About measures for streamlining of operation of vehicles with the tinted (darkened) glasses

For the purpose of creating favorable conditions for transport drivers, including tourists staying on the republic territory and also streamlinings of operation of vehicles with the tinted (darkened) glasses the Cabinet of Ministers decides:

1. Approve the offer of the Ministry of Internal Affairs and Ministry of Finance of the Republic of Uzbekistan on permission since August 1, 2018 of operation of passenger vehicles by physical persons and legal entities with the tinted (darkened) glasses on paid basis.

2. Enter procedure according to which:

a) Change of svetopropuskaniye of rear side screens of vehicles categories M1, N1 and N2 - without restriction of svetopropuskaniye, within svetopropuskaniye is not lower than 50 percent - for front side glasses, and also it is not lower than 50 percent - on side glasses of vehicles categories M1, N1 and N2 of class III is made based on the permission issued by Public service of traffic safety of the Ministry of Internal Affairs of the Republic of Uzbekistan for a period of 1 year on the approved state standard;

b) installation of toning (blackout) of back windshield of vehicles, and also at the top of front windshield of vehicles in the form of strip no more than 14 cm wide is performed without permission and restriction of svetopropuskaniye on the approved state standard;

c) the rate of payments for issue of permission to installation of toning (blackout) on glasses constitutes categories M1, N1 and N2 of vehicles:

rear side screens in the amount of five basic settlement sizes - for physical persons, ten basic settlement sizes - for legal entities and twenty basic settlement sizes for legal entities of the foreign states performing activities in the Republic of Uzbekistan;

front and rear side screens in the amount of fifty basic settlement sizes - for physical persons, fifty basic settlement sizes - for legal entities and eight-ten basic settlement sizes - for legal entities of the foreign states performing activities in the Republic of Uzbekistan;

d) rates of payments for issue of permission to installation of toning (blackout) on side glasses of vehicles of category M2, M3 of class III are determined taking into account legal provision of their owners according to the paragraph third the subitem "v";

e) the means arriving from payment for issue of permission to installation of toning (blackout) on glasses of vehicles and its change are distributed in the following procedure:

40 percent - in the Government budget of the Republic of Uzbekistan;

40 percent - in Fund of development of material and technical resources, stimulation and encouragement of staff of Public service of traffic safety of Security of traffic of Department of public safety of the Ministry of Internal Affairs;

20 percent - in Republican fund "Safe Road and Safe Pedestrian" of Security of traffic of Department of public safety of the Ministry of Internal Affairs.

The funds allocated in Fund of development of material and technical resources, stimulation and encouragement of staff of Public service of traffic safety of Security of traffic of Department of public safety of the Ministry of Internal Affairs go to covering of the expenses connected with production of forms of permission and special emblems (holograms) confirming availability of permission to installation of toning (blackout), development of material and technical resources and motor park of GSBDD, implementation of digital technologies, and also stimulation of her employees;

e) the Minister of Internal Affairs of the Republic of Uzbekistan is granted the right to enter additional established posts of employees (workers and employees) of GSBDD at the expense of the means arriving from payment for issue of permission to installation of toning (blackout) on glasses of vehicles;

g) for temporary entrance on the territory and transit across the territory of the Republic of Uzbekistan of passenger vehicles of foreign states with the tinted (darkened) glasses the collection in the amount of 15 US dollars arriving in the Government budget of the Republic of Uzbekistan is levied.

Note. Till September 1, 2019 the rate of payments for issue of permission to installation of toning (blackout) on glasses of vehicles is calculated proceeding from the minimum size of the salary.

3. To the Ministry of Internal Affairs of the Republic of Uzbekistan:

No. 646 is excluded according to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan of 02.08.2019

together with the Ministry of Finance of the Republic of Uzbekistan to approve procedure for distribution and use arriving from payment for issue of permission and installation of toning (blackout) of funds for covering of the expenses SUE Center of Innovative Projects and Field Service of the Population connected with installation of toning (blackout) and also development of material and technical resources and social stimulation of staff of GSBDD in a month.

4. To the Ministry of Internal Affairs of the Republic of Uzbekistan together with the Uzstandart Agency to develop and approve state standard of toning (blackout) of glasses of passenger vehicles in a month.

5. To the Ministry of Internal Affairs in a month:

a) together with the Prosecutor General's Office and Service of state security of the Republic of Uzbekistan:

approve the list of state bodies, issue of permissions and installation of toning (blackout) on which glasses of office passenger vehicles is performed on free basis;

develop and approve procedure for issue, accounting and cancellation of permission to installation of toning (blackout) to glasses of passenger vehicles;

introduce the bill providing strengthening of the administrative responsibility for operation of passenger vehicles with the tinted (darkened) glasses without the permission to the Cabinet of Ministers;

b) together with the State Customs Committee, the Ministry of Finance and Service of state security of the Republic of Uzbekistan to develop and approve procedure for collection of mandatory fee for temporary entrance on the territory and transit across the territory of the Republic of Uzbekistan of passenger vehicles of foreign states with the tinted (darkened) glasses.

6. Make change and addition to some decisions of the Government of the Republic of Uzbekistan according to appendix.

To the Ministry of Internal Affairs of the Republic of Uzbekistan together with the interested ministries and departments to bring the regulatory legal acts adopted by them into accord with this resolution in a month.

7. To impose control of execution of this resolution on the deputy prime minister - the Minister of Finance of the Republic of Uzbekistan D. A. Kuchkarov and the Minister of Internal Affairs of the Republic of Uzbekistan P. R. Bobozhonov.
