2. The form and technique of creation of the reporting under form 0403205 "Data on the incidents which arose (revealed) when rendering services of payment infrastructure and indicators of uninterruptedness of functioning of payment system" (further - the reporting) are given in appendix to this Instruction.

The terms and concepts used in this Instruction are applied in the values established by the Federal Law of June 27, 2011 No. 161-FZ.

3. The operator of UPI constitutes and provides the reporting in the Bank of Russia under the incidents which arose (revealed) when rendering operational services and (or) services of payment clearing, and (or) settlement services in payment systems which operators are included in the register of operators of payment systems posted on the official site of the Bank of Russia on the Internet (further - the register of operators of payment systems), and also in the National Payment Card System (further - the National Payment Card System).

The operator of payment system constitutes and provides in the Bank of Russia the reporting under the incidents which arose (revealed) at operator UPI being the foreign organization.

4. The reporting is provided in the Bank of Russia by the operator monthly no later than the tenth working day of the month following for reporting.

The accounting period is calendar month.

The first accounting period for which the reporting according to this Instruction shall be constituted and provided in the Bank of Russia is the second month following after month of entry into force of this Instruction.

The operator of UPI who began to perform the functions after entry into force of this Instruction constitutes and provides in the Bank of Russia the reporting since the accounting period following month of imprisonment of the service provision agreement of payment infrastructure with the operator of payment system, but not earlier than the period established in paragraph three of this Item.

The operator of payment system provides in the Bank of Russia the reporting since the accounting period following after month in which information about attracted with it for rendering services of payment infrastructure the operator of UPI which is the foreign organization is entered in the register of operators of payment systems, but not earlier than the period established in paragraph three of this Item.

5. In case of lack of data on all indicators the operator does not constitute the reporting and sends to the Bank of Russia the notification containing details of heading part of the reporting, in time provided for provision of the reporting.

6. In case of identification of the facts of provision of the incomplete and (or) doubtful reporting the operator constitutes the corrected reporting.

The corrected reporting is provided in the Bank of Russia by the operator for each accounting period for which in the reporting misstatements of reporting data were revealed, for the period, not exceeding two last years preceding the current accounting period.

The corrected reporting is provided in the Bank of Russia by the operator within ten working days after day of identification of the fact of incompleteness and (or) unauthenticity of the reporting and is followed by the explanations containing data on the performed corrections in the reporting.

7. Requirements of this Instruction do not extend to the Bank of Russia when implementing of functions of settlement center by it in payment systems based on the signed agreements.

8. This Instruction becomes effective after ten days after day of its official publication.
