1. The form and technique of creation by operators of payment systems of the reporting under form 0403201 "Data on payment systems of operators of payment systems" (further - the reporting) are given in appendix to this Instruction.

The terms and concepts used in this Instruction are applied in the values established by the Federal Law No. 161-FZ.

2. The operator of payment system, including the operator of the National Payment Card System (further - the National Payment Card System), constitutes the reporting quarterly under payment systems which operator he is.

The operator of payment system in which money according to the transactions made at the organized biddings is transferred does not constitute the reporting.

3. The operator of payment system provides the reporting in the Bank of Russia since reporting quarter in which this Instruction became effective, no later than the last calendar day of the first month of the quarter following reporting quarter.

The operator of payment system who received the registration certificate of the Bank of Russia after entry into force of this Instruction provides the reporting in the Bank of Russia since reporting quarter in which he received the registration certificate of the Bank of Russia, no later than the last calendar day of the first month of the quarter following reporting quarter.

4. In case of lack of data on all indicators the operator of payment system does not constitute the reporting and sends to the Bank of Russia the notification containing details of heading part of the reporting, in time provided for provision of the reporting.

5. In case of identification of the facts of provision of the incomplete and (or) doubtful reporting the operator of payment system constitutes the corrected reporting.

The corrected reporting is provided in the Bank of Russia by the operator of payment system for each reporting quarter for which in the reporting misstatements of reporting data were revealed, for the period, not exceeding two last years preceding the current reporting quarter.

The corrected reporting is provided in the Bank of Russia by the operator of payment system within 10 working days after day of identification of the fact of incompleteness and (or) unauthenticity of the reporting and is followed by the explanations containing data on the performed corrections in the reporting.

6. This Instruction becomes effective after 10 days after day of its official publication.
