About approval of technique of carrying out social researches for the purpose of corruption level assessment in subjects of the Russian Federation

In pursuance of the paragraph of the third subitem "an" of Item 1 of the National plan of the anti-corruption for 2018 - 2020 approved by the Presidential decree of the Russian Federation of June 29, 2018 No. 378 "About the National plan of anti-corruption for 2018 - 2020" the Government of the Russian Federation decides:

Approve the enclosed technique of carrying out social researches for the purpose of corruption level assessment in subjects of the Russian Federation.

Technique of carrying out social researches for the purpose of corruption level assessment in subjects of the Russian Federation

I. General provisions

1. This technique is aimed at methodical providing implementation of the subitem "an" of Item 3 of the National plan of the anti-corruption for 2018 - 2020 approved by the Presidential decree of the Russian Federation of June 29, 2018 No. 378 "About the National plan of anti-corruption for 2018 - 2020" with which it is recommended to provide to management officials (heads of the supreme executive bodies of the government) of subjects of the Russian Federation annual carrying out social researches for the purpose of corruption level assessment in subjects of the Russian Federation (further - research), establishes rules and determines indicators of researches.

2. The research is focused on perspective of the "household" corruption arising in case of interaction of citizens and representatives of authorities, including by provision of the state (municipal) services, and the "business" corruption arising in case of interaction of authorities and representatives of business.

II. Purpose and research problems

3. Research purpose - assessment of level, structure and specifics of corruption in the subject of the Russian Federation, and also efficiency of the taken anti-corruption measures.

4. Research problems are:

identification of the actual parameter values of assessment of corruption, including corruption level, in the subject of the Russian Federation;

carrying out high-quality and quantitative assessment of corruption in the subject of the Russian Federation in the analytical directions provided by this technique;

identification and the description of structure of corruption in the subject of the Russian Federation;

identification of ratio of the main characteristics of corruption in different spheres of state regulation in the subject of the Russian Federation;

efficiency evaluation (effectiveness) of the measures taken in the subject of the Russian Federation directed to anti-corruption;

identification and implementation of the analysis of the reasons and conditions of manifestation of corruption in the subject of the Russian Federation;

forming of information base for creation of rating of administrative and territorial units of the subject of the Russian Federation depending on corruption level.

III. Methods of research and terms of its carrying out

5. As the main methods of research are applied:

regarding "household" corruption - representative sociological poll of citizens of the Russian Federation (further - sociological poll regarding "household" corruption);

regarding "business" corruption - representative sociological poll of representatives of business (further - sociological poll regarding "business" corruption).

6. The main requirements to holding sociological poll regarding "household" corruption and sociological poll regarding "business" corruption are established by this technique. For goal achievement of research, and also confirmation of key conclusions following the results of holding the specified sociological polls other additional methods of research can be used.

7. The research based on this technique is conducted annually in III-IV quarters of accounting year.

IV. Object and object of research

8. As object of research corruption for the analyzed period is considered.

9. Object of research are:

the actual parameter values of assessment of corruption, including corruption level, in the subject of the Russian Federation;

high-quality and quantitative assessment of corruption in the subject of the Russian Federation in the analytical directions provided by this technique;

structure of corruption in the subject of the Russian Federation;

ratio of the main characteristics of corruption in different spheres of state regulation in the subject of the Russian Federation;

efficiency (effectiveness) of the measures taken in the subject of the Russian Federation directed to anti-corruption;

the reasons and conditions of manifestation of corruption in the subject of the Russian Federation;

the rating of administrative and territorial units of the subject of the Russian Federation depending on corruption level.

V. Respondents of research

Regarding "household" corruption

10. Respondents of research regarding "household" corruption are citizens of the Russian Federation 18 years living in the territory of the subject of the Russian Federation more than 2 years are more senior.

11. Respondents of research regarding "household" corruption the following groups of persons are eliminated:

the citizens of the Russian Federation who are in places of detention;

the citizens of the Russian Federation who are not taking certain residence.

