About implementation of system of voluntary green labeling of products in the Republic of Uzbekistan

In pursuance of the resolution of the President of the Republic of Uzbekistan of February 1, 2019 No. PP-4145 "About measures for further expansion of multidimensional cooperation between the Republic of Uzbekistan and the Federal Republic of Germany", and also for the purpose of ensuring knowledge of citizens of properties of products, creation of conditions for increase in export volumes of products made in the Republic of Uzbekistan due to guaranteeing its ecological safety and phased transition on international standards in this sphere the Cabinet of Ministers decides:

1. Approve the offer of the State committee of the Republic of Uzbekistan on ecology and environmental protection, the Ministries of Health of the Republic of Uzbekistan and the Uzstandart Agency about implementation since January 1, 2020 of system of voluntary green labeling of products in the Republic of Uzbekistan founded on requirements of international standards.

2. Approve:

Regulations on procedure for voluntary green labeling of products in the Republic of Uzbekistan according to appendix No. 1;

the schedule of development of standards of green labeling of products in the Republic of Uzbekistan on industries according to appendix No. 2.

3. Determine that:

green labeling of products is performed by the bodies for green labeling accredited in accordance with the established procedure;

object of green labeling are products in case of which production, use, the use, transportation, storage and utilization the smallest harmful effects on the environment, health of the population and biological resources are made;

producers mark the products is familiar to ecological safety on voluntary basis, after receipt of the certificate on voluntary products of green labeling;

use of the words "eko" and "eso" in the name, on packaging, in the shipping documentation of products is forbidden and in case of its advertizing in the absence of the certificate on voluntary products of green labeling;

the medicines, veterinary medicines, medical products, goods containing the substances, medicines and mixes classified as toxic, mutagen, cancerogenic, dangerous to the environment are not subject to voluntary green labeling.

4. Determine the State committee of the Republic of Uzbekistan on ecology and environmental protection by authorized body on the organization of works in the sphere of voluntary green labeling of products, having assigned to it:

conducting examination and approval of the developed environmental standards with inclusion in them of ecological criteria;

implementation of training and advanced training of specialists of bodies for green labeling, and also experience exchange in this sphere with foreign countries;

enhancement of system of green labeling according to requirements of international standards.

5. To the state committee of the Republic of Uzbekistan on ecology and environmental protection in a month together with the interested ministries and departments:

approve the schedule on placement in mass media of publications and to release of cycle of subject programs for extended coverage among the population of the republic of provisions of this resolution;

bring the regulatory legal acts adopted by them into accord with this resolution.

6. To impose control of execution of this resolution on the First Deputy Prime Minister - the Minister of Transport of the Republic of Uzbekistan A. Zh. Ramatov and the chairman of the State committee of the Republic of Uzbekistan on ecology and environmental protection B. T. Kuchkarov.

Regulations on procedure for voluntary green labeling of products in the Republic of Uzbekistan

Chapter 1. General provisions

1. criteria of ecological safety - the requirements of ecological safety established in regulating documents in the field of technical regulation which there shall correspond products for receipt of the right of its marking he is familiar to ecological safety;

body for green labeling - the legal entity, being the third party, accredited in accordance with the established procedure, performing assessment of conformity of products to criteria of ecological safety;

assessment of product lifecycle - information collection, comparison and assessment of output flows, and also possible impacts on the environment throughout product lifecycle;
