About approval of Rules of preparation and use of resources of single network of telecommunication of the Russian Federation for ensuring functioning of significant objects of critical information infrastructure

1. Approve the enclosed Rules of preparation and use of resources of single network of telecommunication of the Russian Federation for ensuring functioning of significant objects of critical information infrastructure.

2. To make to the ministry of digital development, communication and mass communications of the Russian Federation explanations on application of the Rules approved by this resolution.

3. This resolution becomes effective since January 1, 2020.

Rules of preparation and use of resources of single network of telecommunication of the Russian Federation for ensuring functioning of significant objects of critical information infrastructure

1. These rules establish procedure for preparation and use of resources of single network of telecommunication of the Russian Federation for ensuring functioning of significant objects of critical information infrastructure (further - significant objects).

2. For the purposes of these rules resources of network of telecommunication of the Russian Federation (further - resources of network of telecommunication) are understood as technological capabilities of the networks of telecommunication which are part of single network of telecommunication of the Russian Federation.

Preparation of resources of network of telecommunication is performed by performance of works on creation of the technological capabilities of the networks of telecommunication which are part of single network of telecommunication of the Russian Federation, used for ensuring functioning of significant objects.

3. For the purpose of ensuring functioning of significant objects with subjects of critical information infrastructure resources of network of telecommunication of the following categories of networks of telecommunication are used in priority procedure:

the allocated communication networks;

communication networks of special purpose and other communication networks for information transfer by means of electromagnetic systems.

Use of resources of communication network public for the purpose of ensuring functioning of significant objects in the absence of technical capability of use of resources of the networks of telecommunication which are not attached to communication network public or need of additional reservation of communication channels on condition of approval by the subject of critical information infrastructure of connection of significant object of the Federal Service for Technical and Export Control regarding sufficiency applied in case of such connection hardware-software and (or) software of safety of significant objects is allowed. The procedure for the specified approval is determined by the Federal Service for Technical and Export Control. The specified approval is not required for the subject of critical information infrastructure which is the telecom operator and providing communication services in communication network public.

4. Preparation of significant objects for use of resources of network of telecommunication is performed by subject of critical information infrastructure which shall execute in full stipulated by the legislation measures of the Russian Federation for safety of the significant objects belonging to it.

5. In case of connection of significant objects by subjects of critical information infrastructure to communication network public the telecom operator provides:

protection of information transferred on the communication network according to the requirements for protection of communication networks against unauthorized access to them and information transferred on them established by the Ministry of digital development, communication and mass communications of the Russian Federation in coordination with Federal Security Service of the Russian Federation and the Federal Service for Technical and Export Control;

information security of the communication network involved under the organization of interaction of significant objects according to the requirements established by the Ministry of digital development, communication and mass communications of the Russian Federation in coordination with Federal Security Service of the Russian Federation and the Federal Service for Technical and Export Control;

compliance of means of communication to levels of credibility on the basis of the requirements established by the Ministry of digital development, communication and mass communications of the Russian Federation in coordination with Federal Security Service of the Russian Federation and the Federal Service for Technical and Export Control taking into account structure of communication network and the importance of communication network.

6. Preparation and use of the resources of network of telecommunication which are not belonging to the subject of critical information infrastructure on the property right or on other legal cause for ensuring functioning, including interaction, significant objects is performed according to the agreement signed by the subject of critical information infrastructure with the telecom operator.

7. Services are the telecom operator according to the rules of rendering communication services approved by the Government of the Russian Federation or in case of accession of communication network of the subject of critical information infrastructure to communication network public according to the rules of accession of networks of telecommunication and their interaction approved by the Government of the Russian Federation.
