Approve the enclosed Regulations of implementation by the Ministry of the Russian Federation for civil defense, to emergency situations and natural disaster response of departmental control of observance of requirements of the Federal Law of 18.07.2011 No. 223-FZ "About purchases of goods, works, services as separate types of legal entities" and other regulatory legal acts of the Russian Federation adopted according to it.

I. General provisions

1. These Regulations of implementation by the Ministry of the Russian Federation for civil defense, to emergency situations and natural disaster response of departmental control of observance of requirements of the Federal Law of 18.07.2011 No. 223-FZ "About purchases of goods, works, services as separate types of legal entities" <1> and other regulatory legal acts of the Russian Federation adopted according to it (further - Regulations) establish procedure the Ministry of the Russian Federation for civil defense, to emergency situations and natural disaster response (further - Emercom of Russia) departmental control of observance by federal state institutions concerning which Emercom of Russia performs functions and powers of the founder, and the federal state unitary enterprises concerning which Emercom of Russia performs the rights of the owner of property, conducting procurement, including the commissions on implementation of competitive purchases (further - customers), requirements of the Federal Law of 18.07.2011 No. 223-FZ "About purchases of goods, works, services as separate types of legal entities" (further - the Federal Law No. 223-FZ) and other regulatory legal acts of the Russian Federation adopted according to it (further - departmental control in the sphere of purchases of goods, works, services as separate types of legal entities).

Subject of departmental control in the sphere of purchases of goods, works, services as separate types of legal entities is observance by customers of requirements of the Federal Law No. 223-FZ and other regulatory legal acts of the Russian Federation, including requirements provided by parts 2.2 and 2.6 of article 2 of the Federal Law No. 223-FZ adopted according to it in case of approval of Emercom of Russia of standard regulations on purchase, the stipulated in Article 2 Federal Laws No. 223-FZ, regulations on purchase when implementing purchases.

8. The plan affirms the Minister or person replacing it no later than December 15 of the year preceding planned.

9. Changes can be made to the plan according to the decision of the Minister or person replacing it based on the motivated address of the division manager of Emercom of Russia responsible for implementation of departmental control in the sphere of purchases of goods, works, services as separate types of legal entities.