12. Respondents of research regarding "household" corruption shall correspond to the profile of general sample established by such criteria as administrative-territorial division, sex, age, ratio of urban and rural population characteristic of the subject of the Russian Federation. Establishment of main values is carried out during preparation and holding sociological poll regarding "household" corruption and provides focusing of research according to objectives and specifics of the subject of the Russian Federation.

Regarding "business" corruption

13. Respondents of research regarding "business" corruption are business entities (legal entities and individual entrepreneurs) doing business in the territory of the Russian Federation.

14. Respondents of research regarding "business" corruption business entities (legal entities and individual entrepreneurs) whose main types of economic activity are are eliminated:

activities of religious, political and other public organizations;

activities of the exterritorial organizations and bodies;

activities of households as employers, and also undifferentiated activities of private households for production of goods and rendering services for own consumption;

activities in spheres of public administration and ensuring military safety, and also social security.

15. Characteristics of respondents of research regarding "business" corruption shall correspond to the values established on the following including quoted to criteria: annual average number occupied, the size of business entity, types of economic activity.

VI. Forming of sample

Regarding "household" corruption

16. Selection of administrative and territorial units in the subject of the Russian Federation shall be performed taking into account the developed structure of resettlement city and villagers.

17. When forming general sample it is necessary to realize pro-rata rule on which the sample shall be distributed between administrative and territorial units of the subject of the Russian Federation in proportion to the number of their population.

18. For the purpose of realization of pro-rata rule the necessary quantity of representative sampling units (respondents) according to population of the subject of the Russian Federation is determined:

the region with high population (In): if population in the subject of the Russian Federation more than 5 million people, then the required number of productive questionnaires is established at the level of at least 800 pieces;

the region with average population (C): if population in the subject of the Russian Federation from 1 million people to 5 million people, then the required number of productive questionnaires is established at the level of at least 600 pieces;

the region with low population (N): if population in the subject of the Russian Federation less than 1 million people, then the required number of productive questionnaires is established at the level of at least 400 pieces.

19. Within quality control of forming of sample it is necessary to perform compliance of the final sample created from the required number of productive questionnaires, to main values of selection. The admissible statistical error shall constitute no more than 5 percent on the established characteristics (administrative-territorial division, floor, share of urban and rural population).

20. In case of identification of variations following the results of monitoring procedure of quality of forming of sample it is necessary to create additional selection according to the characteristics specified in Item 19 of this technique and (or) to carry out reweighing (selection repair).

21. The research provides forming of the three-stage combined territorial selection of the subject of the Russian Federation reflecting specifics of resettlement of the population, first of all according to the administrative-territorial status of the settlement (further - territorial selection).

22. The first stage of forming of territorial selection assumes selection of administrative and territorial units in which holding sociological poll regarding "household" corruption (selection stratification) will be realized.

23. Criterion of stratification of selection at the first stage is administrative-territorial division of the subject of the Russian Federation as which units administrative areas and the cities of republican, regional, regional or district subordination are allocated. In case of stratification of selection it is necessary to consider ratio of urban and rural population in the subject of the Russian Federation.

24. Territorial selection shall provide all types of settlements characteristic of appropriate subject of the Russian Federation. The minimum recommended division - 3 strata (the capital of the subject of the Russian Federation, the city of republican, regional, regional or district subordination and the rural territories).

25. Following the results of carrying out stratification of selection selection of specific settlements (geographical points) in each stratum (except the federal cities) in a random way is made. The quantity of points in strata varies from 2 to 5 depending on the frequency of presence of this or that type of the settlement of each stratum at the subject of the Russian Federation.

26. Critical evaluation of feasibility of inclusion of the hardly accessible and closed administrative-territorial educations, and also enumeration districts in territorial selection is allowed. The decision on inclusion of the specified territories in structure of territorial selection is made by the public authority of the subject of the Russian Federation responsible for the organization of carrying out research.

27. Due to the inaccessibility of the separate territories in Kamchatka Krai, the Magadan region, the Komi Republic, the Republic of Sakha (Yakutia), the Nenets and Chukchi autonomous areas implementation of sociological poll regarding "household" corruption in the specified subjects of the Russian Federation, nearby from the center, settlements (geographical points) is allowed.

