About carrying out experiment on improvement of quality and coherence of the data containing in the state information resources

For the purpose of improvement of quality and coherence of the data containing in the state information resources, the Government of the Russian Federation decides:

1. Conduct from July 1, 2019 to December 31, 2023 experiment on improvement of quality and coherence of the data containing in the state information resources (further - experiment).

2. Approve the enclosed Regulations on carrying out experiment on improvement of quality and coherence of the data containing in the state information resources (further - the Provision).

3. Participants of experiment are:

a) Ministry of digital development, communication and mass communications of the Russian Federation, Ministry of Economic Development of the Russian Federation, Ministry of Internal Affairs of the Russian Federation, Federal Registration Service, Federal Treasury, Federal Tax Service, Ministry of Finance of the Russian Federation and Ministry of Labour and Social Protection of the Russian Federation;

b) other federal executive bodies providing realization of tasks according to item 4 of this resolution;

c) The Pension Fund of the Russian Federation, Federal Compulsory Health Insurance Fund, autonomous nonprofit organization "Russian Government Analytical Centre" (further - Analytical center), Judicial department under the Supreme Court of the Russian Federation, the Central bank of the Russian Federation, Russian Central Election Commission, Rostelecom public joint stock company, federal state budgetary institution "Voskhod research institution - on voluntary basis;

d) the supreme executive bodies of the government of subjects of the Russian Federation - on voluntary basis;

e) credit institutions, insurance companies, microfinancial institutions and operators of financial platforms - on voluntary basis in coordination with the Central bank of the Russian Federation;

e) physical persons (citizens of the Russian Federation, foreign citizens, stateless persons) - on voluntary basis;

g) telecom operators - on voluntary basis in coordination with the Ministry of digital development, communication and mass communications of the Russian Federation;

h) employers - legal entities with whom the physical persons (citizens of the Russian Federation, foreign citizens, stateless persons) who are looking for work plan to enter employment relationships, - on voluntary basis in coordination with the Ministry of digital development, communication and mass communications of the Russian Federation;

i) the multipurpose centers of provision of the state and municipal services (further - the multipurpose centers) - on voluntary basis if the supreme executive body of the government of the subject of the Russian Federation which made the decision on participation in experiment specified about participation of such multipurpose center in experiment in the address according to Item 9 of this resolution.

4. Participants of experiment provide realization of tasks of experiment including according to the following distribution:

a) regarding realization of the tasks provided by the subitem "a", paragraphs the second, the fourth, sixth and seventh the subitem "b" and the subitem "e" of Item 3 of the Provision - the Central bank of the Russian Federation, Rostelecom public joint stock company, credit institutions, insurance companies, microfinancial institutions and operators of financial platforms, telecom operators, employers - the legal entities and the multipurpose centers which joined carrying out experiment;

b) regarding realization of the tasks provided by the subitem "a", paragraphs the second and fourth the subitem "b" and the subitem "e" of Item 3 of the Provision - Russian Central Election Commission;

c) regarding realization of the tasks provided by paragraphs the third and fifth the subitem "b" of Item 3 of the Provision - Rostelecom public joint stock company;

d) regarding realization of the tasks provided by the paragraph the second the subitem "d" of Item 3 of the Provision - the Ministry of Defence of the Russian Federation, Federal Penitentiary Service, Russian Central Election Commission, Judicial department under the Supreme Court of the Russian Federation and the Ministry of Justice of the Russian Federation;

e) regarding realization of the tasks provided by paragraphs the fourth and fifth the subitem "d" of Item 3 of the Provision - Federal State Statistics Service and Russian Central Election Commission;

e) regarding realization of the tasks provided by the paragraph the fourth the subitem "d" of Item 3 of the Provision - the Ministry of Agriculture of the Russian Federation;

g) regarding realization of the tasks provided by the paragraph third the subitem "d" of Item 3 of the Provision - the Ministry of Justice of the Russian Federation, Federal Highway Agency and Federal State Statistics Service;

h) regarding operation of information systems and information and technological elements of national management system data (except for digital analytical platform of provision of statistical data and the state automated information system "Management") in case of realization of the tasks provided by the paragraph the second the subitem "d" of Item 3 of the Provision for carrying out experiment - federal state budgetary institution "Voskhod research institution;

i) regarding realization of the tasks provided by the paragraph the sixth the subitem "a", paragraphs the second, fourth and seventh the subitem "b" of Item 3 of the Provision - the Ministry of Labour and Social Protection of the Russian Federation.
