1. Approve Regulations on the Agency of urbanization under the Ministry of Economy and Industry of the Republic of Uzbekistan (further - the Agency) according to appendix.

2. Place the Agency to the address: the city of Tashkent, Ulitsa Islam Karimov, 45a on the right of free use.

3. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan - the Minister of Finance Kuchkarov D. A. and Minister of Economy and Industry of the Republic of Uzbekistan Hodzhayev B. A.

Regulations on the Agency of urbanization under the Ministry of Economy and Industry of the Republic of Uzbekistan

Chapter 1. General provisions

1. The agency of urbanization under the Ministry of Economy and Industry of the Republic of Uzbekistan (further - the Agency) is authorized state body in the field of ensuring state regulation of processes of urbanization, and also implementation of modern market mechanisms in the sphere of turnover and use of the parcels of land.

2. The agency in the activities is guided by the Constitution and the laws of the Republic of Uzbekistan, resolutions of chambers of Oliy Majlis of the Republic of Uzbekistan, decrees, resolutions and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers of the Republic of Uzbekistan, orders of the Ministry of Economy and Industry of the Republic of Uzbekistan, this Provision, and also other regulatory legal acts.

Chapter 2. Tasks and functions of the Agency

7. The main objectives of the Agency are:

realization of single state policy in the sphere of regulation of processes of urbanization;

long-term planning of rates, stages and results of policy of industrialization, the analysis of long-term demographic trends in the city and in the village, calculation of demographic reservoir of the cities in the conditions of bystry industrialization, calculation of requirement quantity in manpower in the cities;

identification of "growth poles", the choice of places of the administrative centers, coordination of policy in education, market groupings of work, regulation of internal and external migration;

development of the comprehensive program on stimulation movement of the labor power from villages to the cities providing complex of the institutional and organizational actions directed to the organization training of villagers in new industrial specialties;

management of forming of city agglomerations taking into account creation of satellite towns, including development of social, engineering and municipal and road and transport infrastructures on the basis of implementation of the advanced energy-saving, environmentally friendly technologies and materials;

regulation of complex development of city system of resettlement, forming of effective ratio of the small, average, big and large cities taking into account world practice.

8. For accomplishment of the assigned tasks the Agency performs the following functions:

a) in the sphere of realization of single state policy in the field of regulation of processes of urbanization:

develops offers on activization of processes of urbanization of settlements, by means of placement of new industrial enterprises in complex with objects of social and production infrastructure;

coordinates process of urbanization regarding realization of essentially new housing policies providing special measures of support of investments into construction of apartment houses with providing engineering, transport and social infrastructure, including available to families with low and average earnings, with use of mechanisms of mortgage lending and attraction of financial resources of subjects of entrepreneurship;

develops also together with the interested ministries and departments of offers on enhancement of state policy and the legislation in the field of urbanization in general and on regulation of land relations in the sphere of privatization and determination of market value of the parcels of land;

develops the main directions of perspective development of the cities, large rural settlements and city settlements in the Republic of Uzbekistan, and also provides methodical maintenance of preparation and the course of program implementation and projects within the corresponding Concept;

for the purpose of regulation by processes of urbanization in the republic develops and enhances system of national indicators for development evaluation of urbanization of settlements;
