About further measures for the accelerated development of pharmaceutical industry of the republic in 2019 - 2021

In recent years in the republic complex measures for improvement of system of providing the population with medicines, products of medical prescription and medical equipment are realized (further - pharmaceutical products), favorable conditions for development of domestic pharmaceutical industry are created.

At the same time insufficient production capacities and the narrow range of domestic pharmaceutical production do not satisfy requirements of the domestic market and result in high dependence on import.

The weak organization of works on implementation on domestic enterprises of international standards limits possibilities of production of pharmaceutical products, competitive in the foreign markets, and the export potential of industry.

For the purpose of the accelerated development of pharmaceutical industry, attraction of foreign investments and the leading foreign companies to implementation of investment projects, stimulations of development of innovative pharmaceutical products, expansion of production volumes and the export potential of domestic manufacturers:

1. Agree with offers of the Ministry of Health, Ministry of Economy and Industry of the Republic of Uzbekistan on transfer:

in structure of the Ministry of Health of the State unitary enterprise of "O" of zmedimpeks" Agencies on development of pharmaceutical industry under the Ministry of Health of the Republic of Uzbekistan;

To agency on development of pharmaceutical industry under the Ministry of Health of the Republic of Uzbekistan (further - the Agency) functions of the Ministry of Health of the Republic of Uzbekistan regarding implementation of supervision of production, production and wholesale of medicines and products of medical prescription, and also licensing of pharmaceutical activities.

Determine that the licenses for the right of implementation of pharmaceutical activities which are earlier granted by the Ministry of Health of the Republic of Uzbekistan are effective before the expiration of their action.

2. Determine the main objectives of the Agency:

development and strategy implementation of sustainable development of pharmaceutical industry, including by means of implementation of modern mechanisms of the state support of industry;

the organization of studying of environment of the pharmaceutical market, carrying out systems analysis of condition of security of the population and healthcare institutions with pharmaceutical products, development on its basis of offers on further saturation of the domestic market and localization of production;

assistance of industry to the companies in the organization of cooperation with the leading foreign pharmaceutical companies, development of production of new types high-quality, competitive on internal and the foreign markets of pharmaceutical products;

state regulation of pharmaceutical industry, including by state registration, standardization, certification, technical regulation of pharmaceutical products, and also licensing of pharmaceutical activities, except retail sale of medicines and products of medical prescription;

coordination of works on implementation of the advanced foreign practice and international standards in pharmaceutical industry;

participation in implementation of the Information system of control and accounting of movement of the pharmaceutical products providing collection of the detailed information about the pharmaceutical products imported and made in the territory of the republic.
