About state cooperation - members of the Commonwealth of Independent States in the field of museum case

The governments of the State Parties of the Commonwealth of Independent States which are hereinafter referred to as with the Parties

proceeding from historical links between cultures of the State Parties of the CIS,

considering the museum as the most important institute of forming of historical memory, tolerance and capability to cross-cultural dialogue,

expressing general interest in preserving the best traditions of cooperation in the field of museum case and expansion of museum and exhibition exchange between the State Parties of the CIS,

based on provisions of the Agreement on cooperation in the field of culture of May 15, 1992, the Agreement on creation of Council for cultural state cooperation - members of the Commonwealth of Independent States of May 26, 1995 (in edition of the Protocol of October 18, 2011), Agreements on humanitarian state cooperation - members of the Commonwealth of Independent States of August 26, 2005, the Concept of state cooperation - members of the Commonwealth of Independent States in the field of culture of May 19, 2011,

agreed as follows:

Article 1

The parties create favorable conditions for development of museum and exhibition exchange between the State Parties of the CIS.

Article 2

The parties guarantee ensuring safety and timely return, and also legal immunity, immunity concerning measures for providing the claim and immunity concerning execution of the judgment concerning the museum objects sent within museum and exhibition exchange of one of the State Parties of this agreement to other State Party of this agreement.

Article 3

The parties encourage preparation and implementation of the joint exhibition projects devoted to history, culture and art of the State Parties of this agreement including with use of the Internet.

Article 4

The parties promote the organization and implementation of joint scientific programs of the museums of the State Parties of this agreement in the field of archeology, restoration, examinations and attributions, studying of natural heritage.

Article 5

The parties perform within Council for cultural state cooperation - members of the Commonwealth of Independent States systematic consultations by determination of the priority directions of research works in the field of museum case, will organize intermuseum exchange of scientific information, promote preparation and release of newsletters and scientific collections on museology.

Article 6

The parties encourage the organization of joint scientific, scientific and practical conferences and seminars, round tables for urgent problems in the field of museum case, and also promote mutual participation of specialists in the similar events held in the State Parties of this agreement.

Article 7

The parties perform cooperation in retraining and advanced training of museum workers, including specialists in the field of accounting hranitelskoy of activities, exposition and exhibition activities, excursion, cultural and educational activities, for restoration and preservation of museum objects, and also in the organization of intermuseum training, master classes in the main directions of museum activities, creation of conditions and technical capabilities for the organization of distance training in the leading museum centers of the State Parties of this agreement.

Article 8

The parties exchange experiment on implementation of modern technologies in the organization of exhibitions, and also in the field of storage, restoration and preservation of museum objects.

Article 9

The parties perform experience exchange of work of the museums on implementation of inclusive museum projects and programs.

Article 10

The parties keep creation and development of the State Parties of the CIS by the basic organization for the "museum case" direction of the Internet resource directed to promoting of museum case in the State Parties of the CIS.

Article 11

The parties render mutual assistance in production and exchange of digital copies of images of museum objects for the purpose of their use in scientific and cultural activities.

Article 12

The parties combine efforts in promotion of cultural heritage from meetings of the national museums of the State Parties of the CIS.

Article 13

The matters of argument between the Parties arising in case of application and interpretation of this agreement are solved by consultations and negotiations of concerned parties or by means of other procedure approved by the Parties.

Article 14

This agreement becomes effective after 30 days from the date of receipt by depositary of the third notification on accomplishment by the Parties of the interstate procedures necessary for its entry into force which signed it.

For the Parties which performed interstate procedures later this agreement becomes effective after 30 days from the date of receipt by depositary of the relevant documents.

Article 15

By mutual consent of the Parties changes and additions which are its integral part which are drawn up by the relevant protocol can be made to this agreement.

Article 16

This agreement after its entry into force is open for accession of any State Party of the CIS by transfer to depositary of the document on accession. For the joining state the Agreement becomes effective after 30 days from the date of receipt by depositary of the document on accession.

Article 17

Each of the Parties can leave this agreement, having sent the written notice of such intention to depositary not later than 6 months to exit.

It is made in the city of Ashgabat on May 31, 2019 in one authentic copy in Russian. The authentic copy is stored in Executive committee of the Commonwealth of Independent States which will send to each state which signed this agreement, its verified copy.
