About creation of the interdepartmental commission, statement of its structure and operating mode

Accepted the Prime Minister of the Republic of Armenia on March 19, 2019

Being guided by parts 5 and 16 of article 7 of the Law of the Republic of Armenia "About structure and activities of the Government" and assuming as a basis provisions of the Procedure approved by the subitem 2 of Item 1 of the Order of the Government of the Republic of Armenia of November 16, 2006 No. 1708-N:

1. Create the interdepartmental commission on assessment of requests for receipt of the subvention aimed at the development of economic and social infrastructures of communities of the Republic of Armenia in addition to the subventions provided by annual government budgets of the Republic of Armenia (further - the Commission).

2. Approve:

1) structure of the commission according to Appendix No. 1;

2) operating mode of the commission according to Appendix No. 2.

Operating mode of the interdepartmental commission on assessment of requests for receipt of subvention

1. General provisions

1. This operating mode regulates functions of the interdepartmental commission on assessment of the program requests created for the purpose of provision of the subventions aimed at the development of economic and social infrastructures of communities of the Republic of Armenia except the subventions provided by annual government budgets of the Republic of Armenia according to provisions of the Order of the Government of the Republic of Armenia of November 16, 2006 No. 1708-N "About approval of procedure for provision of subventions to communities from the government budget of the Republic of Armenia" (further - the Commission), the organization of works, procedure for decision making and the relation connected with assessment of requests.

2. Purpose and tasks of activities of the Commission

2. The purpose of activities of the Commission consists in consideration and assessment of program requests for the purpose of provision of the subventions aimed at the development of economic and social infrastructures of communities of the Republic of Armenia except the subventions provided by annual government budgets of the Republic of Armenia.

3. The main objectives of the Commission are:

1) ensuring submission of the conclusions about program requests for receipt of subventions (further - Requests);

2) impartiality of the analysis of requests and decision making and exception of collision of interests;

3) ensuring transparency of process of submission of the conclusion about requests.

3. Organization of works of the Commission

4. Members of the commission fulfill the duties on a voluntary basis.

5. The commission will organize the works by means of meetings.

6. By the commission chairman on its initiative or of the offer at least one third of members of the commission emergency meetings can be convened.

7. Commission sessions are conducted by the commission chairman, and in its absence - one of members of the commission on specifying of the commission chairman.

8. Working process during the period between commission sessions will be organized by the chairman or the secretariat of the Commission by the written request.

9. Decisions of the Commission are made by a simple majority vote the members of the commission participating in commission session. In the course of vote each member of the commission has right of one voice. Decisions of the Commission are drawn up by the protocol.

10. The commission is competent if more than a half of members of the commission participate in commission session.

11. In case of equality of votes the commission chairman's voice is decisive.

4. Carrying out commission sessions

12. Commission sessions are held according to the agenda approved by the commission chairman.

13. The commission chairman determines the place, date and time of carrying out commission session.

14. In the agenda of commission session are specified:

1) place, date and time of carrying out commission session;

2) the questions which are subject to consideration;

3) name, surname of the speaker on each case in point.

15. The agenda of commission session and other necessary documents concerning cases in point are represented to members of the commission by e-mail at least in 5 working days prior to carrying out commission session.

16. Implementation of organizational and technical works of activities of the Commission and works of the secretariat provides the office of the Ministry of territorial administration and development of the Republic of Armenia.

5. Procedure for recording of commission session and clerical work

17. Recording of commission sessions provides the secretariat of the Commission.

18. The minutes of the Commission are signed by the commission chairman within 3 working days following behind day of carrying out commission session.

19. Protocols of commission sessions are stored in the office of the Ministry of territorial administration and development of the Republic of Armenia.

6. Functions of the chairman and members of the commission

20. Commission chairman:

1) presides over commission sessions;

2) approves the agenda of the Commission and signs protocols of commission sessions;
