Article 22 to add 1) with Item 2.1 of the following content:
"2.1. The citizens specified in Item 2 of Article 23 and Item 2 of article 24 of this Federal Law and who refused realization of the right to release from conscription or the right to draft deferment to military service are called up for military service.
The refusal of realization of the right to release from conscription or the right to draft deferment to military service is performed by means of submission by the citizen of the statement for such refusal in the draft commission. The specified statement joins the minutes of the draft commission.";
