established by the legislation of the state.

Article 5. State system of civil protection

The state system of civil protection is under construction by the administrative-territorial, industry and (or) departmental principles and has four levels: national, territorial, local and object.
