1. Approve requirements to arrangement, the equipment, the location of warehouse of the temporary storage equipped with the automated cell-like storage system of goods and the adjacent territory to it (appendix No. 1).

2. Approve requirements to arrangement, the equipment, the location of warehouse of temporary storage and the adjacent territory to it in case of arrangement of warehouse of temporary storage at the check point or in the place which is brought closer to Frontier of the Russian Federation including proceeding from specialization, handling capacity and the equipment of the check point in case of which respect in the territory of warehouse of temporary storage the customs authority (appendix No. 2) will be placed.

3. Not apply the requirement to arrangement, the equipment, the location of the warehouses of temporary storage specified in Item 2 of this order, located at the airports, sea and river ports.

4. Declare invalid:

the order of FCS of Russia of June 20, 2012 No. 1222 "About approval of requirements to arrangement, the equipment and the location of warehouses of temporary storage and the territory adjoining to them located at the railway stations which are brought closer to Frontier of the Russian Federation and being the location of the customs authorities or their structural divisions exercising customs transactions and customs control concerning the goods moved through customs border of the Customs union" (27.08.2012, registration No. 25276) is registered by the Ministry of Justice of the Russian Federation;

the order of FCS of Russia of August 19, 2014 No. 1600 "About the approval of requirements to arrangement, the equipment and the location of warehouses of temporary storage and the territory adjoining to them which is brought closer to frontier of the Russian Federation and being the location of the customs authorities or their structural divisions exercising customs transactions and customs control concerning the goods moved through customs border of the Customs union" (it is registered by the Ministry of Justice of the Russian Federation 14.10. 2014, registration No. 34301).

5. To impose control of execution of this order on the first deputy head of FCS of Russia R. V. Davydov.

6. This order becomes effective after thirty days after day of its official publication.

Requirements to arrangement, the equipment, the location of warehouse of the temporary storage equipped with the automated cell-like storage system of goods and the adjacent territory to it

1. Rooms and (or) the open areas, held for use as warehouse of the temporary storage equipped with the automated cell-like storage system of goods and the adjacent territory to it (further - SVH), are equipped and equipped taking into account ensuring safety of goods, and possibility of carrying out concerning these goods of customs control, and also exception of access for strangers to them (not being workers of SVH which do not have powers concerning goods and not being representatives of persons having such powers).

2. The following requirements are imposed to arrangement and the location of SVH:

1) availability of sidings (depending on mode of transport);

2) availability of the territory provided by part 2 of article 357 of the Federal Law of August 3, 2018 No. 289-FZ "About customs regulation in the Russian Federation and about modification of separate legal acts of the Russian Federation" (further - the Federal Law), its barrier or designation;

3) arrangement of rooms of SVH only in the land buildings or constructions relating to the real estate;

4) availability of the equipped place for carrying out the customs goods inspection and vehicles allowing to perform customs examination at all seasons of the year without causing damage to the examined goods;

5) barrier or designation of the open area of SVH;

6) the territory of SVH shall not include the objects which are not connected with functioning of SVH and ensuring its work;

7) as a part of rooms of SVH the area for the communication center of customs authority shall be provided (or its structural division);

8) CBX shall be located within the territory, continuous on perimeter;

9) SVH cannot be located on portable vehicles or the portable transport equipment of any kinds.

3. The following requirements are imposed to the equipment of SVH:

1) availability of the automated warehouse cells located on the rack equipment installed in SVH;

2) possibility of separate use of the automated warehouse cells for placement of the goods placed on temporary storage and under customs procedure of customs warehouse (if the owner of SVH at the same time is the owner of customs warehouse);

3) availability on SVH of the equipped and specially adapted room intended for storage of goods which can do harm to other goods or require special storage conditions (if on SVH storage of such goods is supposed);

4) availability of check-points and appropriate means of ensuring control of movement of goods and vehicles through SVH territory borders;
