About approval of the Regulations on Advisory council under the Government of the Russian Federation

1. Approve the enclosed Regulations on Advisory council under the Government of the Russian Federation.

2. Determine the Deputy Prime Minister of Russia - the Chief of staff of the Government of the Russian Federation the curator of work of Advisory council under the Government of the Russian Federation.

3. To the Deputy Prime Minister of Russia - to the Chief of staff of the Government of the Russian Federation to make in the Government of the Russian Federation offers on the candidate of the coordinator and structure of presidium of Advisory council under the Government of the Russian Federation.

Regulations on Advisory council under the Government of the Russian Federation

1. The advisory council under the Government of the Russian Federation (further - Advisory council) is consultative body and is created for the purpose of the organization of conducting examination of economic and socially important decisions of the Government of the Russian Federation, federal executive bodies, the government, interdepartmental commissions and councils, and also for the purpose of forming of questions from institutes of civil society for discussion with the Russian Prime Minister and according to its order - with federal executive bodies.

2. The advisory council in the activities is guided by the Constitution of the Russian Federation, the Federal constitutional Laws, the Federal Laws, acts of the President of the Russian Federation and the Government of the Russian Federation, international treaties of the Russian Federation, and also this Provision.

3. The advisory council when implementing of the tasks assigned to it interacts with public authorities of the Russian Federation, public authorities of subjects of the Russian Federation, local government bodies, the government and interdepartmental commissions, councils, public associations, expert communities and with other organizations.

4. The main objectives of Advisory council are:

a) ensuring interaction of the Government of the Russian Federation with expert community;

b) expert evaluation of drafts of decisions of the Government of the Russian Federation and federal executive bodies, results of their execution, and also development of expert opinion on the questions relating to powers of the Government of the Russian Federation.

5. The advisory council performs the following functions:

a) preparation of the conclusions on the drafts of the laws, acts of the President of the Russian Federation, the Government of the Russian Federation and other documents developed by federal executive bodies in case of involvement of Advisory council to their preparation according to orders of the Russian Prime Minister and his deputies;

b) ensuring participation of expert community in the course of preparation of drafts of acts of the Government of the Russian Federation, federal executive bodies, decisions of governmental and interdepartmental coordinating and advisory bodies.

6. The advisory council has the right:

a) request the materials necessary for preparation of the conclusions and offers of Advisory council, assessment of condition of the legislation of the Russian Federation and law-enforcement practice from federal executive bodies and the organizations;

b) invite to meetings of presidium of Advisory council (further - presidium), boards of Advisory council (further - board) and (or) the working groups of Advisory council (further - working groups) officials of public authorities, experts and other specialists;

c) send the conclusions and offers of Advisory council prepared in initiative procedure to the Government of the Russian Federation, federal executive bodies and the interested organizations;

d) provide participation of representatives of Advisory council in work of governmental and interdepartmental coordinating and advisory bodies;

e) perform within the competence other powers, stipulated by the legislation the Russian Federation and necessary for implementation of expert and information and advisory activities.

7. The advisory council consists of members of presidium, members of board and members of working groups which perform the activities on a voluntary basis.

7(1). The presidium is permanent body of Advisory council, performs consultative functions and consists of 15 people, including the coordinator of Advisory council.

8. The board is permanent body of Advisory council and consists of 15 people.

9. The coordinator of Advisory council and structure of presidium affirm the Government of the Russian Federation on representation of the curator of work of Advisory council.

10. Persons, replacement state positions of the Russian Federation, the state positions of subjects of the Russian Federation, municipal positions and positions of the public and municipal service cannot be members of presidium, board and working groups.

10(1). Presidium:

a) determines the main activities of Advisory council;

b) creates line item of Advisory council on the strategic questions relating to powers of the Government of the Russian Federation;

c) approves the documents regulating activities of Advisory council;

d) on representation of the coordinator of Advisory council approves structure of board;

e) in coordination with the curator of work of Advisory council approves the non-profit organization (from its consent) performing methodological support and organizational technical supply of activities of Advisory council;

e) approves procedure for forming and activities of working groups, their list and structures;

g) performs coordination of activities of board and working groups;

h) considers and claims in the cases established by regulations of Advisory council, the conclusion and the offer, prepared by board;

i) creates the list of questions according to economic and socially important drafts of decisions of the Government of the Russian Federation for discussion with the Russian Prime Minister.

11. Board:

a) will organize work of Advisory council;

b) approves work plans of working groups;

c) performs preparation of the documents regulating activities of Advisory council and submits them for approval of presidium;

d) performs preparation of the conclusions and offers of Advisory council;

e) considers and approves in the cases established by regulations of Advisory council, the conclusion and the offer, prepared by working groups;
