1. Approve the enclosed Rules of provision of data on state registration of the acts of civil status containing in the Unified state register of civil registrations, to military commissariats of municipalities before ensuring their access to single system of interdepartmental electronic interaction.

2. Determine that Item 14 Governed, approved by this resolution, becomes effective since September 1, 2019.

Rules of provision of data on state registration of the acts of civil status containing in the Unified state register of civil registrations, to military commissariats of municipalities before ensuring their access to single system of interdepartmental electronic interaction

1. These rules determine procedure for provision of data on state registration of the acts of civil status containing in the Unified state register of civil registrations (further - data on state registration of acts of civil status), to military commissariats of municipalities (further - military commissariat) before ensuring their access to single system of interdepartmental electronic interaction.

2. The list of military commissariats which have no access to single system of interdepartmental electronic interaction (further - the list of separate military commissariats) is determined by the Ministry of Defence of the Russian Federation in coordination with the Ministry of digital development, communication and mass communications of the Russian Federation. In the list of separate military commissariats data on the territory in which powers of military commissariat are performed are specified.

The Ministry of Defence of the Russian Federation provides modification of the list of separate military commissariats no later than 5 working days from the date of providing to military commissariat of access to single system of interdepartmental electronic interaction.

3. The Ministry of Defence of the Russian Federation (its territorial authorities) sends the list of separate military commissariats to the Federal Tax Service and the statement from the list of separate military commissariats on the subject of the Russian Federation in executive body of the subject of the Russian Federation which competence includes the organization of activities for state registration of acts of civil status in the territory of appropriate subject of the Russian Federation (further - executive body of the subject of the Russian Federation), within 3 working days from the date of adoption of the list of separate military commissariats and entering of changes into it.

4. The executive body of the subject of the Russian Federation within 10 working days from the date of receipt of the statement specified in Item 3 of these rules determines the list of bodies of civil registration and (or) local government bodies of municipal districts, municipal districts, city districts, residential, rural locations if these bodies are allocated with the laws of subjects of the Russian Federation according to Item 2 of article 4 of the Federal law "About Acts of Civil Status" powers on state registration of the acts of civil status (further - body of civil registration) performing provision of data on state registration of acts of civil status with indication of military commissariat to which the information, and the territory in which powers of military commissariat are performed (further - the list of bodies of civil registration) is provided.

The executive body of the subject of the Russian Federation sends the list of bodies of civil registration to the Federal Tax Service and military commissariats specified in the list of bodies of civil registration within 3 working days from the date of determination of the list of bodies of civil registration.

5. The information on state registration of acts of civil status is provided in military commissariat by body of civil registration in the document form on paper custom or valuable mailings or transferred personally by the employee of body of civil registration to person, the representative to act on behalf of military commissariat.

The document containing the information on state registration of acts of civil status provided to military commissariat is signed by the authorized employee of body of civil registration.

6. The information on state registration of acts of civil status is provided to military commissariat under the delivery-acceptance certificate of data on state registration of acts of civil status containing including list of details of civil registrations on which the information on state registration of acts of civil status is provided, sent by body of civil registration to military commissariat along with provision of data.

The delivery-acceptance certificate of data on state registration of acts of civil status is signed by the authorized employee of body of civil registration.

7. The information on state registration of acts of civil status is provided by body of civil registration to military commissariat monthly, in the 1st, 8th and 16th working day (for bodies of civil registration) every month of year, on the civil registrations constituted or changed by body of civil registration from the last date of provision of data on state registration of acts of civil status to military commissariat.

In case of lack for the period of provision of data on state registration of acts of civil status of the facts of state registration of acts of civil status or modification of civil registrations the body of civil registration sends to military commissariat the non-availability notice of the provided information on state registration of acts of civil status.

The non-availability notice of the provided information on state registration of acts of civil status is signed by the authorized employee of body of civil registration.

8. The information on state registration of acts of civil status is provided in amount, stipulated in Item 1 article 13.2 of the Federal law "About Acts of Civil Status". The list of the provided information is determined by the Government of the Russian Federation according to Item 8 of article 13.2 of the Federal law "About Acts of Civil Status".

9. In case of receipt of data on state registration of acts of civil status the military commissariat performs reconciliation of the received data on state registration of acts of civil status with the list of details of civil registrations according to which the information on state registration of acts of civil status is provided, and in case of positive result of reconciliation signs and sends the delivery-acceptance certificate of data on state registration of acts of civil status to body of civil registration.
