1. Approve the enclosed Administrative regulations of provision by the Ministry of digital development, communication and mass communications of the Russian Federation of the state service in forming and maintaining the unified register of the Russian programs for electronic computers and databases and the unified register of Eurasian programs for electronic computers and databases.

2. Direct this order to state registration in the Ministry of Justice of the Russian Federation.

1. Administrative regulations of provision by the Ministry of digital development, communication and mass communications of the Russian Federation of the state service in forming and maintaining the unified register of the Russian programs for electronic computers and databases and the unified register of Eurasian programs for electronic computers and databases determine terms and the sequence of procedures (actions) by provision of the state service in forming and maintaining the unified register of the Russian programs for electronic computers and databases and the unified register of programs for electronic computers and databases from state members of the Eurasian Economic Union, except for the Russian Federation (further also - the state service; register of the Russian software, register of the Eurasian software).

As applicants on forming and maintaining the unified register of the Russian programs for electronic computers and databases and the unified register of Eurasian programs for electronic computers and databases persons exercising control (order) of exclusive right on the software act (further - owners).

On forming and maintaining the unified register of the Russian programs act as applicants:

non-profit organizations which supreme body of management is created directly and (or) indirectly by the Russian Federation, subjects of the Russian Federation, municipalities and (or) citizens of the Russian Federation and which solution the foreign person has no opportunity to determine owing to features of the relations between such foreign person and the Russian non-profit organization (further - the Russian non-profit organization without the prevailing foreign participation);

the Russian commercial organizations in which the total share of direct and (or) indirect participation of the Russian Federation, subjects of the Russian Federation, municipalities, the Russian non-profit organizations without the prevailing foreign participation, citizens of the Russian Federation constitutes more than 50 percent;

citizens of the Russian Federation.

Act as applicants on forming and maintaining the register of the Eurasian software:

non-profit organizations which supreme body of management is created directly and (or) indirectly by one or several state members of the Eurasian Economic Union and (or) citizens of state members of the Eurasian Economic Union and which solution the foreign person has no opportunity to determine owing to features of the relations between such foreign person and non-profit organization (further - non-profit organization without the prevailing foreign participation);

the commercial organizations in which the total share of direct and (or) indirect participation of one or several state members of the Eurasian Economic Union, non-profit organizations without the prevailing foreign participation, citizens of state members of the Eurasian Economic Union constitutes more than 50 percent;

citizens of state members of the Eurasian Economic Union, except for citizens of the Russian Federation.

The procedure for informing on provision of the state service is performed with use of information stands, on telephone numbers for enquiries, on the official site of the Ministry of Telecom and Mass Communications of the Russian Federation on the Internet (further - the official website), by placement in the federal state information system "Federal Register of the State and Municipal Services (Functions)", in the federal state information system "Single Portal of the State and Municipal Services (Functions)" (www.gosuslugi.ru) (further - the Single portal), and also by placement in the federal state information system "Registers of Programs for Electronic Computers and Databases".