28. Strata in the federal cities are created according to the allocated territorial units (in Moscow - between 12 administrative districts, in St. Petersburg - between 18 areas, in Sevastopol - between 4 areas) in proportion to population, officially living in their territories.

29. The second stage of forming of territorial selection assumes selection of enumeration districts as primary selective units which is implemented by means of method of systematic selection.

30. As the enumeration district it is recommended to use the polling precinct. At the same time the possibility of the choice of other calculating unit in case of its compliance to the following conditions is allowed: uniform distribution in this territory of accommodation of the respondents of research conforming to the requirements specified in the Section V of this technique, availability of clear boundary, unambiguity of identification.

31. In the specific settlement of the subject of the Russian Federation it is recommended to select at least 2 enumeration districts. In Moscow and Sevastopol selection at least 2 enumeration districts in the established territorial units is recommended. In St. Petersburg we will allow selection of one enumeration district in the established territorial units.

32. The total quantity of the interviewed respondents on each type of settlements (for the federal cities - territorial units) shall be pro rata to the number of the population living there.

33. In case of creation of rating of administrative and territorial units of the subject of the Russian Federation on corruption level when forming sample it is necessary to adhere to the following condition: availability at least 30 observations (productive questionnaires) in each inspected administrative and territorial unit.

34. The third stage of forming of territorial selection assumes selection of households as secondary selective units. Selection of households on the enumeration district is made by the principle of random sampling by means of realization of systematic route method which assumes consecutive bypass the interviewer of households (apartments or houses) located in the territory of the enumeration district and selection of certain households for holding poll taking into account the set interval (selection step). The list of households is not constituted in advance, and created by the interviewer directly during sociological poll regarding "household" corruption before receipt of necessary number of productive questionnaires that provides achievement of necessary quota and lack of need of forming of reserve selection.

35. The sequence of bypass of households the interviewer and procedure for its actions within the research are regulated by the instruction of the interviewer according to appendix No. 1, with which each interviewer shall get acquainted before participation in holding poll.

36. In household the interviewer selects only one respondent for holding sociological poll regarding "household" corruption on the basis of the set quotas by the established criteria: sex, age, income level, distribution of urban and rural population.

Regarding "business" corruption

37. When forming general sample it is necessary to realize pro-rata rule according to which the sample shall be created according to distribution of annual average number occupied in subjects of the Russian Federation and be distributed between business entities by the following 2 criteria: size of business entities and types of economic activity.

38. For the purpose of realization of pro-rata rule the necessary quantity of representative sampling units according to annual average number occupied in the subject of the Russian Federation is determined:

the region with high share occupied (In): if annual average number more than 2 million people occupied in the subject of the Russian Federation, then the required number of productive questionnaires is established at the level of at least 400 pieces;

the region from the shares occupied above average (AF): if annual average number occupied in the subject of the Russian Federation from 1 million people to 2 million people, then the required number of productive questionnaires is established at the level of at least 300 pieces;

the region from the shares occupied below average (NANOSECOND): if annual average number occupied in the subject of the Russian Federation from 500 thousand people to 1 million people, then the required number of productive questionnaires is established at the level of at least 200 pieces;

the region with low share of busy (N): if annual average number less than 500 thousand people occupied in the subject of the Russian Federation, then the required number of productive questionnaires is established at the level of at least 100 pieces.

39. Within quality control it is necessary to perform compliance of the final sample created from the required number of productive questionnaires, to values of recommended quotas of selection. Acceptable deviation shall constitute no more than 5 percent on the following established quotas: size of business entities and types of economic activity.

40. Establishment of quotas by the sizes of business entities (legal entities and individual entrepreneurs) provides allocation taking into account provisions of the Federal Law "About Development of Small and Medium Entrepreneurship in the Russian Federation" of the following categories regarding the average number of workers:

large enterprise - more than 250 people;

medium scale enterprise - from 101 to 250 persons;

small enterprise - from 16 to 100 people;

the microcompany - less than 15 people.
